Mayor Castle presided. PRESENT: Council Members Bryan Bain, Paul Esslinger, Burk Tower, Shirley Mattox, Meredith Scheuermann, Dennis McHugh and William Castle ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren Kraft, City Attorney Resolution 07-104 Approve Salary Adjustment I City Manager MOTION: LOST: MOTION: CARRIED: MOTION: MOTION: CARRIED: MOTION: CARRIED: ADOPT (Esslinger; second, Bain) Ayes (2) Tower, Mattox; Noes (5) Bain, Esslinger, Scheuermann, McHugh, Castle RECONSIDER (Bain; second, Castle) Ayes (5) Bain, Tower, Mattox, Scheuermann, Castle; Noes (2) Esslinger, McHugh ADOPT (Bain; second, Castle) AMEND SALARY INCREASE FROM 2% TO 1 % EFFECTIVE FEBRUARY 1, 2007 (Bain; second, Castle) Ayes (4) Bain, Tower, Scheuermann, Castle; Noes (3) Esslinger, Mattox, McHugh ADOPT AS AMEND (Bain; second, Castle) Ayes (4) Bain, Tower, Scheuermann, Castle; Noes (3) Esslinger, Mattox, McHugh Council Member McHugh explained that his concerns with City of Oshkosh employee contracts had more to do with benefits than with salaries. Council Member Esslinger explained that he would remain consistent as he had in the past and vote against an increase in salary. He explained that the vast number of citizens in the City of Oshkosh do not earn nearly as much as the position of City Manager and it is the citizens who have to pay for the increase. Proceedings of the Common Council - March 27, 2007 Council Member Bain explained he did not support a 2% increase. He stated he would support a 1 % increase. He explained he was comfortable with the deliberations of the contract meriting a 1 % adjustment. Mayor Castle stated support for a 2% increase although it was an adjustment less than other Department Heads. He explained that he would support a 1 % increase stating that the City Manager was probably one of the lowest paid managers of a city our size in the Country, so he was disappointed in the low increase. Council Member Scheuermann stated that the Council did a good job in establishing goals and there were areas she was not comfortable with so she would not support a 2% increase. Council Member Tower stated his support for a 2% increase. He explained that the City Manager was an experienced individual and the City was doing well. He explained there was a salary structure within the City where others earn more than the City Manager. He stated that a 1 % increase was less than it should be, but he would support it. Council Member Mattox explained a 2% increase was the least that should be offered. She explained that she would take a position and vote no on a 1 % percent increase due to other city employees had asked for and received at least 2%.
