Parkway by staff of the City of Oshkosh Planning Services Division. This review is being undertaken on each property in the Near East Neighborhood as part of the Near East Neighborhood Plan adopted by the Common Council. 'As the notice stated, the goal of this process is not to issue citations for code violations but to work with owners to undertake maintenance and repairs that will improve individual properties as well as the overall appearance of the neighborhood. Along with the notice, you received a copy of the review checklist used by staff to ensure a consistent and thorough job is done on each property in the Near East Neighborhood. The notice also explained that if any of the conditions listed on the checklist are found, the property owner would receive a letter from the Planning Services Division pointing out the condition and asking the owner to contact the Division to discuss correction of the matter. This is that letter. This is not a violation notice, but a letter identifying issues on your property that need to be addressed in order to improve the appearance and condition of your property and the overall neighborhood. Planning Services Division staff will be available to work with you and every owner to provide technical and financial assistance where possible to address any problems found and to establish a reasonable and mutually agreed upon date by which the property conditions will be addressed. In the event that the identified conditions are not addressed within the established time frame, the matter will have to be referred to the appropriate department for traditional enforcement action. It is our hope that this will be a very rare occurrence. The recent review of your property at 413 E. Parkway Ave. found the property to be in generally good condition. However, the following conditions need to be addressed. The enclosed photos are being provided to illustrate the conditions found. . 1. Condition of exterior - missing I cracked lattice (17-36A) 2. Roofing condition - missing I loose shingles -loose chimney flashing (17-36A) 3. Foundation condition - crumbling stone or brick - structural deterioration (17-36A) 4. Code compliant stairways - proper handrails I guardrails - uniform treads I risers (16-33A) - for the side entrance - permit issued in 1999 5. The required inspections were never requested for the enclosed building permit to determine code compliance (7-31) 6. Garbage, junk, and debris on premises (17-36B) 7. Improper storage of equipment, toys, supplies (17-36B) (must be stored out of public view) 8. Parking / storing vehicles and trailers in areas not designated for parking or lawns (30-36A(4)) 9. Driveways and parking areas shall be maintained and grass/weed free (17-36A) ~ (~, ~~,', ,~'5~t~~ \ ) "~ It is recommended that all unfinished wood porch and step surfaces be finished for preservation and to improve the appearance of the property and overall neighborhood. At that time, we can also discuss your eligibility for financial assistance from the City to address eligible items. Once we have agreed on a completion date, I will confirm this in a letter to you. The Planned Development Overlay for the Near East Neighborhood approved by the Common Council requires that the above items shall be addressed in a manner that reflects the general historic architectural character of the area and that building plans be subject to review and approval by the Department of Community Development prior to building permit issuance.
