The ventilation system shall operate automatically when the dry cleaning equipment is in operation and shall have manual controls at an approved location. [F] 502.5.2 Type IV and V systems. Type N and V dry cleaning systems shall be provided with an automatically activated exhaust ventilation system to maintain a minimum of 100 feet per minute (50.8 m/s) air velocity through the loading door when the door is opened. Exception: Dry cleaning units are not required to be pro- vided with exhaust ventilation where an exhaust hood is installed immediately outside of and above the loading door which operates at an airflow rate as follows: Q = 100 x Aw (Equation 5-1) where: Q = Flow rate exhausted through the hood, cubic feet per minute. ALD = Area of the loading door, square feet. [F] 502.5.3 Spotting and pretreating. Scrubbing tubs, scouring, brushing or spotting operations shall be located such that solvent vapors are captured and exhausted by the ventilating system. [F] 502.6 Application of flammable finishes. Mechanical ex- haust as required by this section shall be provided for opera- tions involving the application of flammable finishes. [F] 502.6.1 During construction. Ventilation shall be pro- vided for operations involving the application of materials containing flammable solvents in the course of construc- tion, alteration or demolition of a structure. [F] 502.6.2 Limited spraying spaces. Positive mechanical ventilation which provides a minimum of six complete air changes per hour shall be installed in limited spraying spaces. Such system shall meet the requirements of the In- ternational Fire Code for handling flammable vapors. Ex- plosion venting is not required. ~ [F] 502.6.3 Spraying areas. Mechanical ventilation of ~ spraying areas shall be provided in accordance with Sec- tions 502.6.3.1 through 502.6.3.7. 502.6.3.1 Operation. Mechanical ventilation shall be kept in operation at all times while spraying operations are being conducted and for a sufficient time thereafter to allow vapors from drying coated articles and finishing material residue to be exhausted. Spraying equipment shall be interlocked with the ventilation of the spraying area such that spraying operations cannot be conducted unless the ventilation system is in operation. 502.6.3.2 Recirculation. Air exhausted from spraying operations shall not be recirculated. Exceptions: 1. Air exhausted from spraying operations shall be permitted to be recirculated as makeup air for unmanned spray operations provided that: 1.1. Solid particulate has been removed. M-28 EXHAUST SYSTEMS 1.2. The vapor concentration is less than 25 percent of the lower flammablity limit (LFL). 1.3. Approved equipment is used to monitor the vapor concentration. 1.4. An alarm is sounded and spray opera- tions are automatically shut down if the vapor concentration exceeds 25 percent of the LFL. 1.5. The spray booths, spray spaces or spray rooms involved in any recirculation pro- cess shall be provided with mechanical ventilation that shall automatically ex- haust 100 percent of the required air volume in the event of shutdown by ap- proved equipment used to monitor va- por concentrations. 2. Correction Notice Dear Mr. Lefeber, On December 21 s\ 2006, Badger Balancing of Omro, VVI performed testing and balancing of the Shall better paint booth located at 3110 Progress Drive in Oshkosh. Attached you will find the complete report supplied to Shallbetter on January 3rd, 2007. A requirement of the City of Oshkosh Correction Notice/Field Inspection report (Item 3) was to supply information demonstrating compliance to the VVisconsin Enrolled Commercial Building Code Section 502.6.3.3. As stated in the report supplied by Badger Balancing, the Actual CFM of the four exhaust fans was 8114, 7119, 7440, & 7195 for a total of29,868 CFM. VVith the open face area of the paint booth measuring 244 ft^2, the air velocity is approximately 122 FPM. This value meets the minimum air velocity of 100 FPM as required by Section 502.6.3.3. A requirement of the City of Oshkosh Correction Notice/Field inspection report (Item 3) was to provide information advising if any plant air is used for the makeup air to satisfy the total exhaust. As stated in the report supplied by Badger Balancing, the makeup air is approximately 943 CFM higher than the exhaust. I have also included a letter from the paint booth manufacturer dated October 24,2005, which states that equipment as manufactured by Global Finishing Solutions is designed to meet all O.S.H.A. standards as well as those ofN.F.P.A. 33. The booth walls themselves are constructed of 18-gauge steel, as per N.F.P.A. Chapter 3, paragraph 3-1.1. and comply with uniformed fire code 45. The lights within a 3 foot radius of any booth openings are Class I, Division II, Group A,B,C,D, as per N.F.P.A.-33, Chapter 3, figure 3 and paragraph 4-7.4. A Filtration System reduces the concentration of particulate matter in the exhaust to a level that is considered safe for personnel. A manometer (or visible draft gauge) is standard on all booths. The fan motors and belts are located outside the exhaust duct space and the fan blades are nonferrous. All lights are E.T.L. listed and motors are U.L. listed.
