the judgement of the Inspector is so old, dilapidated or has become
so out of repair or otherwise be in a condition as to be dangerous,
unsafe, insanitary, a fire hazard or otherwise nfit for human
habitation, occupancy or use, and so that it wo ld be unreasonable
to repair the same, to raze and remove such building or part
thereof, or if it can be made safe by repair, t repair and make
safe and sanitary, or to raze or remove at the wner's option.
"Building" as used in this Section shall includ any building or
structure.
