COMMON COUNCIL MEETING

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. GRACE LUTHERAN CHURCH PICNIC
Request permission to grant approval to Grace Evangelical Lutheran Church to close
Nebraska Street, between 9th and 10th Avenues, on Sunday, July 22, 2007, from 10:30
a.m. to 4:30 p.m., for their 125th Church Anniversary Celebration, in accordance with the
attached letter of request.
3. ST. RAPHAEL'S CHURCHWALK/RUN
Request permission to grant approval to St. Raphael's Church to utilize city streets and
facilities on Saturday, August 4, 2007, from 9:00 a.m. to 12:00 noon, for their annual
Walk/Run event, in accordance with the attached letter of request.
4. FOURTH OF mLYPARADE
Request permission to grant approval to the Fourth of July Parade Committee to utilize
city streets and facilities on Wednesday, July 4, 2007, from 7:30 a.m. to 12:00 noon, for
their annual Fourth of July Parade, in accordance with the attached letter of request.
5. WORLD WALLEYE ASSOCIATION FISHING TOURNAMENT
Request permission to grant approval to the W orId Walleye Association to utilize
Menominee Park, Millers Bay and facilities on Saturday, July 14, 2007, from 5:00 p.m. to
7:00 p.m., and on Sunday, from 5:00 a.m. to 5:00 p.m., for their WW A Team Challenge
Fishing Tournament, in accordance with the attached letter of request.
6. BAYSHORE 5K
Request permission to grant approval to Runaway Shoes and the University of
Wisconsin-Oshkosh Cross Country Teams to utilize Menominee Park and facilities on
Saturday, July 21, 2007, from 7:00 a.m. to 11:00 a.m., for their Bayshore 5K, in
accordance with the attached letter of request.
7. USE OF CITY PARKING LOT
Request permission to grant approval to The Exclusive Company to utilize the parking lot
behind their store at 318 North Main Street on Sunday, July 8, 2007, from 10:00 a.m. to
5:00 p.m., for a D-B Drag Show, in accordance with the attached letter of request.

Good afternoon, Mr. W ollangk,
My name is Sue Stark and I am serving on the St. Raphael's Church Annual Picnic Committee as a Lead
Co-chair person. I am em ailing to request Street Patrol for our annual Walk/Run event for our church
Picnic this year, which will be taking place on Saturday, August 4th. The event will start at 9:30 a.m.
again this year. We would need assistance during the event to help control traffic at the intersections of
9th and Westhaven, where the event will start, and then again at the intersections of 9th and Greenfield
on the ending stretch of the 5K route.
I apologize if you are not the correct person to contact. Please let me know ifthere is someone else I
need to speak to or if you are able to help out with this request. My understanding is that this would
serve as a request to the City and go before the council to approve. My apologies for not having more
information than the above. Our specific Walk/Run committee chair person has not been able to be
reached and will not return any correspondence to our group. If for some reason you have seen a request
already, the person that should have requested this information for St. Raphael's is Tammy Kielbasa. If
you do need further information, please let me know and I will forward any information I can to you

Dear Richard,
This is a follow-up letter to our appearance at the City Council meeting on Tuesday, May
22,2007. We are requesting permission once again to hold a Fourth of July Parade in the
city of Oshkosh.

at 9:00 AM. The line-up area will be on Otter Avenue between Main St. and Court St.
The parade route will be on N. Main Street from Otter to Irving Avenue, then east to
Menominee Park. You, the mayor and all of the City Council members are invited to be
the guests of the Oshkosh AMVETS Post 7 after the parade for refreshments and a band
concert, played by our own VFW Band.
This request is also to have you approve the transfer of the $5,000 funds set aside
for the parade, into the parade account. The account is with Oshkosh Central Credit
Union. You are free to examine the contributions and expenditures at any time.
The proper permits have been requested from the Police and Sheriffs Department,
as well as the notification of the Fire Department. Channel 10 will tape and broadcast the
entire parade.

RE: Request for permission and details on intended use of Menominee Park,
Miller;s Bay area, for the day of July 15th, 2005, during the hours and

Wisconsin.
Council Members:
With your permission, it is the intention of the Wodd Walleye Assn. to sponsor the WW A team Challenge
Fishing Tournament on the above mentioned date and place.
This event will be under the general chairmanship of Steven Poll executive director of the WW A
The popularity and success of the WW A lies in its team format. Instead of being paired with a stranger,
anglers choose their partners. Friends, neighbors, fathers, sons, daughters, husbands and wives.
Granted your permission, the WW A team challenge event will be held at Menominee Park and Miller's
Bay. All rules and regulations governing the use of this facility and all park properties will be strictly
adhered to. All permits required attendant to the use ofthe park have been applied for. We will be insured,
as required, to protect all participants.
Tenatative timeline for event:
Saturday: 5-7 pm registration(site TBA)
Sunday July 15th 5:30am boat inspection begins
6:55am playing of National Anthem
7:00 am Send-off
11 :00 am Site set-up begins
3:00 pm Weigh -in begins

Mr. Stephany:
I am writing in regards to the Bayshore 5k. This event is in its 5th year and is put on by Run
Away Shoes and the Upiversity of Wisconsin-Oshkosh cross country teams. The race will be
held on July 21 st at Menominee Park. We would like to request the use of the pavilion at
Menominee Park for this event. The pavilion will be used to check in athletes and distribute race
numbers along with serving as the site for the awards ceremony.
This year's course will run around the Zoo and out onto Hazel St. for short while before turning
back into the park on Siewert TraiL Attached is a map of the course. We look forward to
receiving your approval on the course and usage of the pavilion for July 21 st from 7:30 a.m. until
10:00 a.m.

Amenca's oldest full-line record store

City Manager Richard W ollangk,
On Sunday Tuly 8th, The Exclusive Company will be hosting the D-B Drag Show to
showcase a huge sale of car stereos and a car stereo bass competition.
We request use of thedty parking lot directly behind The Exclusive Company's
retail store at 318 N Main Street. We would use the lot for this show only on Sunday,
July 8th starting at lOAM and have everyone cleared out by 5PM.
This event will be similar to our successful show last year on Sunday July 9th, 2006, for
which we used the same parking lot. We will once again have live DJs, food &
beverages (no alcohol).
This year we are bringing in two Kenwood cars and an MTX semi-truck with a built-in
showroom (will be the only time this innovative showroom is on display in Wisconsin)!
Radio promotion for the event is set to run on WIXX and W APL, and possibly some
radio spots in the Milwaukee market to attract state-wide interest to our show in
Downtown Oshkosh.

continued support of The Exclusive Company and the downtown community.
