HomeMy WebLinkAboutHistoric Preservation CERTIFIED LOCAL GOVERNMENT AGREEMENT BETWEEN THE CITY OF OSHKOSH AND THE STATE HISTORIC PRESERVATION OFFICER The City of Oshkosh, in consideration of having been granted Certified Local Government status, agrees to . carry out the following responsibilities as a Certified Local Government, in cooperation with the Division of Historic Preservation, Wisconsin Historical Society. 1. Enforce the local historic preservation ordinance for the designation and protection of local historic: properties; 2. Maintain an adequate and qualified historic preservation commission established by the local ordinance; 3. Establish and maintain a system for the survey and inventory of local historic properties that is coordinated with the statewide comprehensive planning process, with technical assistance provided by the Division of Historic Preservation; 4. Ensure, to the maximum extent possible, public participation in the local historic preservation program; 5. Review and comment upon nominations to the National Register of Historic Places for properties within its jurisdiction, and within 60 days of receiving the nominations submit the commission's reports and the Chairman of the Board's recommendations to the Division of Historic Preservation as to whether or not the nominated properties meet the criteria of the National Register, except when the nominations are originated by the City of Oshkosh; 6. Submit to the Division of Historic Preservation copies of historic preservation commission minutes on a regular basis and an annual report of the historic preservation commission's activities by February 28 of each year, describing the previous year's activities. 7. Coordinate local historic preservation activities, to the extent practicable, with the Division of Historic Preservation, which shall provide technical assistance, guidance, and information to the Certified Local Government as requested; 8. Carry out the general program procedures as outlined in "Procedures for the Certification of Local Governments in Wisconsin," using standards for designation and design review that are consistent with the Secretary of the Interior's standards and guidelines; Assist with the required periodic evaluation of the Certified Local Government performance in program operation and administration using the standards for program evaluation contained in "Procedures for the Certification of Local Governments in Wisconsin."
