BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. 2007 W ATERFEST CONCERT SERIES LAID OVER UNTIL 3/13/2007 Request permission to grant approval to the Oshkosh Chamber of Commerce and Waterfest, Inc. to utilize Riverside Park, to include the area up to and around the Leach Amphitheater, every Thursday, from May 24 through August 30, 2007, from 10:00 a.m. to 1:00 a.m., for their Waterfest Concert Series, in accordance with the attached letter of request. 3. JAYCEES EASTER EGG HUNT Request permission to grant approval to the Oshkosh Jaycees to utilize South Park and facilities on Saturday, April 7, 2007, from 7:30 a.m. to 1:00 p.m., for the 8th Annual Oshkosh Jaycees Easter Egg Hunt, in accordance with the attached letter of request. 4. SENIOR TRIATHLON BIKE EVENT Request permission to grant approval to the Oshkosh Recreation Department and Oshkosh Seniors Center to utilize Menominee Park, city streets and facilities on Wednesday, May 2, 2007, from 7:30 a.m. to 12:30 p.m., for their Senior Triathlon Bike Event, in accordance with the attached letter of request. 5. 6TH ANNUAL FISHING EVENT Request permission to grant approval to Terry's Bar to utilize Millers Bay, Menominee Park and facilities on Saturday, May 19, 2007, from 5:00 a.m. to 3:00 p.m., for their 6th Annual Fishing Event, in accordance with the attached letter of request. 6. WALLEYE FISHING TOURNAMENT Request permission to grant approval to Mack's Lure Company to utilize Rainbow Park and facilities on Sunday, June 3, 2007, from 5:00 a.m. to 5:00 p.m., and to park their trailer on Friday evening, June 1, 2007, for their Walleye Fishing Tournament, in accordance with the attached letter of request. 7. GRAND OPERA HOUSE PERFORMANCE SEASON Request permission to grant approval to the Grand Opera House to utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Sunday, July 1, 2007, from 8:00 a.m. to 7:00 p.m., for a concert and their 3rd annual public announcement of the Grand's performance season, in accordance with the attached letter of request. 8. 3RD ANNUAL OSHKOSH X BOAT XTREME REGATTA Request permission to grant approval to the Oshkosh Yacht Club to utilize Millers Bay, Menominee Park and facilities on Monday and Tuesday, July 16 and 17, 2007, from 5:00 a.m. to 5:00 p.m., for their 3rd Annual Xboat Xtreme Regatta, in accordance with the attached letter of request. 9. 2007 B.A.S.S. FEDERATION NATION STATE FISHING TOURNAMENT Request permission to grant approval to the Oshkosh Convention & Visitors Bureau and Federation Nation to utilize Millers Bay, Menominee Park and facilities on Friday, Saturday and Sunday, July 20, 21 and 22, 2007, from 5:00 a.m. to 5:00 p.m. each day, for the 2007 Wisconsin B.A.S.S. Box 1130 Oshkosh, WI 54902-1130 Dear Richard: On the behalf of the Oshkosh Chamber of Commerce and Waterfest, Inc., please accept this request for the use of Riverside Park to include the area up to and around the Leach Amphitheater for the 2007 Waterfest Concert Series. Waterfest, Inc. requests to reserve and occupy "Riverside Park" defined as running from Main Street on the west to the railroad tracks on the east with Ceape Street on the North and the Fox River to the South. The area occupied to include all parking and all park facilities other than the Convention Center. Additionally, we would anticipate that for safety & security purposes Court Street (south of Ceape Street) would be vacated during Waterfest events. The Waterfest, Inc. plans to produce its regular season of 15 Thursday eve.l1ing concert events rurining each Thursday from May 24, 2007 through August 30, 2007. All concerts will be held between the hours of 6:00 and 11 :00 p.rn. As in the past, the park is requested on the aforementioned dates from approximately 10:00 a.m. the day of the show unti11 :00 a.rn. the next morning for set-up and teardown functions that occur. Our request is consistent with our previous year's request. Waterfest, Inc. has made arrangements with PMI for 2007 Leach Amphitheater use for the above mentioned dates. The relationship between PMI and Waterfest remains sound. The Waterfest Concert Series - "Wisconsin's Best Community Concert Series" - has been a wonderful tradition for our downtown and the entire community. We believe it has consistently delivered on its Mission to "Celebrate the superb quality of life we enjoy, promote Oshkosh On The Water all summer long throughout NE Wisconsin, raise awareness of what our community has to offer, instill a healthy sense of community and act as a catalyst for riverfront & downtown economic development." With each passing year the event continues to attract more families from the Fox Valley and has become a staple in our community. As always, we are working to succeed at making this year's Easter Egg Hunt even better than those in the past. We would again like to host the event at South Park with the date this year being Saturday April yth,2007. The event would begin at approximately 9:00 am ending at around 11 :00 am. We are excited about the potential for this year's event and are working to increase sponsorship from our local businesses. The actual "Easter Egg Hunt" will begin shortly after 10:00 with each child in attendance receiving a prize bag'. The "Activities" portion of the day will continue to include Jumpy Castles, Face Painters, Community Mascots, the Oshkosh Police Department and Fire Departments, and as always- The Easter Bunny. With the success of the event in the past we again anticipate approximately 1,000 to 1,200 children in attendance from ages 1-10. We have planned to begin setup for the event at 7:30 and anticipate finalization of the cleanup no later than 1 :00 pm. We are in process of securing our insurance for the event and will ask to have a copy sent to your attention prior to the event. The event will take place from approximately 8:00am until 12:00am. The shelter will be used as the main event location. The shelter was reserved on February 7, 2007 with Trish Wendorf at the City Parks Department office. The area of the park that we will be using is Pratt Trail around the zoo and Kiwanis Shelter. We: have talked with Sgt. Kurt Schoeniofthe Oshkosh Police Department regarding this event and he has suggested that unless our participants number stay below 25, the use of barricades will be necessary to block any traffic that may come through. We will be running our sixth annual fishing event, out of Menominee Park and Millers Bay at 5:00am - 6:00am and retuming at 2:00pm - 3:00pm! In addition to this, we would like to use the Boat Docks on the south side of Millers Bay that day as well. We have shared the Boat Docks the past few years with Dr. Robert C. Weber and " The UWO Fishing Has No Boundaries Evenr: without any problems, and look forward to working with them again this year! The timing of our events, ensures there is not a conflict with either event, and allows us to share a fishing scale or other items if needed. We would like to hold this tournament at Rainbow Park. We have a tailer that opens into a stage that woe would like to bringin Friday evening so we can have it in position for Sunday morning. The stage does have a P A system. The tournament will be limited to 100 boats but since this is our first year it is expected to be more like 50-75. We will be launching boats buy 6:00 a.m. and our weigh-in will be gin at 3:00 p.m. We will be cleared out by 5 :00 p.m. Thank you in advance for your cooperation. Our plan is to use Opera House Square and to close Market Street, from High Avenue to Algoma Boulevard, for a concert and our 3rd annual public announcement of The Grand's performance season. The artistes) for the concert portion of the event has yet to be determined but we will follow a similar format to last year. There are also plans for games and snacks in the park in a "street fair" sort of atmosphere. Initial plans are to begin setting up at 8:00 am on the morning of July 1 and to have the park clear by 7:00 pm. The event itself is tentatively scheduled to nm from 1 :00 pm to 5:00 pm. There will be approximately 50 X Boats competing in this event. All of them have skippers and crew sixteen years or younger. They come with their parents, grandparents, brothers and sister. We will have plenty of judge's boats, safety boats, and spectator boats. This is the 3rd year we have hosted this event. Sailors from southern Wisconsin and as far away as Minnesota come to sail on Lake Winnebago. Our local fleet of X boats has now grown to fifteen, the largest in the Oshkosh Yacht Club's history. The media has been very willing to cover this event since it shows a challenging, environmentally friendly, and fun junior event. The boats will be housed at Miller's Bay and will be racing on LakeWinnebago directly east of Menominee Park. We have requested the following items from the Parks Department: trailer and boat parking in the field north of the parking lot, tent placement with electricity, chairs and tables on the lawn south of the motor boat launches, and reserved docks along the south end of the bay. We have been \Vorking with Tom Stephany in the Parks Office to address the details and ensure the, event'.s success. We requestthat the city approve our plan.
