PETER JUNGBACKER, PETITIONER PLAN COMMISSION RECOMMENDATION: All found consistent with Standards set forth in Section 30-11 (D) of the Zoning Ordinance and approved w/conditions as noted BE IT RESOLVED by the Common Council of the City of Oshkosh that conditional use permits are hereby granted for the following properties under Section 30-11 of the Oshkosh Zoning Ordinance, and that said permits are granted with conditions, if any, as noted for each respective property, and the Planned District Overlay and final development plans, per the attached exhibits, are hereby approved. A) 3596 Stearns Drive, Dan Dowling, owner A conditional use permit for a planned commercial development for construction of a 30,000 sq. ft. warehouse and distribution center, per the attached "Exhibit A", with the following conditions: 1) All building elevations be enhanced by adding a 6 ft. high brick or masonry knee wall along the lower portion of the elevation to be approved by the Dept. of Community Development. 2) Incorporate architectural vertical elements into the north and east elevations to be approved by the Dept. of Community Development. 3) Site landscaping to be emphasized along the east, west and north elevations. B) Fountain Avenue and Green Valley Road; Omni Glass & Paint, owner A conditional use permit for a planned development to establish a light manufacturing facility, office and retail showroom, per the attached "Exhibit B", with the following conditions: OCTOBER 24, 2006 06-31 3 RESOLUTION CONT'D B) Fountain Avenue and Green Valley Road (cont'd) 1) Additional vegetation be used to better screen the loading dock areas on the north and east sides of the building. 2) Detention basin to be designed without rip rap above the water line and native plants to be planted on the side slopes of the basin and emergent plants on the safety shelf with final design to be approved by the Dept. of Community Development and the Dept. of Public Works. C) Parcel G, Marion Road/Pearl Avenue Redevelopment Area; Peter Jungbacker A conditional use permit to amend a previously approved planned residential development by eliminating a proposed 1,200 sq. ft. ground floor community room to be located between the two structures, and adding a fourth floor to each building to serve as a community room, patio and fitness center, per the attached "Exhibit C", with the following conditions: 1) The original conditions of approval required in Council Res. 04-429 are still valid. 2) Final approval of all building elevations by the Dept. of Community Development. .c......_......~.... ....)1.... ,. To date, only the conversion of the former Sunset School into contractor's offices and storage has been accomplished. This Conditional Use Application would remove three of the proposed new buildings, retain the future contractor office building, maintain the existing former Sunset School, and add a new 30,000 square foot Warehouse and Distribution Center. . This application only addresses that ptoposed Center. 2) The property is presently developed with an existing former. public school building, and associated play fields and parking lots. 3) The three structures proposed for this property are to have stand-alone functions, as tenant-occupied buildings. 4) Twenty employees for the Warehouse and Distribution Center are planned. The general public will have no access to this building's functions. . . 5) The building will be 150'-0" x 200'-0",30,000 square feet (.69A) and of conventional industrial construction. There will be an employee parking lot of 6,354 square feet (.15A) and aserrii-truck dock and access of 4,763 square feet (.llA). The interior roadways are to be shared with the other buildings on the site. 6) This Warehouse and Distribution Center will operate on a 1st shift, five day per week basis. No fume by-products of manufacturing will be produced. All operations will be performed inside of the building. "EXHIBIT A" CONTlD . Page 2 October 4, 2006 7) The property to the east and south is vacant land, currently zoned C-2PD. The property to the northwest is not in the City of Oshkosh. The property to the north ,(across Fountain Avenue) is a building materials supply operation with outside product. The property to the west is. State Highway 45. 8) This proposed Warehouse and Distribution Center is a proper fit to the present and proposed uses of the surrounding area. It's adjacency to State Highway 45 drives the desirability of an operation of this type. 9) The employees of this Warehouse and Distribution Center will arrive in the morning and depart at the end of the workday. Conditional Use Permit Application Narrative Omni Glass and Paint Inc. has purchased a 26 acre parcel (see attached drawings for site legal description) with the intent of relocating their commercial glass and paint operation. As the property stands today, it is an open, undeveloped parcel of property. Omni Glass and Paint Inc. intend to construct a state-of-the-art manufacturing and office facility that supports their growing busine'ss. The plans are for" a contiguous building that is divided into three areas: ./ 15,397 sq. ft. of office use on two levels ./ 20,789 sq. ft. of paint production area ./ 33,658 sq. ft. of glass manufacturing area 69,834 total square feet Parking and impervious surface (including building footprint) includes: ./ 172,869 sq.ft. or 3.97 acres Total. employees and visitors for the office area will not exceed forty persons at any given time. Total number of employees utilizing the manufacturing areas will not exceed 30 at the maximum shift. Omni Glass and Paint Inc. proposed facility is very compatible with the location of the property.
