A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. JEFFERSON BIKE RODEO/SAFETY EVENT
Request permission to grant approval to Jefferson Elementary School to close Minnesota
Street, from 10th Avenue to 11th Avenue, on Tuesday, May 22, 2007, from 4:00 p.m. to
8:00 p.m., for their Bike Rodeo/Safety Event, in accordance with their recently submitted
Block Party Request Form.
3. HARRY POTTER'S OSHKOSH MAIN STREET MAGIC
Request permission to grant approval to the Business Improvement District Marketing
Consortium to utilize Opera House Square and facilities, and to close Market Street, from
High Avenue to Algoma Boulevard, and the 400 block of North Main Street, from High
Avenue to Church Avenue, on Friday and Saturday, July 20 and 21, 2007, from 9:00 a.m.
to 7:00 p.m. each day, for their Harry Potter's Oshkosh Main Street Magic Event, in
accordance with the attached letter of request.
4. FISHING DERBY
Request permission to grant approval to the Georgia-Pacific Corporation to utilize
Rainbow Park and facilities on Saturday, June 2, 2007, from 5:00 a.m. to 5:00 p.m., for
their Fishing Derby, in accordance with the attached letter of request.
5. CLOSING OF MURDOCK AVENUE
Request permission to grant approval to the Canadian National Railroad to close Murdock
Avenue at the railroad crossing just east of Harrison Street from Monday, May 14, 2007
through Friday, May 18, 2007, from 7:00 a.m. to 5:00 p.m., for some track repair, in
accordance with the attached letter of request.
6. OAKLA WN SAFETY NIGHT
Requst permission to grant approval to Oaklawn Elementary School to close Viola Street,
from Jackson Street to Main Street, on Thursday, May 24, 2007, from 5:00 p.m. to 7:30
p.m., for their Safety Night, in accordance with the attached letter of request.
7. MISS WISCONSIN PARADE
Request permission to grant approval to the Miss Wisconsin Organization to utilize city
streets and facilities on Wednesday, June 27, 2007, from 5:30 p.m. to 8:00 p.m., for their
annual Miss Wisconsin Parade, in accordance with the attached letter of request.
8. LAKE FLY W ALK/RUN FOR WELLNESS
Request permission to grant approval to the Oshkosh Seniors Center to utilize city streets
and facilities on Saturday, June 2, 2007, from 8:30 a.m. to 9:30 a.m., for their Lake Fly
Walk/Run for Wellness, in accordance with the attached letter of request.
9. ROSEANNE HOEFEL RUN FOR DIVERSITY
Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize
Opera House Square, city streets and facilities, and to close Market Street, from High
Avenue to Algoma Boulevard, on Saturday, October 13, 2007, from 8:00 a.m. to 12:00
noon, for their Roseanne Hoefel Run for Diversity, in accordance with the attached letter
of request.
10. MOVING OF AIRPLANE
Request permission to grant approval to Cirrus Design Corporation to utilize city streets
on Friday, July 19, 2007, and on Sunday, July 29, 2007, from 4:00 a.m. to 5:00 a.m. to
move an airplane from Wittman Regional Airport to Fratello's Restaurant and back, in
accordance with the attached letter of request.
11. BOYS & GIRLS CLUB BIKE SAFETY EVENT
Request permission to grant approval to ThedaCare to close Broad Street, from Parkway
Avenue to Merritt Avenue, on Saturday, May 12, 2007, from 8:00 a.m. to 12:00 noon, for
their Bike Safety Event, in accordance with the attached letter of request.
BLOCK PARTY REQUEST FOR.M FOR. STR.EET CLOSUR.E
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.

RE: Request to rename Main Street and close streets downtown for Harry
Potter's Oshkosh Main Street Magic event
To City Manager and City Council Members:
The Business Improvement District (BID) Marketing Consortium is a key
sponsor of a family celebration for the release of the last Harry Potter book.
The celebration is being called Harry Potter's Oshkosh Main Street Magic:
and will be held on Friday, July 20th from noon to midnight and on Saturday,
July 21st from 10am-5pm. This celebration will be held in conjunction with
Movies in the Square. As part of this event, the consortium members
anticipate 3,000-5,000 attendees to be in the downtown vicinity until the
midnight book release and beyond. Five area libraries are planning to set up
bus service to the event for their patrons to participate. Attendees will be
able to participate in a scavenger hunt that will include participating
businesses and organizations downtown.
STREET RENAMING REQUEST:
We respectfully request to rename North Main Street between the Fox River
Bridge and Parkway Avenue to Diagon Alley. Similar to New London's
renaming for St. Patrick's Day to New Dublin, the renaming would be in
effect for the duration of the two-day event, July 20-21. The renaming would
help the illusion of a transformation of downtown Oshkosh for families and
visitors attending the event. We'd like to place magnetic street signs with the
new name below the sign posts at intersections, leaving the original names
visible for emergency vehicle calls, etc.
STREET CLOSURE REQUEST:
To ensure the safety of all participants, many of who will be children and
families, we are requesting to block street traffic access to the following
street areas on Friday, July 20th between 12pm and 9pm:
1) Market Street between High Avenue and Algoma Boulevard, adjacent to
Opera House Square; we'd like to close this section of Market Street on
Saturday, July 21st from 9am-5pm as well;
2) and, 400 block of N. Main Street between High Avenue & Church Avenue.
OPERA HOUSE SQUARE:
We'd also like to request use of Opera House Square for the two days of the
event"": 9am on Friday, July 20th through Saturday, July 21st at 7pm. Friday
morning will be a set-up time and after 5pm on Saturday will be a tear-down
and clean-up period. We understand that Intergen will be hosting Movies in
the Square on Friday night, and we will coordinate that with them.
The event is scheduled to take place during twilight and full darkness making
visibility of pedestrians difficult. With so many people expected to attend and

to participate in a scavenger hunt that will run until 9pm, it is important to
take this precaution of closing access to street traffic.
In addition, we are attracting vendors to set up booth space and would like to
have the street as additional space for vendors to use and for street
performers. The street performers will include actors standing in as book
characters for photo shoots with children, brief skits, and potentially jugglers
and puppeteers. A preliminary event schedule is attached for your reference.

are planning a fishing derby for that date and would like to have it at Rainbow Park.

I would like to request a street closing please. On the following dates, Oaklawn School would like to have Viola
Street between Main and Jackson closed for a period of time.
May 7th - 8:00 AM - 2:30 PM We have a walk-a-thon and the students will be walking in the street.
May 24th-5:00 PM- 7:30 PM - Oaklawn Safety Night and we will have safety vehicles parked on the street and
students going through them. We will also have a bike rodeo that night. We will need road blocks please.

The Miss Wisconsin Organization would like to hold their annual Miss Wisconsin
parade on Wednesday June, 27, 2007. The parade route is Main Street from
Lincoln Avenue heading south to the bridge with the end at the Convention
Center. The parade entries will start lining up at 5 :30 and parade kick off is for
6:30. We expect several thousand spectators for our annual everlt. The parade lasts
for about an hour. Streets along the parade route will have to be barricaded so as
not to allow traffic to flow through. I have worked closely with the police
department regarding the parade fot the past several years. Please consider' our
request for our annual parade. For any questions or concerns I can be reached at

5K route for a walk/run event for the "Lake Fly Walk/Run for Wellness" on Saturday, June 2,
2007 from 8:30-9:30 a.m.:
· Route begins at the Oshkosh Seniors Center Annex
· Route continues on Campbell Road past the Oshkosh Seniors Center Main Facility and
FVTC to the Wisconsin Street bridge.
· Route will then take a LEFT onto the Wiowash Trail along the river to New York Ave and
turn RIGHT.
· Route to then turn RIGHT onto High Ave.
· Route to then turn RIGHT onto Rockwell Ave.
· Route to then turn LEFT onto Pearl Ave. and follow to the trail after UW Oshkosh Parking
Lot # 5.
· Route to then follow trail back over the Wisconsin St. bridge, continuing to Witzel Ave.
· Route will then end at the FVTC sign on Witzel Ave.

The University of Wisconsin Oshkosh organizing committee of the Roseanne Hoefel Run for
Diversity formally requests the use of the race route outlined below to hold our charity event. The
run is planned for Saturday, October 13,2007 from 9:00 a.m. to 10:45 a.m. The event will be a 5K
and runners, walkers, and rollers (people with wheelchairs and strollers only) will be invited to
participate. Faculty, staff, and students at UW Oshkosh have come together to create this event in
order to honor the memory of Roseanne Hoefel as well as to continue her work in educating others
on issues of diversity. All proceeds from the run will benefit the Roseanne Hoefel Multicultural
Education Fund and the creation of a Social Justice Fair.
The race will begin at Founders Plaza on Main St. between Algoma and High Streets and continue
as follows: Go up Algoma towards the University, Left on Vine Ave., Left on High St., Right on
Rockwell, Left along the River Walk, Left on Wisconsin, Left on Pearl, Right on Osceola, Right on
High, and finish in front of the Grand Opera House near where the race began. We will need only
one lane of Algoma and one lane of High St. to be blocked off for about a half hour to give serious
runners an opportunity to begin and finish the race without traffic delays. After that, walkers,
people with strollers, and wheelchairs will use the sidewalk. We would also like permission to set
up two tables on the downtown green for registration as well as four booths to distribute
information about running and other events in the area on the day of the event. I will also be in
touch with Sergeant Schoeni of the Oshkosh Police Department. In the past, the Oshkosh Police
Department has been very supportive of the run and helped us immensely with making the race
route safe for participants. For fundraising purposes, we wanted to receive permission to hold the:
race on the October 13,2007 date as soon as possible.
All rules and regulations governing the use of the Plaza and all park properties will be strictly
adhered to. On behalf of the organizing committee of the Roseanne Hoefel Run for Diversity, I

Dear Mr. Wollangk:
Cirrus Design Corporation would again like to move an airplane from Oshkosh
regional airport to Fratello's restaurant to be on display during EM fly in, from Friday
July 19th to July Sunday July 29th. This will be the fifth year.
We typically move the airplane early in the morning (4-5am) when traffic is to a
minimum, and have had police escort at all times. The suggested route we have
used in the past is:
Wittman Airport to W. 20th Ave.
right on W. 20th Ave. to Oregon St.
left on OregonSt across the river. (Street name changes when crossing the
river to Jackson St.)
continue on Jackson St to High Ave.
left on High Ave. (High Ave is a one-way street. We will be going the wrong
way on High Ave. High Ave has fewer obstructions and is a little wider
making movement easier and faster.)
High Ave to Congress Ave.
left on Congress Ave to the side lot of Fratello's Restaurant (This portion of
Congress Ave. is also State Hwy 21).
The return trip from Fratello's to the airport will be the same route (except
reversed).
