HomeMy WebLinkAbout06-277 SEPTEMBER 13, 2006 06-277 RESOLUTION (CARRIED LOST LAID OVER X WITHDRAWN UNTIL SEPTEMBER 19, 2006 PURPOSE: SET REFERENDUM TO EXCEED STATE-IMPOSED LEVY LIMIT INITIATED BY: MAYOR CASTLE WHEREAS, the State of Wisconsin has adopted levy limits on town, village, city and county levies for 2005 and 2006 local levies under Sec. 66.0602, Wis. Stats.; and, WHEREAS, Sec. 66.0602 of Wis. Statutes limits the local levy to a percentage increase to no more than the greater of: (a) 2% of the last year local levy or (b) a percentage equal to the percentage change in equalized value due to new construction less improvements removed; which for the City of Oshkosh is 2.873 %; and, WHEREAS, the Common Council of the City of Oshkosh, Winnebago County, believes it is in the City's interest to exceed the state levy limit as described above by a greater percentage than 2.873%. WHEREAS, the City of Oshkosh levy was $24,322,868 for the tax levy in 2005 (collected in 2006); and further whereas the state limit would limit the increase to $1,286,818 for a total allowable city tax levy of $25,609,686 ; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh as follows: 1. The Council hereby supports an increase in the city tax levy for 2006 (to be collected in 2007) to exceed the state levy limit. 2. The Council directs that the question of increasing the city tax levy for 2006 (to be collected in 2007) by 9.5096 percentage, which would increase the city levy by $2,313,010 over the past year's levy, for a total city tax levy of 26,635,878 shall be submitted to the electors in a referendum at the November general election to be held on November 7, 2006.
