BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. VARIANCE TO THE CITY'S NOISE ORDINANCE Request permission to grant a variance to the city's noise ordinance to Zenith Tech, Inc. to begin work on the Wisconsin Street Bridge, beginning at 6:00 a.m. and concluding at 2:30 p.m., effective immediately, so that they may take advantage of daylight hours and complete work prior to the hottest part of the day, in accordance with the attached letter of request. 3 . WALK FOR OUR SOLIDERS Request permission to grant approval to the Oshkosh Armory to utilize city streets and facilities on Saturday, June 16, 2007, from 4:30 p.m. to 6:00 p.m., to conduct a Walk For Our SoUders, in accordance with the attached letter of request. 4. WALLEYE WARM-UP TOURNAMENT Request permission to grant approval to Walleyes for Tomorrow to utilize the Menominee Park sailboat docks on Saturday, May 26, 2007, from 5:00 a.m. to 5:00 p.m., for their 1ih Annual Walleye Warm-up Tournament, in accordance with the attached letter of request. 5. BLOCK PARTY Request permission to grant approval to the residents of Rahr Avenue to close Rahr Avenue, between 1200 and 1300 Rahr Avenue, on Saturday, June 2,2007, from 4:00 p.m. to 8:00 p.m., for their neighborhood block party, in accordance with their recently submitted Block Party Request Form. BLOCKPARTY Requst permission to grant approval to the residents of Nebraska Street to close Nebraska Street, between South Park Avenue and 14th Avenue, on Saturday, June 9, 2007, from 12:00 noon to 10:00 p.m., for their neighborhood block party, in accordance with their recently submitted Block Party Request Form. 7. DOWNTOWN PLANTING PROJECT Request permission to grant approval to the Pride of Place Committee to place forty containers of plants at downtown locations, primarily along the 100 to 500 blocks of Main Street, during the last week of May, 2007, in accordance with the attached letter of request. . WEBSTER STANLEY FIELD DAY Request permission to grant approval to Webster Stanley Middle School to close Seiwart Trail, from Oak Street to Hazel Street, on Friday, May 25, 2007, from 1 :00 p.m. to 3 :00 p.m., for their school Field Day, in accordance with the attached letter of request. . Due to the increasing hours of daylight and the associated cooler temperatures in the morning Zenith Tech would like to request a variance to start work on the above referenced project at 6:00AM effective immediately, pending approval, and continue with this schedule until the daylight condition preclude doing so. This would allow our trades people to complete the days work prior to the hottest part of the day. Currently we are scheduled to work 8 hour days, therefore the proposed work hours would be 6:00AM to 2:30PM. Should our schedule require additional hours to be worked, it is anticipated that we would change to a 10 hour day, ending the shift at 4:30PM. Zenith Tech does realize thatthis variance may have possible effect on residents and as a condition of the variance we will limit the work performed prior to 7:00AM to limited noise producing activities. (i.e. we will not drive piling) VVe also realize that the City would have the right to terminate any variance at their discretion for any reason. Thank you for your consideration of this request. Ms. Maggie Nigbor, the event coordinator, has already spoken to Jackie Challis of the Oshkosh City Council regarding this. We are tentatively planning to do the Walk on Saturday, June 16th, 2007 beginning at the Armory at 4:30 pm. Being 1.75 miles long, we expect to be finished before 6 pm. Our route will be as follows: (beginning at the Armory) north on Armory Place, east on 9th Avenue, north on Knapp, west on 6th Avenue, South on Sawyer, west on 9th Avenue, then south on Armory Place back to the Armory. Our plans also include two military vehicles at the front and rear of the formation. This tournament has been successfully held for over 21 years. Weare a small tournament of local residents and boost on our success of a high percentage of fish .returned into the local system witb the assistance of the Walleyes for Tomorrow release efforts. With the use of the sailboat docks this can be done very quickly allowing out tournament a successful release. Immediately following the contestant's fish being weighted they head to tournament headquarters for the presentation of awards. We would also need to have an electrical outlet to be available to run the scale and the computer. Last year the Oshkosh Chamber of Commerce featured our tournament on the cover of their summer publication with an article. BLOCK PARTY REQUEST FORM FOR STREET CLOSURE The purpose of a BLOCK PARTY is to provide social interaction among block residents in order to strengthen a neighborhood. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. Wollangk City Manager, City of Oshkosh 215 Church Avenue, Oshkosh, WI 54901 Dear Mr. W ollangk: On behalf of Downtown Blooms, a project organized by the Pridle of Place Committee with the support of The Downtown Business Improvement District, The Oshkosh Area Economic Development Corporation, The Oshkosh Area Community Foundation, and several private individuals and businesses, I am writing to request permission from the City of Oshkosh to place forty containers of plants at downtown locations primarily along the 100 to 500 blocks of Main Street. The project is being coordinated with the City of Oshkosh Planning Services Division and assistance is being provided by the Paine Art Center and Gardens, and many volunteers. The containers would be placed and planted during the last week of May, 2007. They would be located in places out of pedestrian pathways, and after initial placement, they can be moved if a particular location is found to be unsuitable. Representatives of the Pride of Place Committee are coordinating the project with Susan Kepplinger, Principal Planner, City of Oshkosh Planning Services Division, and she and the BID board are assisting with arranging the container placement, planting and care. As well, many downtown businesses have expressed interest in helping to care for the containers. We have generated widespread enthusiasm and support for this project. City's around the country and state display similar containers in their downtown districts, and these features help to make the downtown areas more attractive and active. We expect that Downtown Blooms will have a tremendous impact on the vitality of downtown Oshkosh during the summer. I have enclosed a map showing the initial planter placements.
