A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. MOVIES IN THE PARK
Request permission to grant approval to interGen, Inc. to utilize Opera House Square and
facilities every Friday evening, from July 20 through August 31, 2007, from 5:00 p.m. to
11 :00 p.m., for Free Movies in the Park, in accordance with the attached letter of request.
3. U.S. ANGLER'S REGIONAL TOURNAMENT
Request permission to grant approval to the Oshkosh Convention & Visitors Bureau to
utilize Millers Bay, Menominee Park and facilities on Sunday, July 29, 2007, from 5:00
a.m. to 6:00 p.m., for the 2007 U.S. Angler's Regional Fishing Tournament, in
accordance with the attached letter of request.
4. CHILDREN'S DAY PARADE
Request permission to grant approval to the Oshkosh Jaycees to utilize city streets, South
Park and facilities on Sunday, August 5, 2007, from 11 :00 a.m. to 4:00 p.m., for the 75th
Annual Children's Day Parade, in accordance with the attached letter of request.
5. DRAGON BOAT RACE & FESTIVAL
Request permission to grant approval to the Grand Opera House, the Oshkosh YMCA and
UW-Oshkosh to utilize Riverside Park and facilities on Friday and Saturday, September
21 and 22, 2007, from 4:00 p.m. on Friday to 4:00 p.m. on Saturday, for their Dragon
Boat Race & Festival, in accordance with the attached letter of request.
6. BLOCKPARTY
Requst permission to grant approval to the residents of West 4th Avenue to close the 700
block of West 4th Avenue, between Idaho and Dakota Streets, on Saturday, June 16,
2007, from 12:00 noon to 4:00 p.m., for their neighborhood block party, in accordance
with their recently submitted Block Party Request Form.
7. BLOCKPARTY
Request permission to grant approval to the residents of Bennett Court to close Bennett
Court where it intersects with Judy Lee Court on Saturday, September 8, 2007, from 4:00
p.m. to 10:00 p.m., for their neighborhood block party, in accordance with their recently
submitted Block Party Request Form.
8. BLOCKPARTY
Request permission to grant approval to the residents of Western Street to close Western
Street, between Murdock Avenue and Bent Avenue, on Saturday, June 16, 2007, from
2:00 p.m. to 8:00 p.m., for their neighborhood block party, in accordance with their
recently submitted Block Party Request Form.
9. BLOCKPARTY
Request permission to grant approval to the residents of South Eagle Street to close South
Eagle Street, between 6th and ih Avenues, on Saturday, August 11, 2007, from 2:00 p.m.
to 10:00 p.m., for their neighborhood block party, in accordance with their recently
submitted Block Party Request Form.
10. BLOCK PARTY
Request permission to grant approval to the residents of Chestnut Street to close Chestnut
Street, between Murdock Avenue and Menominee Drive, on Saturday, July 21, 2007,
from 2:00 p.m. to 9:00 p.m., for their neighborhood block party, in accordance with their
recently submitted Block Party Request Form.
11. BLOCK PARTY
Request permission to grant approval to Romey's Bar to close Minnesota Street, between
South Park Avenue and lih Avenue, on Saturday, June 23, 2007, from 1 :00 p.m. to 7:00
p.m., for their neighborhood block party, in accordance with their recently submitted
Block Party Request Form.

Dear Richard and Tom,
As the. summer season is upon us, I am very excited about all of the great activities that our community
has to offer. Oshkosh is truly a wonderful place to live. Thank you both for all of the ways that you
support directly and indirectly the efforts that go into building up our community.
As the coordinating agency, interGen is proud to again deliver the Downtown Oshkosh Business
Improvement District's Free Movies in the Park. DOBID, the Grand Opera House, and dozens of
Oshkosh businesses continue their support of this exceptional event that draws thousands to the heart of
our city every summer.
I am writing to request the reservation and use of Opera House Square in downtown Oshkosh for the
2007 Free Movies in the Park. I am requesting that the park be available for this event every Friday night
from July 20 through August 31. The event makes use of the park from 5 :00 PM until II :00 PM.

I am aware of the contact necessary for confirming electricity availability and to check the sprinkler
schedule. If there are other arrangements necessary with any public agencies please let me know. Also,
feel free to contact me with any other questions or concerns regarding this event. Otherwise, please
accept my gratitude in advance for arrangements to secure the park reservation for the dates and times
listed above. Thanks and have a great summer.

RE: 2007 US Angler's Regional Tournament
Dear Tom,
The Oshkosh Convention & Visitors Bureau would like to request your approval, and to
be recommended to the Council, for the use of Menominee Park and Millers Bay area to
host the 2007 US Angler's Regional Fishing Tournament. This Tournament will take
place on July 29th, 2007.
All rules and regulations governing the use of this facility and all park properties will be
strictly adhered to.
This event will be under the Tournament Directors, Jeffrey Reed and Lisa VVadzinski of
the US Angler's Choice, along with the Oshkosh Convention & Visitors Bureau.

Dear Mr. Wollangk,
The Oshkosh Jaycees would like to request permission to utilize South
Park, its facilities and surrounding city streets for the Children's Day
Parade. The Jaycees will be hosting this 75th annual event on SundalY,
August 5th from 11 a.m. to 4 p.m.
The parade will assemble at 1 :00 p.m. in the Old Franklin School parl<
area. We ask that 7th Avenue, from Rugby Street to Idaho Street, and
Idaho Street from 8th Avenue to 6th Avenue be closed to cars. At 2:30
p.m., the parade will start at 6th Street and Idaho Avenue, then go east
on West 6th Avenue to Ohio Street, and south on Ohio Street to West
South Park Avenue. We will then go west on South Park Avenue to
Georgia Street and north on Georgia Street to the South Park entrance.
A copy of this route is enclosed.
I will be in contact with the Community Service Officer of the Oshkosh
Police Department to coordinate the intersection blocks, guards and park
coverage.

Dear Tom,
The Grand Opera House, the Oshkosh YMCA, and UVV Oshkosh would like to request your approval, and to be
recommended to the Council, for an event in Riverside Park on Saturday, September 22, 2007. Our plan is to use
Riverside Park for a community festival- the Oshkosh Community Dragon Boat Race and Festival. Races will be held
on the Fox River all day, with festival activities held at the park between races.
The Dragon Boat Race and Festival is an event designed to celebrate education, community, family, culture and the
waterways of Oshkosh. As part of the UVV Oshkosh Fall Fest on the Fox, and in partnership with the YMCA and the
Grand, the Festival also seeks to:
. Support the educational activities of the University and its partners.
. Provide a fun activity for people of all ages.
. Enhance the appreciation of our waterways.
. Develop an Oshkosh tradition.
. Build on the partnerships between the campus and the community
. Provide opportunities for organizations and businesses to become involved.
. Increase business and energy in the downtown.
Initial plans are to begin setting up on Friday, Sept. nod, to have the park ready for the Festival right away Saturday
morning. The event itself is tentatively scheduled to run from 9:00am to 4:00 pm on Saturday,
