CONSULTING ENGINEER July 23, 2007 To: Brian Noe - Oshkosh Building Inspections From: Tom Karrels Brian: This letter is a follow up to our phone conversation of July 13th regarding the house addition at 1820 Columbia in Oshkosh. In our phone call you had expressed concerns regarding the separation of building elements where the new house addition that had a frost wall foundation was adjacent to a part of the existing house that was resting on a floating concrete slab foundation. You specifically cited portions of the building code that stated the different type of foundations had to be separated and include expansion or control joints that allowed independent movement or the entire existing floating structure had to be underpinned with a new frost walL It is my contention that if we underpin only the portion of the floating slab that the new addition is directly in contact with and leave the remainder of the structure floating, the building can be made to accommodate the minimal movement where to two different systems meet. This in effect would act almost as a hinge and allow the portion of the foundation that is still floating to pivot about this point if any uplifting of the slab should occur. This movement can be accommodated at the new roof intersections by means of flashing and slip joints. Any movement of the floating slab portion of the building occurs in the unfinished garage which does not have any plaster or drywall interior finishes that could crack. I base the above judgement on years of experience where I have engineered floating slab foundations that are adjacent to frost wall foundations and have never had a problem with cracking or settlement as long as my construction details were followed. I believe that our design for the house at 1820 Columbia is a good engineered solution that can benefit the owner with cost savings and minimal disruption to the existing structure. a:1i~ Tom Karrels P.E.
