ADD under Scope of Services: A. Topographic Survey "5. ENGINEER shall perform field survey of the ditch on the west side of HVVY 41 from 700 feet south of the Dickinson Avenue and VVashburn Street intersection to 200 feet south of Allerton Drive, the ditch on the south side of the railroad tracks from HVVY 41 to the storm sewer outfall located on Universal Drive, and culverts and storm sewer structures located along the above mentioned corridor. In addition, ENGINEER will survey the storm sewer mainline from the Universal Drive outfall southerly to the beginning of the mainline located at the intersection of STH 44 and VVaukau Avenue as well as approximately 750 feet southwest of the intersection. The existing storm sewer, water main, and sanitary sewer utilities along the proposed storm sewer alignment for Alternative 13 will also be surveyed." B. Storm Sewer System Map "ENGINEER will update the mapping of existing stormwater management features/facilities within Basin SBB 60. The following information will be updated on the existing mapping: VVatershed divides Major drainage structures Storm sewer system existing mapping Recommended Improvements" C. Analysis of Existing Drainage System "ENGINEER will expand upon the already created computer models of the existing North Branch Campbell Creek watershed. The expanded model will include the main sa. STRAND ASSOCIATES, INC.~ ENGINEERS City of Oshkosh Page 2 February 7, 2007 line drainage system from Diversion Point 1 to a point approximately 750 feet to the southwest of the intersection of STH 44 and W aukau Avenue. This includes subdividing Basin SBB 60 and calculating new drainage areas, time of concentrations, and Runoff Curve Numbers (ReN). The proposed storm sewer conveyance system along STH 41 (from the Sawyer Creek outfall to Diversion Point 1) that is currently being design by Strand Associates for the Wisconsin Department of Transportation will be incorporated into the existing model. The RCN for all HWY 41 land will be adjusted to include the additional impervious area created from widening the roadways within the WisDOT right-of-way. D. Analysis of potential impacts of future development on existing drainage system. "15. Alternative 12-Analysis of the effect of Alternative 7 by incorporating the additional drainage system and changes into an updated XPSWMM model as stated in Section C. 16. Alternative 13-Using the updated model, analysis of the effect of removing the 9th StreetIWashbum Street detention basin from Alternative 12 and including new detention basin(s) located in the Westhaven Golf Course. The conceptual layout for this alternative will also include possible locations for recreation fields, playground areas, shared-use paths, and potential locations for park pavilions/shelter houses. 17. Alternative 14-Using the updated model, analysis of the effect of removing the 9th StreetlWashbum Street detention basin from Alternative 12 and incorporating a new detention basin located east of the STH 44IW. Waukau Avenue intersection (two parcels totaling 5.03 acres). 18. Alternative IS-Using the updated model, analysis of the effect of removing the 9th StreetIWashburn Street detention basin from Alternative 7 and including a new long linear detention basin located in the agricultural land located along the border of the wetland located approximately 750 feet southwest of the STH 44/W. Waukau Avenue intersection. The detention basin would be designed to reduce the 100-year proposed flow rate and reduce it to the 2-year predeveloped flow rate. A base flow would be maintained through the wetlands. 19. Alternative 16-Using the updated model, analysis of the effect of removing the 9th StreetIWashburn Street detention basin from Alternative 12 and inclusion of a combination of Alternatives 12 to 15. If an alternative basin is chosen in addition to those considered in Alternatives 13 through 15, the OWNER will provide any survey required for this analysis. 20. Single analysis of pipe sizes to convey the lO-year storm on the North Branch Main Line downstream of Landmark Plaza and the Main Stem to Campbell Creek with the recommended alternative in place. 21. Pipe capacity analysis of the entire modeled system to show the pipe capacity according to design storm in a GIS figure with the recommended alternative in place. Analysis and a GIS figure showing the changes in diversion at Diversion Points 1,2, and 3 with the recommend alternative in place. Alternatives 1 through 11 will not be rated against these additional options. Rather, Alternatives 12 through 16 will be rated for cost and effectiveness against only Alternative 7, the previously recommended alternative." E. Prepare Stormwater Management Plan "ENGINEER will prepare a PLAN AMENDMENT to the PLAN in draft and final formats. Three copies of the draft PLAN AMENDMENT and ten copies of the final PLAN AMENDMENT will be submitted to the OWNER. This PLAN AMENDMENT will include: 1. An updated Storm Sewer System Map. 2. Recommendations of measures to address the removal of the 9th Street and Washburn Street detention basin originally contemplated as Alternative No.7 based on an alternatives analysis (Alternatives 12 through 16), opinions of probable cost, and an implementation PLAN." F. Meetings "ENGINEER will attend four additional meetings with OWNER as follows: 4. Kickoff meeting with OWNER 5. Meeting with OWNER to discuss the draft PLAN AMENDMENT. 6. Meeting with OWNER to present the final PLAN AMENDMENT to the Public Works Committee. 7. Meeting with OWNER to attend a City Council Meeting." CHANGE under Compensation the lump sum fee from $59,900 to "$121,800." REPLACE table with the following: Topographical Survey Meetings Stormwater Modeling!
