HomeMy WebLinkAbout06-313AB OCTOBER 24, 2006 06-313A & B RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN PURPOSE: INITIATED BY: GRANT CONDITIONAL USE PERMITS; AMEND CONDITIONAL USE PERMIT; APPROVE FINAL PLANNED DEVELOPMENTS: A) 3596 STEARNS DRIVE B) FOUNTAIN AVENUE AND GREEN VALLEY ROAD A) DAN DOWLING, OWNER B) OMNI GLASS & PAINT INC, OWNER C) J. PETER JUNGBACKER, PETITIONER PLAN COMMISSION RECOMMENDATION: All found consistent with Standards set forth in Section 30-11 (0) of the Zoning Ordinance and approved w/conditions as noted BE IT RESOLVED by the Common Council of the City of Oshkosh that conditional use permits are hereby granted for the following properties under Section 30-11 of the Oshkosh Zoning Ordinance, and that said permits are granted with conditions, if any, as noted for each respective property, and the Planned District Overlay and final development plans, per the attached exhibits, are hereby approved. A) 3596 Stearns Drive, Dan Dowling, owner A conditional use permit for a planned commercial development for construction of a 30,000 sq. ft. warehouse and distribution center, per the attached "Exhibit A", with the following conditions: 1) All building elevations be enhanced by adding a 6 ft. high brick or masonry knee wall along the lower portion of the elevation to be approved by the Dept. of Community Development. 2) Incorporate architectural vertical elements into the north and east elevations to be approved by the Dept. of Community Development. 3) Site landscaping to be emphasized along the east, west and north elevations. B) Fountain Avenue and Green Valley Road; Omni Glass & Paint, owner A conditional use permit for a planned development to establish a light manufacturing facility, office and retail showroom, per the attached "Exhibit B", with the following conditions: OCTOBER 24, 2006 06-31 3 RESOLUTION CONTD B) Fountain Avenue and Green Valley Road (cont'd) 1) Additional vegetation be used to better screen the loading dock areas on the north and east sides of the building. 2) Detention basin to be designed without rip rap above the water line and native plants to be planted on the side slopes of the basin and emergent plants on the safety shelf with final design to be approved by the Dept. of Community Development and the Dept. of Public Works. C) Parcel G, Marion Road/Pearl Avenue Redevelopment Area; Peter Jungbacker A conditional use permit to amend a previously approved planned residential development by eliminating a proposed 1,200 sq. ft. ground floor community room to be located between the two structures, and adding a fourth floor to each building to serve as a community room, patio and fitness center, per the attached "Exhibit C", with the following conditions: 1) The original conditions of approval required in Council Res. 04-429 are still valid. 2) Final approval of all building elevations by the Dept. of Community Development.
