Dear Sir:
After consultation with the Fire Chief, here are the specification requirements for
the Arthur Pommerening Bridge and fire lane.
Bridge: VVidth of 19 feet with 1 foot railing setback to bring the clear width to
20 feet is acceptable
Weight carrying ability of 75,000 pounds is required by the
International Fire Code (IFe)
Fire Lane: A width of 20 feet is required by IFC
Weight carrying ability of 75,000 pounds is required by the
International Fire Code (iFC) .
The fire lane must be paved asphalt or concrete (IFC)
A turnaround is required at the end of the fire lane
120 foot Hammerhead, 60 foot "yn or a 96-foot diameter cul-de-
sac in accordance with table 0103.4 IFC 2003 appendix 0
Road grade not to exceed 10% without approval by the Fire Chief
Bridge and fire lane shall be above the 50-year high water level
Fire lane requirements shall comply with IFe 2003, appendix D

APPENDIX 0
.FIRE APPARATUS ACCESS ROADS

The provisions contained in this appendix are hot mandatory unless specifically referenced in the adopting ordinance;
SECTION 0101
GENERAL
DIOl.l Scope. Fire apparatus access roads shall be in accor-
dance with this appendix and all other applicable requirements
of the International Fire Code.
SECTION 0102
REQUIRED ACCESS
DI02.1Access and loading. Facilities, buildings or portions
of buildings hereafter constructed shall be accessible to fire
department apparatus by way of an approved fIre apparatus
access road with an asphalt, concrete or other approved driving
surface capable of supporting the imposed load of fire appara-
tus weighing at least 75,000 pounds (34 050 kg).
SECTION 0103
MINIMUM SPECIFICATIONS
DI03.1 Access road width with a. hydrant. Where a fire
hydrant is located on a fire apparatus access road, the minimum
road width shall be 26 feet (7925 rom). See Figure D103.1.
DI03.2 Grade. Fire apparatus access roads shall not exceed 10
percent in grade.
Exception: Grades steeper than 10 percent as approved by
the fire chief.
DI03.3 Turning radius. The minimum turning radius shall be
determined by the fire code official.
DI03.4 Dead ends. Dead-end fIre apparatus access roads in
excess of 150 feet (45720 rom) shall be provided with width
and turnaround provisions in accordance with Table D103.4.

As you are aware, we have completed the hydraulics review of Art Pommerening's expanded bridge
with the DNR. I have enclosed a copy of the re-submittal to FEMA in regard to the CLOMA for the
construction of the bridge.
In addition, I have reviewed the existing construction and the drawings provided by the owner for the
additional deck width and have detennined the bridge to be capable of supporting a two axle truck <
weighing 75,000 lbs, to this I do certify.

General Description and Property Location
The property is located west of S. Washburn Street, and south of STH "21" in the NEX anclSE X of Section
21, Township 18 North, Range 16 East, in the City of Oshkosh. The land is owner Art Pommerening. The
main channel of the stream reach is a natural channel. The land is open fields with some brush and trees
west of the stream and lawn and buildings east of the stream.
Mr. Pommerening has applied for a permit to construct a bridge crossing of Sawyer Creek to access his land.
He has received the permit and constructed the bridge accordingly. To meet City fire code requirements, the
bridge must provide an unobstructed width of 20 feet wide instead of 10 feet. This analysis is simply a
revision to the previously approved model, which changes the bripge deck width to 19 feet.
Study Methodology
Hvdraulic Calculations
The previous study was modeled using the Army Cops of Engineers HES-RAS river modeling software.' This
approved model was modified to account for the proposed.20 wide deck on the revised proposal.
Specifically the deck width variable was changed from 10 to 20, the upstream cross section distance to the
first cross section upstream of the bridge was changed from 12 feet to 22 feet and the cross section distance
from the first section upstream to the second section upstream was changed from 100 feet to 90 feet. No
other changes were made to the model.
Water surface elevations from the revised proposed run are compared to the base run to determine
backwater. Although there is a small amount of backwater immediately upstream of the bridge, the
backwater attenuates in a short distance upstream, all within Mr. Pommerening's property limits. The cross
sections that are within the Pommerening property start with Section 28.2 and Section 29 is the last cross
section going upstream that is still within Mr. Pommerening's property.
The results are summarized in a table format. The HEC-RAS profile summary tables and cross sections also
follow and the HEC'-RAS model is available upon requested and can be transmitted via Email.
Conclusions
The flood plain elevations presented by this study are suitable for the purpose of comparing the relative
backwater created by the revised bridge structure. The model created for this study may be an effective tool
in predicting the impacts of construction of the proposed stream crossings. The results of this analysis
indicate the regional flood will not be adversely affected by construction of this crossing.

We have reviewed the changes to the Pommerening Bridge proposal. The hydrology and hydraulics were
submitted by Davel Engineering under the Professional Seal of John Dave!. This review included all
submittals through March 23,2007.
Based on these submittals, the proposed 19 ft wide bridge structure does not cause an increase in the BFE
.01 ft or greater on any properties other than those owned by Mr. Pommerening, and as such, it meets the
Standards ofNR 116. This approval is only based on the requirements ofNR 116. 1t does not relieve any
other State, Federal or Local permit requirements that may be necessary. Please contact me at (608) 266-
