The submittal described above has been reviewed for conformance with applicable Wisconsin Administrative Codes and
Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. The owner, as defmed in Chapter
101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements
Key Item(s) / Conditions:
. IBC 302.1.1 Incidental use areas. Areas that are incidental to the main occupancy shall be separated and
protected in accordance with Table 302.1.1 and shall be classified in accordance with the main occupancy
of the portion of the building in which the incidental use area is located. Storage Room [113J appears to
be over 100 sq feet.
. IBC 302.1.1.1 Separation. Where Table 302.1.1 requires a frre-resistance-rated separation, the incidental
use area shall be separated from the remainder of the building with a fire barrier. Where Table 302.1.1
permits an automatic fire-extinguishing system without a fire barrier. the incidental use area shall be
separated by construction capable of resisting: the passage of smoke. The partitions shall extend from the
floor to the underside of the fire-resistance-rated floor/ceiling assembly or fire-resistance-rated roof/ceiling
assembly or to the underside of the floor or roof deck above. Doors shall be self-closing or automatic~
closing upon detection of smoke. Doors shall not have air transfer openings and shall not be undercut in
excess of the clearance permitted in accordance with NFP A 80. Door Schedule does not include
hardware information - verify that the required closer is installed on door 113

. IBC 706.4 Continuity. Fire barriers shall extend from the top of the floor!ceiling assembly below to the
underside of the floor or roof slab or deck above and shall be securely attached thereto. These walls shall
be continuous through concealed spaces such as the space above a suspended ceiling. The supporting
construction shall be protected to afford the required fire-resistance rating of the fire barrier supported. . ..
Verify that existing openings being closed up in the existing 2 hour rated corridor are properly
constructed / closed up to maintain the fire rating. Sheet A-3 indicates that in-fill opening with 3 5/8"
Stl Studs 16"O.C. w/ 5/8" Gypsum both sides, - a single layer of gyp sum on each side will not maintain
the required fire rating.
. IBC 711.3 Any penetrations of fire rated assemblies are required to be protected with a listed firestopping
system that matches the rating of the wall assembly being penetrated. Copies of the firestopping systems
are required to be provided at the time of inspection.
. IBC 714.2.3 Doors in corridors and smoke barriers. Fire doors required to have a miniIYUID frre-
protection rating of 20 minutes where located in corridor walls or smoke barrier walls having a fire-
resistance rating in accordance with Table 714.2 shall be tested in accordance with NFP A 252 or UL 10e
without the hose stream test. If a 20-minute fire door or fire door assembly contains glazing material, the
glazing material in the door itself shall have a minimum fire-protection rating of 20 minutes and be exempt
from the hose stream test. Glazing materiaUn any other part of the door assembly, including transom lites
and sidelites, shall be tested in accordance with NFP A 257, including the hose stream test, in accordance
with Section 714.3. Fire doors shall also meet the requirements for a smoke- and draft-control door
assembly tested in accordance with UL 1784 with an artificial bottom seal installed across the full width of
the bottom of the door assembly. The air leakage rate of the door assembly shall not exceed 3.0 cfm per
square foot (0.01524 m3/slm2) of door opening at 0.10 inch (24.9 Pa) of water for both the ambient
temperature and elevated temperature tests. Louvers shall be prohibited. VerifY that doors installed in
corridor openings meet smoke and draft seal requirements
. IBC 714.2.6 Glass installed in rated doors is required to be fire protection rated glazing, and bear a label in
accordance with me 714.2.6.4, and comply with the safety glazing requirements of Chapter 24.
. IBC 714.2.7 Fire doors shall be self closing or automatic closing. The door schedule included in the
plans does not show closers for the added fire doors. All hardware installed on rated doors is required
to comply with NFPA 80 requirementsfor hardware on rated doors.
. IBC 901.2 Fire protection systems shall be installed, repaired, operated and maintained in accordance with
this code and theintemational fire code. Construction of new walls may require the addition and or
relocation of sprinkler heads to maintain required coverage, and not obstruct spray patterns offire
sprinklers
. IFC 901.4 Fire protection systems shall be maintained in accordance with the original installation
standards for that system. Required fire protection systems shall be extended, altered, or augmented as
necessary to maintain and continue protection whenever the buildiiigis altered, remodeled or added to.
Alterations to fire protection systems shall be done in accordance with applicable standards. Submit plans
for fire sprinkler modifications.
. IBC 906.1 / IFC 906.3 The maximum travel distance allowed to a fire extinguisher is 75 feet.
. IBC 907.2.2 Group B. A manual fire alarm system shall be installed in GroupB occupancies having an
occupant load of 500 or more persons or more than 100 persons above or below the lowest level of exit
discharge.

. IBC 907.14 Any fire alarm system required by this Chapter is required to be monitored by an approved
supervising station in accordance with NFP A 72.
. IBC 1003.2.2.5 Posting of occupant load. Every room or space that is an assembly occupancy shall have
. the occupant load of the room or space posted in a conspicuous place, near the main exit access doorway
from the room or space. Posted signs shall meet the requirement of mUnicipal code section.l3-5. Min 12
inches in length, min 4 inches in height with min 'lj inch lettering and the numbers being minimum 3
inches in height. The sign shall state "Limit (number) Persons". Depending on fIXture layout in the
training room this area may he classified as an assembly area. Provide additional details on lavout and
occupant count calculations for this area.
. IRC 1003.2.10 Exit signs are required to be installed per this section
. IBC 1003.2.11 Means of egress illumination is required to be installed per this section. AU paths'ofegress
are required to have adequate emergency lighting to meet the performance requirements ofIRC
1003.2.11.3. Existing means of egress emergency lighting is permitted to be maintained in compliance
with the code in effectat the time of construction. . Anv altered path of egress. or new path of egress,
and anv new emergencv lighting being installed is required to complv with current code requirements.
. IBC 1003.3.1.2 Door swing. Egress doors shall be side-hinged swinging.
Doors shall swing in the direction of egress travel where serving an occupant load of 50 or more persons or
a high-hazard occupancy. Depending on the occupant count for the training room, door 109A may be
required to swing in the direction of egress.
. 1004.3.2.4 Air movement in corridors. Corridors shall not serve as supply, return, exhaust, relief or
ventilation air ducts or plenums. Exceptions:
1. Use of a corridor as a source of makeup air for exhaust systems in rooms that open directly onto such
corridors, including toilet rooms, bathrooms, dressing rooms, smoking lounges and janitor closets, shall be
permitted provided that each such corridor is directly supplied with outdoor air at a rate greater than the
rate of makeup air taken from the corridor.
2. Use of the space between the corridor ceiling and the floor or roof structure above as a return air
plenum is permitted for one or more of the following conditions:
, 2~ 1. The corridor is not required to be of fire-resistance-rated construction.
2.2. The corridor is separated from the plenum by fire-resistance-rated construction.
2.3. The air-handling system serving the corridor is shut down upon activation of the air-handling unit
smoke detectors required by the International Mechanical Code.
. IBC 1209.1 Provide toilet room floors with smooth, hard, nonabsorbent surface extending minimum 6
inches up onto walls. Sheet A-5 indicates 4 inch base - revise to install required 6 inch base.
. IBC 2406.2 Glazing in an individual fixed or operable panel adjacent to a door where the nearest exposed
edge of the glazing is within a 24 inch arc of either vertical edge ofthe door in a closed position and where
the bottom exposed edge of the glazing is less than. 60 inches above the walking surface is requires safety
glazing materials. The windows in the Coffee Bar and Vending area, adjacent to the door will need to
be glazed with safety glazing materials.
. Comm 61.30(3) / IMC 507.2 This plan review does not include h,eating, ventilation, or air
conditioning. HV AC plans are required to be submitted and approved prior to installation of HV AC
equipment. Be aware that IBC 1004.3.2.4 contains additional restriction. for air movement in corridors

· Comm 80 This plan review does not include plumbing. Prior to installation of plumbing, plans and
calculations are required to be submitted and approved.
· Comm 61.31(4) Revisions to approved plans. All proposed revisions and modifications which involve
rules under this code and which are made to construction documents that have previously been granted
approval by the department or its authorized representative, shall be submitted to the office that granted the
approval. All revisions and modifications to plans shall be approved in writing by the department or its
authorized representative prior to the work involved in the revision or modification being carried out. A
revision or modification to a plan, drawing or specification shall be signed and sealed in accordance with
Comm 61.31(1).
SUBMIT:
· IBC 1003.2.11 Means of egress illumination is required to be installed per this section. All paths of egress
are required to have adequate emergency lighting to meet the performance requirements ofIBC
1003.2.11.3. Provide complete emergency lighting plan including the ('Open Office Area Layout"
showing compliance with these requirements prior to installation of emergency lighting system.
· Comm 61.30(3) This review does not include lighting. Comm 63.000 I Prior to installation, lighting
plans and calculations shall be prepared in compliance with the code. Please submit lighting work sheets.
. Comm 61.50 (4) Supervision. Prior to the initial occupancy of an alteration the supervising professional
shall file a compliance statement form SBD-9720 with this office.
· NFP A 72 4.5.2 Provide a copy of the fire alarm system record or completion for the required monitoring
and alarms of the automatic fire sprinkler system
A copy of the approved plans, specifications, and this letter shall be on-site during construction. All permits are required to
be obtained prior to commencement of work.
In granting this approval the City of Oshkosh Inspection Services Department reserves the right to require changes or
additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this
review shall relieve the designer of the responsibility for designing a safe building, structure, or component.
