HomeMy WebLinkAbout07-03 JANUARY 9,2007 07 -03 RESOLUTION (CARRIED 6-1 P LOST LAID OVER WITHDRAWN PURPOSE: APPROVE PROJECT REPORT FOR DISPOSITION OF VACANT PROPERTY AT 223 MERRITT AVENUE INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT; REDEVELOPMENT AUTHORITY BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached Project Report on the disposition of the vacant lot at 223 Merritt Avenue by the Redevelopment Authority of the City of Oshkosh is hereby approved, and the proper City officials are hereby authorized and directed to carry out all actions necessary to implement the City's obligations to consummate this transaction. Project Report On Disposition of lot at 223 Merritt Near East Neighborhood City of Oshkosh Redevelopment Authority January 2007 This Proj ect Report covers the essential elements of the private redevelopment of a vacant parcel ofland at 223 Merritt Avenue in the Near East Neighborhood. Michael and Debbie Atkinson, in partnership with Winnebago County Department of Social Services, Options for Independent Living will construct an affordable, handicapped accessible neotraditional designed single family home as part of the Near East Neighborhood improvement strategy. The Atkinsons will own and occupy the home. Both the County and Options are providing significant financial support for the project and a local lender is providing favorable financing. However, in order to make the project affordable, the Redevelopment Authority will need to sell the lot for $1.00. The lot is in the Near East Neighborhood improvement area. The Near East Plan identifies a number of activities that will be undertaken to improve housing and general physical neighborhood conditions as well as to support positive neighborhood activities and address crime and behaviors that can have a negative impact on living conditions. Among the identified activities are spot blight removal and appropriate infill development. Earlier this year, the Common Council and Redevelopment Authority authorized the purchase of this property, which contained a blighted three-unit rental property. The site has subsequently been cleared and is ready for disposition. Construction on this project is scheduled.to begin this spring. In considering redevelopment options for this lot, the following issues were taken into consideration: . As the population ages and health care improves (improving survival rates for accident and disease victims), more people are seeking handicap accessible features for their homes . There are few if no new affordable single family owner occupied housing options in this market that function effectively for people with mobility limitations and limited incomes . There is not a good local understanding of appropriate accessibility design and construction on the part of contractors and developers . There are few examples of well designed neotraditional infill residential units in this market The project will address each of these issues. Based on the information currently available on the proposed new construction, the Assessors Office estimates the property will have a taxable value of about $125,000 when completed, which would be $75,000 more than the assessed value of the property prior to acquisition by the RDA. This transaction is in compliance with applicable regulations under the CDBG program, which was the funding source for the acquisition of the property.
