A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. FISHING TOURNAMENT
Request permission to grant approval to Waverly Lodge 51 F&AM of Appleton to utilize
Rainbow Park and facilities on Saturday, April 21, 2007, from 5:00 a.m. to 5:00 p.m., for
their fishing tournament, in accordance with the attached letter of request.
3. MEMORIAL DAY PARADE & CEREMONIES
Request permission to grant approval to the Oshkosh Patriotic Council to utilize city
streets, facilities, Riverside Park, and Riverside Cemetery on Monday, May 28, 2007,
from 7:30 a.m. to 12:00 noon, for their remembrance ceremonies and parade, in
accordance with the attached letter of request.
4. DUMPSTER DAY
Request permission to grant approval to the residents of the Near East Neighborhood to
close Dale Avenue, between Mt. Vernon and Grand Streets, on Saturday, April 28, 2007,
from 7:00 a.m. to 3:00 p.m., for their second annual Near East Neighborhood Dumpster
Day, in accordance with the attached memorandum of request.
5. AMERICAN RED CROSS EVENT
Request permission to grant approval to Apple Blossom Books LLC to reserve the three
closest adjacent parking spaces to the bookshop in the public lot at the corner of Division
Street and Church Avenue on Saturday, June 16, 2007, from 9:30 a.m. to 5:00 p.m., for
the display of the Red Cross emergency response vehicle, in accordance with the attached
letter of request.
6. SHEL TER TREK
Request permission to grant approval to the Oshkosh Area Humane Society to utilize
Menominee Park and facilities on Saturday, September 8, 2007, from 7:00 a.m. to 1:00
p.m., for their 14th Annual Shelter Trek, in accordance with the attached letter of request.
7. ALZHEIMER'S ASSOCIATION MEMORY WALK
Request permission to grant approval to the Alzheimer's Association to utilize
Menominee Park and facilities on Saturday, September 15, 2007, from 6:30 a.m. to 12:30
p.m., for their 10th Annual Memory Walk, in accordance with the attached letter of
request.
8. BLOCKPARTY
Request permission to grant approval to the residents of Minnesota Street to close
Minnesota Street, between lih Avenue and South Park Avenue, on Saturday, June 23,
2007, from 12:00 noon to 6:00 p.m., for their annual Block Party, in accordance with their
recently submitted Block Party Request Form.
9. BLOCKPARTY
Request permission to grant approval to First English Lutheran Church to close Minnesota
Street, between 1 oth Avenue and 11 th Avenue, and to close 1 oth Avenue, from Iowa Street
to Minnesota Street, on Sunday, September 9, 2007, from 12:00 noon to 5:00 p.m., for
their annual Church Block Party, in accordance with their recently submitted Block Party
Request Form.

Our support oithe special event will include the setting up ofa food service area where we 'fill be
providing Food Le. Brats, Burgers, Soda, Beer, and chips. We will be providing the shelter and all

vending materials waste receptacles and a cleanup detail. :
We are in the process, and will have obtained, all vendor licensing and have licensed and qualified staff to
manage the event responsively and in accordance to all city of Oshkosh laws and regulations. This letter is
~o inform you of our intention and respectively ask for your permission to use the park on that day in
support of the current event.
We are a not for profit organization that has been a fraternal member of the fox valley for o~er 100 years.
We focus all of our profit from our events to local community based charities. Our main focuses in the
past years have been providing police cars with AED machines that will assist in the reviving of heart
attack victims allowing a quicker response. We also support a scholar ship fund for tuition aSsistance for
individuals attending the EMT programs at the local technical collages. We have recently adopted a class'
of mentally handy caped children to assist in funding portions of the programs to help them ~njoy the
world at larget and support the several food pantries throughout the Fox Valley. We are very motivated in
supporting all groups and ideas that help those suffering unfortunate circumstances.
Your approval and any support and advice you can offer will be appreciated. Please respon~ to my request
with any advice you may have and anything else we may need to do to authorize us the abili:tY to support
the Fishing event. :

Monday, 28 May 2007 is Memorial Day. As in past years the Oshkosh Patriotic Council is requesting use
of certain areas and certain City of Oshkosh streets for the Memorial Day Procession to the Riverside
Cemetery .
We are requesting the use of Riverside Park by the Main Street Bridge for the 8:00 AM Waterfront
Ceremony in remembrance of those lost at sea.
At 9:00 AM there would be step-off at Division Street & Algoma Blvd with the Procession heading west
with units falling in as directed from the Beech Building parking lot as well as the parking lot of the
Safety Building. All units would be under the direction and authorization of the representatives of the
Oshkosh Patriotic Council. (Weare aware that the Beech Building is privately owned and permission for
the use of its parking lot needs to be made through the building owners.)
Assistance would be required from the Oshkosh Police Department and auxiliary units to control traffic at
the intersections along the route, entering Riverside Cemetery at the last entrance prior to the military
section. The school bands generally fall out at one of the 1 st two intersections north of Murdock Avenue.
Arrangements have been made with the individual who purchased the showmobile for its use at the
cemetery on Memorial Day. We will need to coordinate its delivery and placement as well as
arrangements for a porta-potty
One problem we have encountered the last several years which seems to be getting worse each year is
vendors selling trinkets along the route and cutting through the ranks ofthe units. Units have complained
that they feel the selling of yo-yos and other trinkets is not only not appropriate at the Memorial Day
Procession but cutting through the ranks is dangerous and hazardous both to the members of the units and
to the vendors. I am unaware if these vendors are required to purchase any selling permits or not and if
so, if they do have them. If they are required to possess some type of selling permit, are they given any
instructions as to do's, don't, and restrictions when purchased? Thank you in advance.

RE: Request to reserve public parking spaces for Red Cross event
To City Manager and City Council Members:
Apple Blossom Books LLC, a locally owned independent bookshop located
at 513 N Main Stre~()vymQWD..QSl1kosh, is partnering with the Oshkosh
chapte(oftlle-Red Cross to co-host a free community event at the bookshop
on Saturday, June 16th, 2007. The event is scheduled to run from 10am-
5pm. As part of this event, the Red Cross would like to display the
emergency response vehicle they own for community members to tour.
REQUEST:
We are requesting to reserve the closest three adjacent parking spaces to
the bookshop in the public lot at the corner of Division Street and Church
Avenue adjacent to the rear entrance of the bookshop. We'd like to reserve
these spaces for the emergency vehicle to park and have a safe space for
people to walk around it for the duration of the event, from 9:30am-5pm on
Saturday, June 16th. If the weather is fair, then the Red Cross may also set
up a table and chairs next to the vehicle to make it more comfortable for
volunteers who answer questions about the Red Cross and give vehicle
tours.
Other aspects of the event will be hosted inside the bookshop. Members of
the Red Cross will be giving talks on different topics. The bookshop's Main
Street window will be a display of Red Cross historical items and equipment.
A percentage of the day's sales at the bookshop will be donated to the
Oshkosh chapter of the Red Cross. '_____~__~_____

Dear Mr. Stephany:
I am writing to request permission to use Menominee Park again this year for the Oshkosh
Area Humane Society 14th Annual Shelter Trek. The annual dog walk event is being
scheduled for Saturday. September 8.2007 from 8:00 a.m. to 12:00 p.m. There are
approximately 250 Oshkosh residents who participate in this annual event. This walk
serves as a major fundraiser for our organization. In 2006, Shelter Trek raised $25,000 to
help support our programs and services.
OAHS is aware of the ordinance prohibiting dogs in our city parks; however we are again
requesting a special allowance for this one event. VVe would like to use the North side of
the park, as we have been allowed to do the last three years. Participants are to only walk
on the trail leading through the park during the scheduled AM walk and must immediately
clean up after their dogs, if necessary. OAHS provides additional waste bins along the
route for waste which OAHS removes from the park at once following the event.
I have enclosed a copy of the 2006 registration form participants were required to
complete prior to their participation. As you will notice, I have highlighted our policies,
which state that pets must be current on vaccinations, licensed, leashed and under control
at all times. Also, owners must clean up after their pets and we do provide bags.
Volunteers walk the path ensuring these pOlicies are followed and, in the 13 years of
conducting this event, we have never had someone disregard our policies.
The event typically includes a one mile and a two mile long walk with or without pets. The
walk through the park on the trail works perfectly for our Shelter Trek event. I know the
Shelter Trek participants and event organizers have appreciated having use of the park in
the past and would respectfully leave the grounds in good condition at the conclusion of
the event.

The intent of this letter is to request permission to utilize
Menominee Park and the Kiwanis Shelter to host our 10th Annual
Alzheimer's Association's Memory Walk on Saturday, September 15,
2007, from 6:30am to 12:30pm.
This event is the primary fundraiser sponsored by the Fox Valley
Outreach Office of the Alzheimers Association - Greater Wisconsin
Chapter, 201 E. Bell Street, Neenah, WI 54956. The Fox Valley
Outreach Office is dedicated to providing programs and services to
persons affected by Alzheimer's disease. The Alzheimer's
Association is the premier source of information and support for the
almost 5 million American's with Alzheimer's disease.
Approximately 18,000 of those individuals living in our Fox Valley-
Green Bay outreach area. The Alzheimer's Association's mission is
to eliminate Alzheimer's disease through the advancement of
research and to enhance care and support for individuals, their
families, and caregivers,
Memory Walk is part of the Association's annual premier fundraiser
nationwide. All locally raised Memory Walk dollars stay in the area
to assist the Alzheimer's Association - Greater Wisconsin Chapter in
providing these services at little, or no charge: 24-hour caregiver
helpline, family care consultation, caregiver support groups, Safe
Return, lending library, education, and advocacy. In 2006, this
Memory Walk site at Menominee Park gathered over 350 walkers
with almost $65,000.00 raised. These dollars remain in the Fox
Valley outreach area to provide the above services. This year, our
goal is 400 walkers and $69,000.00.

Park will be held on Saturday, September 15, 2007 from 6:30am to
12:30pm. The Kiwanis Shelter will be used as the general

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents, The timeframe
for the street closure should fall sometime between 9:00 a.m, and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.
