A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. LIVE AT LUNCH
Request permission to grant approval to the Oshkosh Chamber of Commerce and the
Oshkosh Area Economic Development Corporation to utilize Opera House Square and
facilities, and to close Market Street, from High Avenue to Algoma Boulevard, every
Wednesday, from May 30 through September 19, 2007 (with the exception of July 4,
2007), from 10:00 a.m. to 3:00 p.m., for their Live at Lunch series, in accordance with
the attached letter of request.
3. FISHING HAS NO BOUNDARIES
Request permission to grant approval to the Oshkosh Area School District ADA
Committee and the University of Wisconsin-Oshkosh to utilize Menominee Park, Millers
Bay and facilities on Friday, Saturday and Sunday, May 18, 19 and 20, 2007, from 6:00
a.m. to 8:00 p.m., for their Fishing Has No Boundaries event, in accordance with the
attached letters of request.
4. WINNEBAGOLAND ART FAIR
Request permission to grant approval to the Oshkosh Fine Arts Association to utilize
South Park and facilities on Saturday and Sunday, June 9 and 10, 2007, from 6:00 a.m. to
6:00 p.m., for the 50th Annual Winnebagoland Art Fair, in accordance with the attached
letter of request.
5. FOX VALLEY MOTORCYCLE SHOW
Request permission to grant approval to the Park Avenue Bar to utilize South Park and
facilities on Sunday, June 3, 2007, from 6:00 a.m. to 7:00 p.m., for their second annual
Fox Valley Motorcycle Show, in accordance with the attached letter of request.
6. RACE UNITY SOCIAL
Request permission to grant approval to the Race Unity Social Planning Committee to
utilize Abe Rochlin Park and facilities on Sunday, June 10, 2007, from 7:00 a.m. to 7:00
p.m., for their 14th Annual Race Unity Social, in accordance with the attached letter of
request.
7. REQUEST FROM THE WISCONSIN DEPARTMENT OF TRANSPORTATION
Request permission to grant approval to the Wisconsin Department of Transportation to
allow truck traffic on South Park Avenue, between Ohio Street and Main Street, between
March, 2008 and late October, 2008, to accommodate the reconstruction of Ohio Street,
from South Park Avenue to Witzel Avenue, in accordance with the attached letter of
request.

Dear Mr. Stephany,
I would like to make a formal request, on the behalf of the Oshkosh Chamber of
Commerce and the;,8~~.k,osh Area Economic Development Corporation, for the use of
Qp~rQJ-1()use 'Square for Live at Lunch. The event, as proposed, will run every
W~dn€~day, with the exception of July 4,2007, from May 30, 2007 through September
19, 2007. The concerts will be held between the hours of 12:00 PM and 1:00 PM.
However, the park is requested on the aforementioned dates from approximately 10:00
AM till 3:00 PM for set-up and tear down functions.
I would also request permission to close Market Street from High Avenue to Algoma
Boulevard every Wednesday, with the exception of July 4,2007, from May 30, 2007 to
September 19, 2007 from 10:00 AM to 3:00 PM in association with the Live at Lunch
event.
This concert series has become a wonderful tradition and we expect it to grow agc3in
this year. Please refer any questions or concerns that you have to me at (920) 303-

Dear City Council and Parks Department,
VVith the close of our third annual UVVO Fishing Has No Boundaries Event it is time to start planning for next
year's event tentatively scheduled for May 19-20,2007 in Menominee Park. For that reason, I am contacting
you today for permission to host the event again next year in Menominee Park on May 19-20, 2007. Dm~ to our
academic schedule at the university it is important for us to host this event on the dates we have tentatively
scheduled them for and at this time I do not know of any other park in the City of Oshkosh that will meet our
access needs.
I would like to reserve at this time the Kiwanis Shelter for May 18, 19, & 20. In addition, to the shelter we will
need the use of the docks on the south side of Miller Bay from the Kiwanis Shelter to the Gazebo during certain
periods of each day. Beginning on Friday May 19th we will need the use of the docks in front of the Kiwanis
Shelter beginning at Noon until 2:00 pm on May 21 st for boats that will be brought in on Friday and will be
staying over night on Friday and Saturday nights. On May 20th from 7:00 - 9:30 am, 11 :30 - 1 :30 pm, and 4:30
- 6:30 pm, we will need the use of the docks all the way down to the Gazebo. It is my understanding that the
fishing event that was hosted on the same date as ours this year, will also be needing the use of the docks down
by the Gazebo from 10:00-11 :00 on Saturday, from my discussions with Garry VVinchester regarding their
annual event. I have no problem sharing these docks with the other group if both of our schedules remain the
same. On Sunday May 21 st, we will need the use of the docks from the Kiwanis Shelter to the Gazebo between
6:00 - 9:30 am, and 11 :30 - 2:00 pm for our event. VV e will also need that use of five barriers, 46 folding tables
and around 60 benches you have in storage for park use that we can transfer to the shelter.
For this event, similar to years in the past, we will be bringing in handicap porta-potties, hand washing units,
five tents, and a freezer trailer. At no time will alcoholic beverages be allowed during our event.
I hope that you will approve our request since we feel that this event is very valuable to the university in
training our students, to the City of Oshkosh Parks and Recreation Department in helping them to meet ADA
requirements, to individuals with disabilities from throughout the Fox Valley, and to the community as a whole.
This event is just one of four programs my students and I conduct in conjunction with the Oshkosh Recreation
Program. If you would please contact me with information regarding the cost for the use of these facilities and

any other requirements you may have as soon as possible I would appreciate it so that our board can begin
making 'our plans.

The Oshkosh Area School District ADA (Americans with Disabilities Act) Committee serves as
the Advisory Board for the "Fishing Has No Boundaries" special event held annually in
Menominee Park. This event is coordinated by the University of VVisconsin-Oshkosh Adapted
Physical Education Program. This year's event, held May 20 and 21, attracted 65 disabled
participants from the Greater Fox Valley Region to enjoy the pastime of fishing. 2006 was the
third anniversary of this unique opportunity for the disabled"population. -
The 2007 "Fishing Has No Boundaries" is sch~duledto.occur on May 19 and 20th. The School
District ADA Committee respectfully requests ,the use of the shelter and the docks for the event.
VV e further request your consideration of a reduced cost for the use of these facilities.

Dear Mr. W ollangk,
This is a request to reserve the South Park for the 50th Winnebagoland Art Fair
to be held on Sunday, June 10, 2007, sponsored by the Oshkosh Fine Arts
Association. We will need the park and pavilion available for set-up on
Saturday, June 09 as welL I would also like to pick up 20 trash cans for use at
South Park on Sunday, and will return them Monday morning.
If any changes have been made to the park (trees planted or removed, tables
moved, etc.) please let me know so we are able to update the layout map used to
place the artists' booths. As in the past, we will be using the South West corner
of the park surrounding the lagoon and the main pavilion.
We will need the outside faucet turned on by the restrooms for a water source
and the handle for it, eight large green wooden tables in the pavilion, 24 garbage
receptacles and the empty large dumpster.
We appreciate the co-operation the City Parks Departm~nt has afforded us in the
past to make this a successful event for the community. As we are a small non-
profit group of volunteers, we need all the help we can get

To the Oshkosh Parks Department:
This letter is a request for the use of South Park for Sunday, June 3, 2007 for the annual
Fox Valley Motorcycle Show sponsored by the Park Avenue Bar.
After a very successful first year (2006), we are in the planning stages for another great
show in 2007. VVith sponsorship growing, we are expecting a little larger show this
commg year.
VVe request the use of the west end of South Park, with set-up being similar to the annual
Central VVisconsin Auto Collectors (CVV AC) show. We will need to direct traffic in the
park for registration, etc., similar to the CVV AC. Our show hours will be from 7 AM until
6 PM on June 3rd.
VV e have reserved South Park shelter # 1 with the Parks Department and will apply for the
necessary permits from the Clerk and Health Departments, upon Council approval of our
event.

This letter is being written in order to request the Parks Department to reserve
Abe Rochlin Park for the second Sunday in June (June 10,2007) for the "14th Annual
Race Unity Social". For the past 13 years we have held this event at Abe Rochlin Park
and found it to be the perfect site for our purposes.
VV e would like to thank you in advance for your anticipated cooperation in
fulfilling the above request. VV e also hope that you and your friends can find the time to
attend this event which is open to the entire city of Oshkosh. In the past we have had 250
to 500 people in attendance, and if you check the records you will see that the event was
held on some very rainy Sundays in June. Those attending keep coming back rain or
shine, and we hope that this year's Social will be bigger and better then ever.

The VVisconsin Department of Transportation in cooperation with the City of Oshkosh is
planning to reconstruct Ohio Street from South Park to VVitzel Avenue in 2008. The project will
,replace sanitary, water main, storm sewer, and construct new concrete pavement and sidewalks.
Due the nature of the work, STH 44 must be detoured during the project. See the attached detour
sheet showing the proposed detour.
It has brought to my attention that South Park between Ohio Street and Main Street is non-truck
route. I am requesting the, City of Oshkosh grant a variance for the non-truck route for the 2008
construction season for the Ohio Street detour. No other detour is reasonable for this situation.
The detour will take place from March 2008 until late October 2008.

Dear Mr. VVollangk;
Though we are in deep in the middle of winter, the Paine Art Center & Gardens is
preparing for two of our largest events. These events would be the Festival of Spring
event to be held on Saturday, May 19,2007 and the Faire on the Green event to be held
on Sunday, July 8, 2007. These events bring thousands of people to Oshkosh and in
particular to the area where the Paine is located.
It is our desire at this time to request that both Algoma Boulevard and Congress Avenue
be closed for the May 19 event from 5 a.m. until 5 p.m. The portion of the streets that
we request to be closed is Algoma Boulevard from Congress Avenue to New York
Avenue and Congress Avenue from Algoma Boulevard to Elmwood A venue.
The corners-of Algomaffoulevard, Congress Avenue and Elmwood A velmeareh~avily
congested with the traffic of vendors who are coming as early as 5:00 a.m. to set up their
booths for "theeveIltand this Sall1e congestion occurs again after 4:00 p.m. when the
vendors will be trying to load up their vehicles and leave.
It is also our desire to request that both Algoma Boulevard and Congress Street be closed
for the July 8 event from 5 a.m. until 9 a.m. during the time the vendors will be
unloading; but to honor a request of the Public Museum, Algoma Boulevard could be
open to traffic during the day. However, we are requesting that Congress Street be closed
throughout the entire day until 5 p.m. after the vendors have had a time to pack up their
belongings and move out from the area.
To simplify, the request could be summarized as such.

In addition, we are requesting that parking on Algoma Boulevard between New York
Avenue and Congress A venue be reserved for handicapped parking only and that signs
be placed the night before for both events.
Staff members will be working both events and the Auxiliary Police Department will be
asked to be on hand to help with traffic flow and security.

This letter is to inform you that the Oshkosh Seniors Center, in conjunction with the Oshkosh
Recreation Department has requested to use the following two mile route for a run/walk event
for a Senior Triathlon on Friday, May 4,2007 from 9:00 - 10:00 a.m.:
· Route begins at the Oshkosh Seniors Center Annex
· Northwest on Campbell Road to Taft A venue
· VVest on Taft Avenue to Bauman Street
· North on Bauman Street to Van Buren Avenue
· VVest on Van Buren Avenue to Josslyn Street
· South on Josslyn Street to Taft Avenue
. Taft Avenue East to Campbell Road
· Campbell Road Southeast to Seniors Center Annex.
Sergeant Kurt Schoeni, Oshkosh Police Department, has approved the route.
