HomeMy WebLinkAbout07-32 JANUARY 23,2007 07 -32 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN PURPOSE: GRANT CONDITIONAL USE PERMIT I OREGON STREET, SOUTH OF 3601 OREGON STREET INITIATED BY: FOX VALLEY TECHNICAL COLLEGE PLAN COMMISSION RECOMMENDATION: Found to be consistent with Section 30-11 (D) and approved BE IT RESOLVED by the Common Council of the City of Oshkosh that a conditional use permit is hereby granted under Section 30-11 of the Oshkosh Zoning Ordinance for construction of a vocational training facility specializing in diesel technician training, and associated amenities, per the attached, with the following conditions: 1) Site design receives CHAMCO approval based on the Aviation Industrial Park covenants. 2) A cross access and parking agreement between the subject property and the property to the north be instituted, with said agreement to be approved by the Department of Community Development. 3) The existing gravel drive is removed. 4) No outdoor storage of equipment or materials except within the fenced storage area. 5) Detention basin to be designed with prairie-style plantings with final design to be approved by the Department of Community Development and the Department of Public Works. December 21, 200b Provosed use of Propertv The property will be used to deliver training for F ABCO/Cat and other diesel technician program students at FVTC. The property will include a 12,000 sq. ft. building and a screen fenced storage yard for the diesel equipment used for instruction. Existing Use of Property Currently the property is vacant and not being used for any purpose. Identification of structure on the vroverty and discussion of their relations to the vroject Currently there are no structures on the vacant property. Projected number of residents. emplovees. and/or dailv customers There will be no residents on this property. Approximately 3-5 FVTC staff/employees will work in this center th,,-t will train approximately 25-35 students annually. On any given day during the week (Monday-Friday), approx. 25. students will attend classes. Effects on adjoining properties to include: noise. hours of operation. glare. odor. fumes, vibration. etc. The normal operating hours of this facility will be 7:30 am to 4:30 p.m (Monday - Friday) with potential for evening operation 4:30 pm to 8:30pm.. Diesel construction equipment operation will be minimal. Outdoor operation will be limited to the fenced staging area and movement will mainly be in and out of facility. Approximately 4-8 times annually equipment will be loaded and unloaded from semi-trailers during normal operating hours. Surroundinf! Land Uses The surrounding land is used for a vaiiety of purposes. To the North is the S.l Spanbauer Center FVTC campus used for educational purposes (home construction program, aviation, welding, etc.) and a small residential parcel with three homes. To the South and West is vacant land owned by both Baldor and Evco Plastics. To the East is Oregon Street. Compatibility of the vroposed use with adjacent and other properties in this area This program supports the mission ofFVTC; therefore, compatible to the FVTC properties to the North. The residential homes, which have landscaping as a barrier/border to the College property and current S.J. Spanbauer site, will not be visible to the proposed building. The project site, which borders vacant land owned by Baldor and Evco Plastics, will not interfere with any business operations of their businesses. The nature of both Baldor and Evco Plastics work is well-matched with the purpose of the proposed training center, all supporting manufacturing and the local workforce. Traffic Generation On any given day, there will be approximately 25-35 students and staff members who travel to the new training center. Currently there are two driveways they could enter; a driveway on the South side of the S. J.
