ECCl-L Column Cap. 7 gauge stirrups may be welded to column cap
sides. ECCL has no uplift loads.
The following criteria apply:
i.The side stirrup maximum allowable download cannot exceed 40% of
the download in the table for the unmodified product, and cannot exceed
10,665 Ibs. The sum of the loads cannot exceed the table load. The
column width in the direction of the beam width must be the same as
the beam width: Wi.
2.Specify the stirrup height from the top of the cap. The minimum H21H3
for the stirrup is 6%" (3%" for 445).
3.The L dimension may vary depending on W3 or W4.
Ordering examples: An ECCLR66 with W3 = 3%", H2 = 7W is an
ECC66 end column cap with a 4x beam on the right side (specify L
instead of R for left side stirrup) and stirrup seat 1" below the cap seat.

STANDOFF BASES
The PBV is a hidden standoff post base.
~ Two different sizes fit a variety of posts shapes.
, MATERIAL: 14 gauge galvanized steel
FINISH: Textured powder-coated flat black paint or galvanized

The CPS is a Composite Plastic Standoff designed

. Drill a %" diameter hole, 10" into the center of the post.

PBV which uses four SDS screws.

. Drill a '%" diameter hole per anchor design

1. Allowable uplift load capacities are for solid sawn posts with
specific gravity of 0.36 minimum except the PBV, which is
based on round "Viga" (Ponderosa Pine) wood posts.
2. All allowable uplift loads are based on a lowest ulfimate
load Irom testing divided by a safely factor of 4. Concrete
anchorage to be designed by others. reler to Simpson
Strong- Tie Anchor Systems catalog. Allowable uplift
capacities shall not exceed those shown in the lable.
3. Download capacities are calculated based on the standoff
bearing area and a concrete strength of 2500 psi except the
PBV, which is based on the wood bearing strength
(700 psi far POnderasa Pine).
4. Allowable loads may not be increased for short term loading.

1. Allowable loads have been increased 33% for earthquake or wind loading and
are governed by the stud bolt calculations. No further increase allowed; reduce
where other loads govern.
2. HD15 requires a minimum 4x8 (in a 30' wide shearwall) or a 6x6 nominal
post to ensure the tension load carrying capacity of the critical net section
meets the hold own capacity.
3. Use a minimum 4x6 nominal post for the HD14A. Minimum post size is
required to ensure the tension load carrying capacity of the critical net section
meets the hold own capacity.
4. HB is the required minimum distance from the end of the stud to the center
of the first stud bolt hole. End distance may be increased as necessary for
installation.
5. The designer must specify anchor bolt type, length and embedment. See SSrB
Anchor Bolts (page 24) and Additional Anchor Designs (page 34).
6. See page 16 and 24 for anchor bolt retrofit.
7. Lag bolts will not develop the listed loads.
8. See page 11 for testing and other important information.
9. Deflection at Highest Allowable Design Load;
The deflection of a holdown measured between the anchor bolt and the strap portion
of the holdown when loaded to the highest allowable load listed in the catalog table.
This movement is strictly due to the holdown deformation under a static load test
conducted on a steel jig. All other sources 01 deflection shall be in addition.
10. When using structural composite lumber clllumns, screws must be applied to tile
wide lace III the clllumn.
Sources of Deflection at Shearwall Holdown Connections
A. Bolt slip can occur at holdown stud bolts.
B. Increased bolt slip can occur if oversized holes are drilled through the
stud for holdown stud bolts (oversized holes are when the hole diameter
is greater than the bolt diameter plus 06' per 2001 NDS 11.1.2).
C. When a holdown is installed on only one side of the stud, an eccentricity
exists during loading which can cause more movement in the shearwall
system.
D. Unrestrained anchor bolt nuts can spin loose during cyclic loading; using
steel nylon locking nuts or thread adhesive may prevent nut spin.
E. Movement can occur when nuts are not tightened enough. Retightening
bolts before covering wall may prevent this.
F. Deflection can occur in the holdown under load caused by stresses due
to earthquake or high wind.
G. Lateral displacement at the top of the wall rotates the stud around its
base causing the holdown base plate to displace vertically.
H. Wood Shrinkage can occur due to drying of the sill plate, rim joist, andlor
top plate; nuts may require retightening.
Uplift forces on the bolts can cause localized wood crushing at bolt
bearing locations. Using larger bearing plates may prevent this.
Wood at the end of the studs (sifl plates, rim joists, etc.) may crush
under normal dead and live loading; additional compressive forces due
to overturning during earthquake and high wind loads add to the
deflection.

On 11/1/05 Witzke Electric was issued a Permit #117095 for an addition to St Andrew
Church at 1100 E Murdock Ave. A rough in inspection was conducted on 1/6/06 and
approved. A final inspection has not been requested or conducted.
A Certificate of Occupancy has not been issued because the final inspection has not been
conducted. If this work has been completed, please contact this office and make
arrangements for this required inspection to be done. You may call our Inspection

Footings and Foundations, only, for the subject project prior to review and approval by this department

building is allowed appx . 8100 sq. ft. The supplemental Sheet I, shall be part of each plan set, as it is part of
the approved plan set here in our office.
· IBC 714.2 Provide fire door (there are 2 new 3'-4" fire doors shown on the supplemental plans, the doors and
assemblies must have the minimum fire-protective rating required by Table 714.2 - in this case that would be
l-IIz hour. IBC 714.2.7 Fire doors shaIl be self closing or automatic-closing. IBC 714.2.7.1 Both leaves of
pairs of side hinged swinging fire doors shall be provided with an active latch bolt that will secure the door
when it is closed.

CONDITIONALLY APPROVED. The owner, as defined in section 101.01(10), Wisconsin

Your Petition for Variance ofthe code sections noted above has been reviewed.
The code sections petitioned require A-3 Assembly occupancy buildings of type VB
construction not to exceed the limits in Table 503 except as modified by s. 506. The area limits
indicated in Table 503 may be increased based on frontage increase (IjJ and automatic sprinkler
system protection increase (Is) as indicated in equation 5-1.

3 occupancy that either exceeds 12,000 sq. ft. and/or has an occupant load of300 people or more.
The variance requested is to install a complete monitored automatic fire detection/alarm system
throughout the building per NFP A 72, in lieu of creating separate buildings with a s. 705 firewall
or providing a complete fire suppression system per NFP A 13 throughout the building.

The intent of the code section petitioned is to allow the occupants of large assembly type
occupancies ample time to evacuate the building in case of fire or other emergency and to limit
fire size so that it is manageable for fire fighting purposes.
The petitioner submitted the SB-9890 application form including 6 additional pages of
supporting documents and/or plans.
Reviewer's Comments:
1. The existing building consisting of a church sanctuary, classrooms, and fellowship hall is
approximately 14,014 sq. ft. The classroom and fellowship hall wing ofthe building was
originally constructed as type 5B unprotected masonry class of construction under the pre
July 1, 2002 WI Commercial Building Code but was downgraded to type 8 wood frame
unprotected construction due to the addition of a wood truss roof assembly over the
existing classroom wing. The existing sanctuary is of type 8 wood frame unprotected
construction. The existing building does not have fire sprinkler or fire alarm system
protection.
2. The area of assembly occupancies under the pre July 1, 2002 WI Commercial Building
Code was not limited but rather the occupant load of the building was regulated based on
the class of construction, presence or absence of a stage, and whether or not fire sprinkler
protection was provided. The existing building of type 8 construction without a stage and
without automatic fire sprinkler protection was limited to 750 person capacity. The
capacity ofthe building including the new addition appears to be approximately 550
people if all spaces are occupied simultaneously.
3. The WI Enrolled Commercial Building Code which adopts the International Building
Code and which became effective July 1, 2002 limits the building area and fire area of
assembly occupancies. For a type VB wood frame unprotected A-3 use classification
assembly hall without fire sprinkler protection the maximum allowable area of the
building with frontage increase is 10,500 sq. ft.
4. The current project involves the addition of approximately 1,160 sq. ft. of classroom
space. If a s. 705 firewall separation were provided at the building addition to create
separate buildings the existing building would be grandfathered under the code in effect
at the time of its last addition.
5. In lieu of providing a firewall separation of the 1,160 sq. ft. addition from the existing
building which would not bring the existing building into compliance with mc area
limitations, would do little to limit to manageable size a fire in the existing building, and
would generally not improve egress or provide additional life safety for building
occupants, the petitioner proposes to install a complete monitored fire alarm and
detection system throughout the entire building in accordance with NFP A 72.
6. The monitored fire alarm and detection system throughout the entire building will provide
early notification to building occupants of a fire event allowing for more timely egress
and will provide earlier notification of a fire event to the fire department allowing them to
arrive on scene earlier while the fire is still in its early stages.
7. The building designer has indicated the response time of fire fighting personnel from the
fully staffed 24/7 fire station appx. 1000 feet from this building will be approximately 5
minutes from receipt of the fire alarm signal until arrival of fire fighting personnel at the
scene.

8. The local fire department and municipal building inspection department recommends
approval based on the following conditions:
. A monitored fire alarm and detection system in accordance with NFP A 72 be
provided throughout the addition and existing building. Per email correspondence
from the Oshkosh Building Inspection Department dated March 14, 2006 and a
phone conversation with the Oshkosh Fire Department June 1,2006 full
compliance with NFP A 72 detector location will NOT be required in the existing
Nave and Chancel areas. The detectors within the Nave and Chancel areas may
be located along the underside of the ridge beam in lieu oflocating a detector
within each recessed ceiling bay created by exposed wood beams running both
parallel and perpendicular to the ridge beam.
. The monitored fire alarm and detection system is reviewed and approved by the
authority having jurisdiction.
Departmental Action: CONDITIONAL APPROVAL
Reviewer's Conditions of Approval:
All of the petitioner's statements of fact or intent included on the variance application form, any
other documents submitted to the Department, as well as any other conditions of approval listed
below, shall be carried out. Any recommended conditions of approval by the fire department
and/or municipal building inspection department listed above shall also be carried out unless
otherwise stated below. This variance is specific to the subject petition and cannot be used for
any additional modifications.
1. As the building area and fire area exceeds the limits of the mc any future additions shall
be separated from the existing building with a firewall per mc s. 705 and/or the entire
building shall be protected with an automatic sprinkler system per mc ch. 9 and NFP A
13 requirements. If no firewall separation is provided the building shall comply with mc
s. 503 building area limitations for a sprinklered building.
2. Plans shall be submitted prior to installation, four (4) sets of properly signed and sealed
fire alarm plans, a completed SB-118 application form including this transaction number
as a previous transaction, a building plan bearing the agency stamp of approval or signed
and sealed by the building designer with a notation that the plans are an exact duplicate of
the approved building plans, and appropriate fees to Safety & Buildings 141 NW Barstow
St., Waukesha, WI 53188. A review appointment may be made in advance by faxing a
completed SB-118 form to 877-840-9172. A copy of this petition approval should be
included with that submittal.
3. The location of detectors in the existing Nave and Chancel areas shall be reviewed and
approved by the Oshkosh Fire Department and documentation provided with the fire
alarm and detection plans submitted to Safety and Buildings for review and approval.
This decision will become final unless the department within 30 days from the date of this letter
receives a written request for a hearing. A request for hearing should be sent to the address
shown on this letterhead. A copy of this letter must be included with the request for a hearing.
The request for hearing should state the reasons for objecting to the department's decision,
because a request for hearing may be denied if it does not present a significant question in fact,
law or policy.

municipality shall be obtained prior to conunencement of construction/installation/operation. Ifthis construction
project will disturb one or more acres ofland, an Erosion Control Notice ofIntent (N0l) shall be filed with the
department 14 days prior to any earth disturbing activities.
In granting this approval the Division of Safety & Buildings reserves the righ~to require changes or additions should
conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review
shall relieve the designer of the responsibility for designing a safe building, structure, or component.
