BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. OSHKOSH AMBASSADORS SENIOR SOFTBALL TOURNAMENT Request permission to grant approval to the Oshkosh Ambassadors to utilize the Reetz Diamonds in Menominee Park from Friday through Sunday, August 3-5, 2007, from 7:00 a.m. to 10:00 p.m., for their 16th Annual Senior Softball Tournament, in accordance with the attached letter of request. 3. WISCONSIN BASS STATE CHAMPIONSHIP FISHING TOURNAMENT Request permission to grant approval to the Oshkosh Convention & Visitors Bureau to utilize Rainbow Park and facilities from Friday through Sunday, August 17-19, 2007, from 6:00 a.m. to 6:00 p.m., for the 2007 Wisconsin Bass State Championship Fishing Tournament, in accordance with the attached letter of request. 4. OSHKOSH REGATTA 2007 Request permission to grant approval to the Badger State Outboard Association to utilize Menominee Park and facilities from Friday through Sunday, August 31-September 2, 2007, from 11 :00 a.m. to 8:00 p.m., for their Labor Day Weekend Regatta, in accordance with the attached letter of request. LAID OVER FROM THE 2/27/07 COUNCIL MEETING: 5. 2007 W ATERFEST CONCERT SERIES Request permission to grant approval to the Oshkosh Chamber of Commerce and Waterfest, Inc. to utilize Riverside Park, to include the area up to and around the Leach Amphitheater, every Thursday, from May 24 through August 30, 2007, from 10:00 a.m. to 1:00 a.m., for their Waterfest Concert Series, in accordance with the attached letter of request. February 6, 2007 Oshkosh City Council City Hall 215 Church St. Oshkosh, VVI54901 Oshkosh Senior Softball, commonly called the Oshkosh Ambassadors, requests your permission to hold their annual senior softball tournament in Menomonee Park at the Reetz diamonds Friday through Sunday, August 3-5, 2007. The Ambassadors are celebrating their 16th year of providing seniors 55 and over with an opportunity to play competitive softball against teams throughout the Midwest and have participated in many national tournaments. VVith your permission we would hold the tournament during the hours and under the rules of the Department of Parks. Last years tournament hosted 13 teams from around the upper Midwest and consequently filled many of the hotels and restaurants in town. This Tournament will take place on August 17th - 19th , 2007. The actual Tournament dates are August 18th & 19th. All rules and regulations governing the use ofthis facility and all park properties will be strictly adhered to. This event will be under the Host Federation Contact, Mike Hofinann, President of VVisconsin Bass Federation, along with the Oshkosh Convention & Visitors Bureau. ',-W Proposal for Oshkosh Regatta 2007 Badger State Outboard Association (BSOA) proposes a two-day event of outboard motorboat races at Oshkosh, VVI (Miller's Bay) on Sept 1 st and 2nd 2007. The event is sanctioned by APBA (American Power Boat Association) and shall consist of various classes and divisions of outboard race boats. The two-day event will include testing of race boats from 11:30 am to 12:00 pm with racing starting after 12:00 pm until finished no later than 7:00pm. BADGER STATE SHALL BE RESPONSIBLE AS FOLLOVVS: 1. To conduct the races and handle all race related duties, such as: A. Secure APBA Sanction and Insurance Liability coverage B. Selection of Officials C. Setting out and removing the course (buoys) D. All race equipment, such as buoys, anchors, rope, scales, flags, timing equipment, starting clock, communication radios, etc E. Handle all race entry income and disperse all expense and award monies. 2. A minimum ofthree (3) patrol and safety boats. BSOA will arrange for divers if required. 3. Erect a suitable judge's stand and inspection area. Only authorized personnel by the Race Director or Referee is allowed. 4. Erecting a suitable P.A. system for race announcing and local advertisements. 5. Race event schedule - race schedule will be determined by the race committee after all entries are in. The water will be opened periodically for traffic if required. BSOA reserves right to cancel regatta if in the judgement of race officials, weather or water conditions are prohibitive. 6. Coast Guard - BSOA will make the necessary arrangements with the Coast Guard on Federal waters. 7. Arrangements for ambulance to be at race by 11 :30 am each morning and it is expected to be on site until 7:00 pm, if necessary (Unless local sponsor agrees to secure ambulance services). The ambulance is not to be on call for non-boat race usage and a second ambulance is to be available on 15 minutes notice if the first ambulance must leave with an injured driver. 8. BSOA is currently planning to provide food and beverage concessions. The organization may contract these services through local nonprofit community organizations. BSOA will work with ," Park Department to ensure all regulatory requirements are met for sale of food and alcoholic beverages. 9. BSOA may work with a local nonprofit community organization to provide live musical entertainment after the races. PARK DEPARTMENT VVILL BE RESPONSIBLE AS FOLLOVVS: 1. BSOA will work with Park Department to secure all necessary park, river/lake, ramp etc. permits to allow event to happen. 2. Provide sufficient space to permit drivers to launch their boats and adjust their motors, including the race site. 3. Provide sufficient space for Judges Stand (approx. 120 sq ft ) and inspection at waters edge (approx. 40 sq ft) 4. Provide sufficient space for overnight accommodations for motorhomes, vans, cars and tenting. 5. Provide sufficient rest room facilities for spectator convenience. 6. Box 1130 Oshkosh, WI 54902-1130 Dear Richard: On the behalf of the Oshkosh Chamber of Commerce and Waterfest, Inc., please accept this request for the use of Riverside Park to include the area up to and around the Leach Amphitheater for the 2007 Waterfest Concert Series. Waterfest, Inc. requests to reserve and occupy "Riverside Park" defined as running from Main Street on the west to the railroad tracks on the east with Ceape Street on the North and the Fox River to the South. The area occupied to include all parking and all park facilities other than the Convention Center. Additionally, we would anticipate that for safety & security purposes Court Street (south of Ceape Street) would be vacated during Waterfest events. TheWaterfest, ,Inc. plans to produce its regular season of 15 Thursday eve.ning concert events running each Thursday from May 24, 2007 through August 30, 2007. All concerts will be held between the hours of 6:00 and 11 :00 p.m. As in the past, the park is requested on the aforementioned dates from approximately 10:00 a.m. the day of the show until 1:00 a.m. the next morning for set-up and teardown functions that occur. Our request is consistent with our previous year's request. Waterfest, Inc. has made arrangements with PMI for 2007 Leach Amphitheater use for the above mentioned dates. The relationship between PMI and Waterfest remains sound. The Waterfest Concert Series - "Wisconsin's Best Community Concert Series" - has been a wonderful tradition for our downtown and the entire community. We believe it has consistently delivered on its Mission to "Celebrate the superb quality of life we enjoy, promote Oshkosh On The Water all summer long throughout NE Wisconsin, raise awareness of what our community has to offer, instill a healthy sense of community and act as a catalyst for riverfront & downtown economic development."
