On Friday you stated to me that we are not to asses permit fees for 1040 N Washburn (Town of Algoma Sanitary
District) and 1250 E Irving (Sawdust Daze).
Since our original decision to charge for these fees was communicated to the associated electrical contractors they
have paid their permit fees.
For the refund of these fees, typically we would require the permit holder to provide a written request. How would you
like to proceed in the refund process for these contractors?

Regarding the Metering Station: Please waive the fees given the cooperation between the City and Town on this
project. However, please let the electrician know that this is a special circumstance and typically fees would apply.
Regarding Sawdust Days - waive the fees this time. Please advise the contractor that the city will be contacting
the Sawdust Days Organization to advise that permit fees will be due in the future.
David;
if you have chance to talk to officials at the Town, please advise that typically fees would apply, but were waived in
this case as it is a cooperative effort per your request.
Tom and/or Trish;
Would one of you please contact the Sawdust Days Organization to advise that in future years this office will
charge for permit fees associated with their event. In this case it involves Electric Permit fees for inspecting their
temporary services and wiring methods. The fee would have been about $180. This way they are aware of it for
next year. If they desire such fees to be waived, they will have to seek Council Approval.

Allyn- We have been working with the Town of Algoma and the demolition for the former Racette Ford
property. The Town agreed to waive fees relating to the sanitary sewer demolition for the City and I would

Because of the long standing City practice of deference to such organizations as Sawdust Daze and their
festivals, I can understand why the inspection division may have waived the fees. However, in keeping
with the City's continual effort to evenly apply its fee ordinances, unless there is a specific exception in the
code for this, the city should be collecting the fee. As a matter of courtesy, if this indeed has been the
past practice, you should let the outfits know of the change so they can budget accordingly, or make their
political appeals to the Council.
Similarly, despite the antagonistic history with the Sanitary District, there is probably some ancient mutual
understanding that if the city doesn't charge the district, the town won't charge the city, etc. But, again,
because Council's have been uniformly adamant about maximizing fees, unless there is an exemption
from fees for govt entities, collect the fee.

Gentlemen:
Could you please give some insight and guidance on the 2 situations Kevin has come across
regarding whether to assess permit fees or not. The following are my thoughts as to why we should
be requiring Permits and Fees for these situations:
#1 - Sawdust Days is not a City owned/operated function. It is organized by an independent
organization. They pay for Police overtime, Parks overtime and other city services. Therefore they
should pay for this service also. I cannot comment on past practice as there may have been other
agreements/arrangements between the Sawdust Days Committee and the City in past years.
#2 - The Town of Algoma Metering Station. Since it is not owned by the City of Oshkosh, they are not
eligible to have fees waived. Since it is not owned by Winnebago County or the State of Wisconsin
they do not qualify for a Permit Exemption. As a result, they must secure a permit and pay the fees.
Please advise.

I have two jobs in questions in reference to permit fees could you please comment?
#1 Sawdust Daze. Apparently in the past we have waved the permit fees for this event. After our
discussion and reasoning as to why we should charge the fees, the Electrical Contractor is
questioning our decision to charge for this permit based on our past practice.
#2 Metering Station @ 1040 N Washburn: Per our discussion we are not waving the permit fee for
this installation because the installation is for the Town of A1goma to meter their wastewater that
goes to the City of Oshkosh WWTP. At this time the Electrical Contractor has applied for a permit,
but did not include a $ value or a any indication of a permit fee.
