Re: Code Issues; 1035 Jefferson St.
Dear Ms. Addis;
Per our recent phone conversation, here is a list of areas of needed repair our Inspectors were able to
identify what they inspected your property:
1) Foundation and beam support piers are crumbling apart, in need of replacement.
2) Repair the room where daylight is visible at the intersection of the wall and floor.
2) Water lateral to the building leaks into the crawlspace, needs repair/replacement.
3) The water lateral had a major leak, flooding the crawl space. Damage to building components
needs to be assessed and code compliant repairs made.
4) HV AC ductwork must be repaired/cleaned or replaced due to its proximity to the standing water
(mold/mildew concerns.)
5) Floor structure is deteriorated/decayed and is in need of repairs/replacement.
6) Install fire separation / fire blocking / fire stopping in all exposed areas.
7) Install compliant plumbing in all areas where accessible and where finish surfaces are opened for
repairs.
8) Install compliant electrical in all areas where accessible and where finish surfaces are opened for
repaIrs.
9) Remove water heater from upstairs closet and install in an approved location.
10) All appliance venting (furnace, water heater) shall be properly installed. Unknown where these
appliance vents terminate.
11) Clean and seal all areas where mold growth has occurred.
12) Replace/repair all water damaged areas.
13) Replace all moisture damaged insulation (in crawl space and other areas as discovered.)
14) Install vapor barrier over dirt/gravel floor in crawl space.
15) Install compliant roof venting.
16) Repair, provide compliance with any/all code violations discovered as finish surfaces are
removed. (headers, insulation, vapor barriers, electric, plumbing, etc.)
17) Deteriorated skirting on house needs to be replaced.
18) Regrade perimeter of building so storm water drains away from the building.
19) All areas where paint is chipping / peeling shall be repaired (scrape, prime and paint or covering
with maintenance free siding.)
20) Y ard/ grass maintenance has not been continually addressed since the house was posted "unfit".
This office recently sent a request to the Street Division to have the grass cut at this address
because it exceeded 8" in height. By policy, each property owner is given one warning per year
(this warning is inclusive of all properties owned by an entity) before the City of Oshkosh cuts
grass on private property. Since, you were given notice for yard maintenance at property you own
on Rosalia St., this office did not give formal notice for this property.

As discussed, this office generally will work with reasonable proposed schedules toward compliance.
However, should this property attract vandalism or rapidly deteriorate, this office would then be
obligated to reconsider such schedules.
Given the significant deterioration of the foundation and floor system, we have determined this
building to be unreasonable to repair. Keep in mind, the conditions noted are what is visible to the
naked eye. It is our experience that when attempts are made to repair structures exhibiting these
conditions, there is also a host of similar conditions that will be discovered as one progresses with
repairs. For example, it would not be unrealistic to find deterioration of the wall studs given the
deterioration noted in the floor framing system. Many times this is a natural progression with
deterioration.
