A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. UW-OSHKOSH STUDENTMOVE-INDAY
Request permission to grant approval to the University of Wisconsin-Oshkosh to change
the traffic patterns around the University on Sunday and Monday, September 2 and 3,
2007, from 9:00 a.m. to 4:00 p.m. each day, to accommodate the students moving into the
University area, in accordance with the attached letter of request.
3. LABOR DAY CELEBRATION & CAR SHOW
Request permission to grant approval to the Winnebago County Labor Council to utilize
South Park and facilities on Monday, September 3,2007, from 8:00 a.m. to 6:00 p.m., for
their Labor Day Celebration and Car Show, in accordance with the attached letter of
request.
4. TAKE BACK THE NIGHT RALLY
Request permission to grant approval to the Take Back the Night Committee to utilize
Opera House Square, city streets and facilities, and to close Market Street, from High
Avenue to Algoma Boulevard, on Wednesday, September 26, 2007, from 12:00 p.m. to
8:00 p.m., for the 17th Annual Fox Cities Take Back the Night Rally, in accordance with
the attached letter of request.
5. WALK FOR LIFE
Request permission to grant approval to Labor of Love, Inc. to utilize city streets and
facilities on Saturday, September 29, 2007, from 9:00 a.m. to 12:00 noon, for their 4th
Annual Walk for Life, in accordance with the attached letter of request.
6. HOLIDAYPARADE
Request permission to grant approval to the Oshkosh Chamber of Commerce to utilize
city streets and facilities on Saturday, November 10, 2007, from 10:00 a.m. to 1:00 p.m.,
for the 25th Annual Oshkosh Holiday Parade, in accordance with the attached letter of
request.
8. CLOSING OF RAILROAD CROSSING
Request permission to grant approval to the Canadian National Railway to tentatively
close Washington Avenue, at the railroad crossing between East and West Broad Street,
from Monday, August 20 through Friday, August 24, 2007, from 7:00 a.m. to 4:00 p.m.,
to accommodate work on the railroad track, in accordance with the attached letter of
request.
9. BLOCKPARTY
Request permission to grant approval to the residents of Graber Street to close Graber
Street, between Murdock Avenue and Cliffview Drive, on Saturday, September 8, 2007,
from 4:00 p.m. to 10:00 p.m., for their neighborhood block party, in accordance with
their recently submitted Block Party Request Form.
10. ROAD TESTING OF EQUIPMENT
Request permission to grant approval to the Oshkosh Truck Corporation to utilize city
streets to road test equipment that exceeds the standard weight limits, in accordance with
the attached letter of request.

I am writing in regards to the student move in for the 2007-2008 school year at UW Oshkosh. Freshman
will move in on Sunday, September 2, 2007 and tl1e remaining students will move in on Monday,
September 3, 2007. As in years past, we are requesting permission to change the following streets to one-
way streets to assist with the move in:
Elmwood Ave. between Algoma Blvd. and West Lincoln Ave., with traffic flow south to north.
West Lincoln Ave. between ElmwoodAve. and Cherry St., with traffic flow west to east.
Cherry St. between West Lincoln Ave, andWest Irving Ave., with traffic flow north to south.
Osceola St. between Algoma Blvd. and High Ave., with traffic flow north to south.
The changes would be in effect from 9:00AM to 4:00PM each day. Street barricades and signs will be used
to inform motorist of the changes. Student parking attendants will also man major intersections.

Dear Mr. Wollangk:
On behalf of the Winnebago County Wisconsin Labor Council I would like to reserve South Park and its
facilities for our annual Labor Day Celebration and Car Show on September 3, 2007.
Our Labor Day Celebration is an event open to the community . We will again be serving food and
refreshments, and the proper city permits will be obtained. Live music will also be provided.
We would need the large park pavilion for set up the night of September 2nd, and the park from 8:00 a.m. to
6:00 p.m. on Labor Day, September 3rd.
Thank you for your consideration of our request. We hope that you, and the members of the Oshkosh
Common Council, will be able to attend our celebration.

Dear Mr. W ollangk:
I am writing on behalf of the Take Back the Night Committee to request use of Opera
House Square for the 17th Annual Fox Cities Take Back the Night Rally. As you may
know, this event is held annually in many cities across the country to create awareness
and help stop violence against women in our local communities.
We are looking at Wednesday, September 26,2007 for a potential date for the rally. We
would need use of the park from approximately 12 pm - 8 pm to allow time to set up and
clean up the space. We would be using the Showmobile, as well as some audio
equipment. The rally would be held from approximately 6 pm - 7 pm, at which point the
march would take place. The group will be marching from the Square to Reeve Union at
UWO. In past years, the Auxiliary Police have blocked the streets for the Take Back The
Night march and we would like to ask them to do this again this year.
The route is as follows:
Opera House Square to Algoma Boulevard =>
Algoma to Elmwood =>
Stop at Reeve Union

Dear Mr. Wollangk,
Labor of Love, Inc, a not-for-profit pregnancy resource center located on the corner of
Church Ave. and Central St, seeks approval of a plan for the fourth annual Walk For Life
on Saturday. September 29. The annual walk supports the organization's services to
women in unplanned pregnancies.
Our plan
. Walk begins 9 a.m., Saturday, September 29
. Approximately 200 walkers, primarily adult, will walk on a two-mile route
. Bottled water will be offered at the beginning and middle of the walk
. Parking is in nearby church lots and on side streets and city hall parking lots.
This event will not be promoted as an athletic event. Our goal is community awareness of
our services and fund raising. Primary promotion for the walk will occur in area
churches.

The purpose of this letter is to request the use of Main Street from Parkway Street to 6th Avenue, 6th Avenue to
Oregon, and Oregon south to South Park Ave for the 25th Annual Oshkosh Holiday Parade. The Parade will be held
on Saturday, November 10th, 2007 beginning at 10:00 AM. We anticipate that the parade will last for approximately
an hour and a half.

Re: Washington Street Closure
Mr. W ollagk, I am requesting permission from the Oshkosh city council and yourself to
close Washington Street at the railroad xing between E and W Broad Street for a period
of approximately one week.
Tentative start date at this time would be Monday August 20th 2007 at 0700 hrs and
would reopen on Friday August 24th at 1600 hrs.
Account Surface thru Main Line RR Xing again. Seems to be a water leak under the Xing
but city has checked couple time previously and can't find anything.
Our detour contractor is Mega Rental right here in Fond du Lac and will work closely
with your street dept. to ensure the proper detour route.
Please respond that you did receive this request and will take it up with the council as
soon as possible.
We will keep in touch on the above start dates I will notify your office as soon as I know.

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate

As the Fleet SafetylDOT Manager for Oshkosh Truck Corporation I would like to request the use of
City streets, Oregon St, 20th Av, & Oakwood Road to road test equipment that exceeds the standard weight
limits. This request is being driven by our need to test vehicles for the development of equipment for the United
States Government.
During our review of the state approved route, we determined that the 20th street bridge over highway 41
does not allow for the movement of these vehicles (45 ton capacity). The above requested routing on City
streets will allow us to connect with the state approved route (attached) and continue our testing operations.
The frequency of vehicles operating on this route is driven by government needs. Currently, we have
only utilized this route a few times in the past 30 days. Past frequency has been approximately 3-4 times a
month on the average.
Please let me know if you need any additional information in regards to this letter. Thank you for
