'77VL CITY HALL 2'5 Church Avenue PO.Box1130 Oshkosh, Wisconsin 54902-1130 ctJ OJ1-lKOJH ON THE WATER City of Oshkosh August 13, 1986 Mr. Melvin Fischer 823 Leeward Court Oshkosh, WI 54901 Dear Mr. Fischer: It has just come to my attention that 922 Vine Avenue, which had been licensed as a rooming house to Donald Collins, was purchased by you in April. Section 16-43(C) of the Oshkosh Minimum Housing Code requires that the Housing Inspector be notified of such a sale of a rooming house within 48 hours. I wish to call your attention to the fact that the Rooming House License issued to Mr. Collins is not transferrable, and as of April there is no longer a valid license covering the rooming house. Therefore, the possibility exists that you may have to apply for a new license, which might require that the building be brought up to the 1986 Codes. The continued operation of the building as a rooming house without a license is a violation of Oshkosh Municipal Code 16-40(C),with a minimum forfeiture of $50.00/day plus costs. Therefore, I would suggest that you contact this office, in writing, with your intentions on the use of. the building, so that we can discuss what procedures will be necessary to relicense the building as a rooming house.
