The exceptions to allow one exit are for first and second story storage rooms not over 3,000sf, and the second story of a two story office building provided the 2nd story is only offices, less than 3,000sf, and the stair is enclosed to the outside and doesn't lead to the basement. Neither exception applies to the case you describe below. Sometime after 1920, the code changed to allow a floor level used only for storage, and less than 3,000sf to have a single exit if the building is 2 stories or less [see current code, Comm 54.02(2)(a)]. We would allow your building to take advantage of this code change even though it was constructed prior to the date of code change. For your building, two exits must be provided for the occupied basement used for offices and breakroom.
