Dear Mr Zacharias:
A reinspection was made today of your rental property located at 811 West
10th Avenue, Oshkosh. The inspection was made to assure that those
violations ordered corrected by January 14, 1996 were in fact corrected. The
original orders (Copy Enclosed) were issued November 14, 1995.
The inspection revealed no compliance whatsoever and there has been no
contact from you or your agent. Permits have not been obtained for this work
either.
Therefore another inspection will be made on January 30, 1996. Failure
to have complied with violations #4a, #4b, #4c & #4d (Steps & Handrails) will
result in citations being issued for court action in the amount of $141.50 per
violation per day.
I would recommend that you contact this office immediately as to the status of
the corrections.

1 16-37A (1) The owner of every dwelling shall be responsible for maintaining in a safe, clean
and good condition all communal, shared or public areas of the dwelling and
appurtenant premises. Yards shall be maintained by the owner according to the
provisions of Section 18-69A and 18-79.1B of the Oshkosh property Maintenance
Code.
2 16-35A (6) No owner shall rent to any other person for occupancy or allow any person to
occupy any dwelling unit or premises unless it is safe and clean and complies with all
provisions of the Minimum Housing Code and Section 18-79.1 of the Property
Maintenance Code.
3 16-37A (2) Every occupant of a dwelling or dwelling unit shall maintain in a clean condition
that part of the dwelling, dwelling unit and yard which he/she occupies or controls.
4 16-33A (6) (a) The front exterior steps are deteriorated and shall be replaced to Code.
(b) When completed the front steps shall be equipped with Code compliant
handrails.
(c) The East set of entry steps are deteriorated and shall be replaced to Code.
(d) The South steps shall be equipped with Code compliant handrails as required on
both sides.
5 16-34A (3) The exterior rear step lighting is hazardously wired and shall be replaced with lighting
that illuminates both sets of rear steps.
6 18-79.1A (a) The rain gutters are rusted out or otherwise deteriorated and shall be replaced.
(b) The chipped and peeling exterior wood trim paint shall be scraped, primed and
painted.
(c) The deteriorated garage roofing shall be replaced.
(d) The broken garage windows shall be replaced.

7 16-35A (l)c The majority of the windows in the dwelling are in poor condition allowing cold air
infiltration which has forced the occupants to install plastic over these windows. All
deteriorated windows in the building shall be replaced to include storm windows.
