KINNEY Director ~ OJHKOIH July 7,2006 Wayne Lager 434 Boyd Street Oshkosh, WI 54901 Dear Near East Neighborhood Property Owner (Resident): Staff of the Planning Services Division is moving ahead with comprehensive inspection of the exterior of properties in the Near East Neighborhood, which includes your property at 17 E. Parkway Ave. This review is being undertaken on each property in the Near East Neighborhood as part of the Near East Neighborhood Plan adopted by the Common Council. The goal of this process is not to issue citations for code violations but to work with owners to undertake maintenance and repairs that will improve individual properties as well as the overall appearance of the neighborhood. Enclosed is a copy of the review checklist used by staff to ensure a consistent and thorough job is done on each property in the Near East Neighborhood. This is not a violation notice, but a letter identifying issues on your property that need to be addressed in order to improve the appearance and condition of your property and the overall neighborhood. Planning Services Division staff will be available to work with you and every owner to provide technical and financial assistance where possible to address any problems found and to establish a reasonable and mutually agreed upon date by which the property conditions will be addressed. In the event that the identified conditions are not addressed within the established time frame, the matter will have to be referred to the appropriate department for traditional enforcement action. It is our hope that this will be a very rare occurrence. The recent review of your property at 17 E. Parkway Ave. found the following conditions that need to be addressed. The enclosed photos are being provided to illustrate the conditions found. 1. Condition of exterior - chipping paint - rotted wood - missing I cracked siding (l7-36A) 2. Windows - deteriorated sashes - broken glass - plastic covered (17-36A) 3. Parkway Ave. by staff of the City of Oshkosh Planning Services Division. A copy of that letter is enclosed. This letter identified issues on your property that need to be addressed in order to bring your property into compliance with the City's Property Maintenance and Housing Codes to improve the appearance and condition of your property and the overall neighborhood. The letter also informed you to call our office within two weeks to discuss your proposed plans to address the identified issues. To date, we have not heard from you arid unless we do not hear anything from you within two weeks to discuss bringing your property into compliance, we will be forced to refer this matter to the appropriate department for enforcement action.
