Schilling 828 Franklin St. Oshkosh, WI 54901 June 4th, 2006 City of Oshkosh Attn: Andrew Prickett - Housing and Property Maintenance Inspector City Hall Oshkosh, WI 54901 Re: Property concerns at 834 Franklin St. Oshkosh, WI 5490 I Dear Mr. Prickett, I live directly next door (to the South) of the residence at 834 Franklin St (from here on out referred to as "neighbors"). I have lived in my house, at 828 Franklin St, for over 30 years and am a proud home owner. For the past several years, however, I have struggled with enjoying my home due to my neighbor's unsightly yard and their (neighbor's) obnoxious noise level. It appears as though the neighbors are running a mechanic shop or salvage yard off of their property. There are always several (5 or more at any given time) along with 1 or 2 partially disassembled vehicles sitting on their property. These vehicles are in their drive way and along with 2 rows of vehicles in their side yard. Although this is their property, I don't believe the neighborhood is zoned as a salvage yard. The property often has tire ruts of 6" deep or more due to them (neighbors) trying to move the vehicles when the ground is wet. Making the ruts often propagates loud engine revving (typically before 6am and after I 1 pm) and mud slinging. At times, mud has made its way over the fence littering my driveway, and inevitably, the mud is carried from their tires down the new street. My tax dollars and hard earned paychecks have helped build our new street. As a resident of this neighborhood, I feel that it is unjust, without an exception, for myseliothers in the neighborhood, to have to look at and drive down a street strewn with chunks of mud.
