PETITION TO THE COMMON COUNCIL
The following people make an urgent appeal to the Oshkosh Common Council to reconsider the
case for requiring sidewalks in the River Mill Road area for these reasons:
1. Sidewalks are not needed. Foot and bicycle traffic moves safely.
2. River Mill is not a through street; traffic is limited to residents and to those who drive to
access the WIOUSH trail. No accidents have been recorded or observed due to lack of
sidewalks.
3. The existence of WIOUSH trail does not create a safety issue. At least half of the trail
traffic is bicycles. The walkers and runners are adults, rather than children, and most of
them are residents of the neighborhood. Very few currently use the street to access the
trail.
4. The cost to the city in money and manpower is better used where greater need is
evident - like high traffic areas and through streets.
5. The sidewalks are not wanted by those who would have most use of them - the residents
of the area.
6. The natural beauty of the neighborhood would be negatively affected.
7. Sidewalks on River Mill would add miles of concrete which would be neither attractive,
useful or"earth friendly".

ROBERT GLUTH
1628 River Mill Road
Oshkosh, VVI 54901
The Oshkosh Northwestern
Editorial Department
There has been discussion of River Mill Road receiving special treatment regarding
sidewalks. I had the pleasure to attend a recent Oshkosh Council meeting on this matter.
I learned the following:
1. A special resolution has never been utilized for sidewalks in a residential
neighborhood.
2. No requests have been made by the residents of theneighborhood. (In fact the
project is opposed by the residents).
3. No written requests have been made by anyone.
4. Only one oral request from someone outside the neighbor as a passing comment
has been received.
5. In 2002 the city developed an objective priority list of 31 areas along high traffic
roadways in need of sidewalks. To date 16 items on this list are completed. If
River Mill Road were done this year, something on the priority list would not.
In'this case it looks like River Mill Road does get special treatment to the detriment of
greater needs.

Oshkosh Common Council
6-8-2007
I am writing to appeal to the City of Oshkosh to issue Cranky Pats the licenses necessary
to continue to operate despite the unfortunate tax issue involving the 100 N. Main
building. Cranky Pats has been open for one year, and while we understand the result of
not paying property tax, we feel we are being punished for something over which we
have not control. Cranky Pats does not have any relationship with the 100 N. Main
ownership other than as a tenant.
As you may be aware, we also run the New Moon Cafe on Main Street. The financial
hardship as a result of Cranky Pats having to close would be overwhelming, and cause
the New Moon to close as well. This would have a negative impact for our costumers,
employees, vendors, and the downtown in general.
We have been very fortunate to be provided an opportunity to contribute to the BID
district and downtown Oshkosh, and we wish to be given the chance to continue to build
upon what we have started with the New Moon Cafe and Cranky Pats. Your
consideration is greatly appreciated.
Sincerely,
