HomeMy WebLinkAbout07-185 JUNE 26, 2007 07 -185 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN PURPOSE: SUPPORT LOCAL CONTROL OF "CLASS B" INTOXICATING LIQUOR LICENSE AUTHORITY INITIATED BY: COUNCIL MEMBERS KING & ESSLINGER WHEREAS, the State of Wisconsin has imposed on local communities a quota for "Class B" (retail sale of intoxicating liquor for consumption on premises) licenses that limits the number of establishments in Oshkosh that can serve both beer and alcohol; and WHEREAS, the Common Council of the City of Oshkosh passed Resolution 06- 247 on July 25, 2006, which asked the Wisconsin Legislature to repeal its "Class B" license quota because of its negative impact on the local community's economy; and WHEREAS, the Wisconsin Legislature has introduced LRB-2326/1 - Creating an Economic Development Exemption to the Quota on "Class B" Liquor Licenses in June, 2007, which will exempt full-service restaurants from the limit on the number of liquor licenses that a municipality can issue; and WHEREAS, LRB-2326/1 expands the authority of local municipalities to exercise local control and issue "Class B" liquor licenses to best meet the needs of their communities; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Council supports the passage of LRB-2326/1 - Creating an Economic Development Exemption to the Quota on "Class B" Liquor Licenses. BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the Council continues to oppose the effect of state-imposed "Class B" license quotas on local communities, as such quotas limit that ability of municipalities to exercise local control to best meet the needs of their communities, and renews its appeal that the Wisconsin Legislature repeal this state-imposed license quota entirely. BE IT FURTHER RESOLVED that the City Clerk is authorized and directed to forward copies of this resolution to the Governor, all members of the Wisconsin Legislature, the Alliance of Cities and the League of Wisconsin Municipalities.
