BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. MARTIN LUTHER KING DAY MARCH Request permission to grant approval to the Winnebago Peace and Justice Center to close Algoma Boulevard, from Main Street to Reeve Memorial Union, on January 15, 2007, from 4:20 p.m. to 4:45 p.m., for their Annual Martin Luther King Day March, in accordance with the attached letter of request. 3. OTTER STREET FISHEREE Request permission to grant approval to the Otter Street Fishing Club to utilize Millers Bay, Menominee Park and facilities on Saturday, February 3, 2007, from 6:00 a.m. to 9:00 p.m., for their annual Otter Street Fisheree, in accordance with the attached letter of request. 4. CHAMPIONSHIP REGATTA Request permission to grant approval to the Oshkosh Yacht Club to utilize Millers Bay, Menominee Park and facilities from Friday, August 10, 2007, through Sunday, August 19, 2007, from 6:00 a.m. to 9:00 p.m., for the 2007 Inland Lake Yachting Association Championship Regatta, in accordance with the attached letter of request. 5. SAWDUST DAYS Request permission to grant approval to the Oshkosh Sawdust Days Committee to utilize Menominee Park and facilities from Saturday, June 30, 2007, through Monday, July 9, 2007, from 6:00 a.m. to 12:00 a.m., for their Sawdust Days Celebration, in accordance with the attached letter of request. In previous years the streets that intersect Algoma Blvd were only closed when we were passing through and that would work well for us again. Oshkosh,VVI54901 RE: Request for permission and details of intended use of Menominee Park, Miller's Bay area, for the day of February 3,2007, during the hours and according to the rules governing such use by the Department of Parks, Oshkosh, Wisconsin. Council Members, With your permission, itis the intention of the Otter Street Fishing Club to sponsor a Fisheree onthe a,bovementioned date and place. This event will be under the general chairmanship of Club President, Scott Engel, 69 Lake St., Oshkosh, Wisconsin, 54901. The Otter Street Fishing Club was formed in 1960 and incorporated under the laws of the State of Wisconsin on January 13, 1965, (INe. NO. 0-2568) as a non-profit organization. The club is dedicated to and bound by our by-laws to provide such services as are within our abilities to the people and in respect to save, convenient and enjoyable use of Lake Winnebago and to promote conservation of this resource. Among the services rendered by the club are: Providing access to the lake during the winter season, placing and maintaining bridges over the pressure cracks on the lake ice to assure save passage over these areas of hazard, and plowing roads on the lake ice to popular fishing areas. We also provide and maintain the signal light located at the Oshkosh Water Treatment Plant to aid in navigation on the lake during all seasons. Club members, duly authorized as deputies of the Sheriff of Winnebago County, do regular patrol of the lake during the winter season to aid in the safety and security of the public. No fees are ev~rchargedforthese services. All proceeds, after expenses, from this or any other event held by the Otter Street Fishing Club are used to finance and expand upon these services. .. A tent will be provided to be used as a general headquarters and for the sale of foodstuffs and fermented malt beverages. All rules and regulations governing the use of this facility and all park properties will be strictly adhered to. All permits required attendant to the use of the park have been applied for. There will be approximately 150 sailing scows competing and 30 power boats for judging, safety and spectators. We expect over 600 people here for this great event. i ;:u ; , The Oshkosh Yacht Club was chosen to host this 11 Oth annual championship regatta be~aU~eof,the tradition that surrounds the city and scow sailing. The OYC was founded in 1869 and is one of the founding clubs of the Inland Lakes Yachting Association. The boats will be housed at Miller's Bay and will be racing on Lake Winnebago directly ~~stofMenominee Park. We have requested the following items from the Parks Department: trailer and boat parking in the field north of the parking lot, tent placement wjth dectricity, chairs and tables on the lawn south of the motor boat launches, and reserved docks alongthe south end ofthe bay, We will be hosting a party-under the tent Saturday, August 11 and serving beer via licensed bartenders to legal adults immediately followingthe races. We have been workirigwith Tom Stephany in the Parks Office to address the. details and ensure the event's success. We request that the city approve our plan. This event will bring many to our city to sail or spectate. We are able to showcase our most valuable asset; the water. J1IIy 4. 2008 Richard Wollangk City Manager City Hall 215 Church Ave Oshkosh, WI 54901 December 30,2006 Dear Mr. Wollangk: The Oshkosh Sawdust Days Committee would like to submit our formal request for the use of Menominee Park for the 2007 festival which will run Tuesday, July 3rd - Saturday, July 7, 2007. We would like to reserve the shelters as we have in the' past. Tip Top Shows will start arriving, Saturday, June 30th to begin general set~up. Atthis time, we \/IIould like to close off a portion of the parking lot east of the lighted ball diamond. . We wili begin closing off Pratt Trail at the Parkway Avenue intersection, restricting some traffic from Irving and Hazel and closing it to the public by July 1st. We will work with Mr. Stephany regarding the open areas for boaters. Sawdust Days will begin setting up July 1st and will complete tear down on July 9,2007 The hours for the festival and Tip Top show would be as usual, music off by 11 :OOPM but the rides will sell tickets until 11 :30 PM and the rides will close at 11 :45 PM. This allows the ticket holders to use their purchases. When a schedule has been developed we will submit it with specific hours for opening each day. Our Historical Village would like to use the same area along the water near the point and the pump house. The participants and public never seem to get over the beauty of our park and the enjolfment they receive from our living history. This will enable us to keep the major portion of the park open to the public and allow closer parking for them. Since we like to keep the park clear for the public, the re-enactors request permission to park their support vehicles on the grass north of the lighted ball diamonds, east of Webster Stanley School. That area worked out very well in the past and created 110 difficl.l.ltit3s. We wouJcjlik~.to have permi~sion for stre.et parking as in previous years. , .,'. . . The committee will be in charge of the History Village so that strict guidelines for care and cleanup of the grounds will be rigidly enforced. We will work closely with you and the city regarding any of the particular details required to address this issue. There are some special concerns that have come to the Sawdust Days Committee; we would like to address each waiver in an attempt to prevent misunderstandings. The committee for the re-enactors would like to request an open fires permit. They are very cautious and use well contained fires for cooking and demonstrating their way of life. The sod is removed and replaced so the area will remain intact when they leave. A few of the history vendors use souvenir glass bottles which are to be refilled with beverages such as root beer or sassafras. We would like to request a waiver of the glass bottle ordinance for the re-enactors; other vendors Would have to adhere to the ordinance. The re-enactors will be staying in their lodges or tents, vendors and Tip Top employees by necessity will have to stay in the park overnight so we would like to request a waiver of the overnight camping ordinance. We plan to post signs stating, "Camping By Permit Only". The oth~r issue brought to our attention would be a waiver for dogs in the park with certain stipulations. Owners would have to have proof of rabies, be instructed where to walk dogs, clean up after them, and keep them on a leash or inside. They will also be supplied with some type of identification to indicate they are owned by participants of the festival. The plans for the July 4th parade are progressing well, the parade committee feels much more confident because of the support they have enjoyed. Doc Sonnleitner and the Viet Nam Vets are coordinating that committee and I'm sure they will have a great parade. The committee would like to thank you and the Common Council for all the help and cooperation we have received to make this community festival a suCcess. We look forward to working with YOLl again next year. The changes and additions have been well received by the public and we shall continue to strive for an even better festival.
