RE: FAA Hanger HVAC Alteration, 3120 Knapp St., Oshkosh, Wisconsin
To Whom It May Concern:
This facility is leased by the Federal Government. Per Comm 61.03(3)9d) it is exempt from the
State of Wisconsin Commercial Building & HVAC Code. Comm 61.02(3) (d) requires that a
document be filed with the register of deeds that describes the steps necessary for compliance
to the code if the space is converted to a non-exempt space. This letter is intended to be that
document.
The current use of the building is as a 100' x 150' storage hanger with offices (use groups S 1
and B non-separated). The building was originally constructed as a hanger to be leased by the
federal government starting on 10/01/1988. The building was originally designed as an
unheated building. The current project is to add heating and air conditioning to the building. If
the building converts to a non-exempt use, the following steps will need to take place to meet
the building code that is currently in effect:
1. The building envelope will need to be evaluated for thermal performance and submitted
as an alteration to the State of Wisconsin for review. At the time the HVAC was added,
the hanger area did not meet the current minimum standards so the HV AC system will
need to be removed from this area or the building will need to be insulated to satisfy the
minimum code requirements.
2. If compliance with the State Building & HV AC is pursued, building alteration plans
demonstrating compliance with the Thermal Performance requirements and HV AC Plans
must be submitted and reviewed as required by the referenced Code. Any deficiencies
found will need to be corrected
3. The building alterations and HV AC system will need to be inspected as required by the
referenced Code and/or local code for compliance.
This document is relative only for the current heating and ventilation project, not previous or
future work performed at this facility.
