COMMON COUNCIL MEETING

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. BLOCK PARTY
Request permission to grant approval to the residents of Laager Lane to close Laager
Lane, from Knapp Street to Orchard Lane, on Saturday, September 9, 2006, from 3:00
p.m. to 9:00 p.m., for their neighborhood block party, in accordance with their recently
submitted Block Party Request Form.
3. POW/MIA CEREMONY
Request permission to grant approval to the Vietnam Veterans of America to utilize the
War Memorial in South Park on Sunday, September 17, 2006, from 1 :00 p.m. to 2:00 p.m.,
for their POW/MIA Ceremony, in accordance with the attached letter of request.
4. BLOCK PARTY
Request permission to grant approval to the residents of East Parkway Avenue to close
East Parkway Avenue, from Grove Street to Evans Street, on Saturday, September 2,
2006, from 2:00 p.m. to 10:00 p.m., for their neighborhood block party, in accordance with
their recently submitted Block Party Request Form.
5. ORANGE BLOSSOM DRIVE
Request permission to grant approval to the Vietnam Veterans of America, Chapter 437
of Oshkosh, to conduct their annual Orange Blossom Drive on Friday and Saturday,
October 20 and 21, 2006, from 9:00 a.m. to 6:00 p.m. on Friday, and 9:00 a.m. to 3:00
p.m. on Saturday, in accordance with the attached letter of request.
6. CANDLELIGHT VIGIL
Request permission to grant approval to Cumulus Broadcasting, Inc. to utilize Menominee
Park and facilities on Monday, September 11, 2006, from 7:30 p.m. to 9:00 p.m., for a
candlelight vigil for the victims of 9/11, in accordance with the attached letter of request.
7. SACK IT TO GOODWILL
Request permission to grant approval to Goodwill Industries of North Central Wisconsin
to utilize the parking lot of the Safety Building on Saturday, September 23, 2006, from
9:00 a.m. to 12:00 p.m., to park their trailer for their "Sack It to Goodwill" Drive, in
accordance with the attached letter of request.
8. LABOR DAY CELEBRATION & CAR SHOW
Request permission to grant approval to the Winnebago County Labor Council to utilize
South Park and facilities on Monday, September 4,2006, from 8:00 a.m. to 6:00 p.m., for
their annual Labor Day Celebration and Car Show, in accordance with the attached letter
of request.
9. LOURDES HOMECOMING PARADE
Request permission to grant approval to Lourdes High School to utilize city streets and
facilities on Friday, September 22, 2006, from 7:00 p.m. to 8:00 p.m., for their Annual
Homecoming Parade, in accordance with the attached letter of request.
10. TAKE BACK THE NIGHT RALLY
Request permission to grant approval to the Take Back the Night Committee to utilize
Opera House Square, city streets and facilities, and to close Market Street, from High
Avenue to Algoma Boulevard, on Wednesday, October 4, 2006, from 12:00 p.m. to 8:00
p.m., for their Take Back the Night Rally and March, in accordance with the attached letter
of request.
BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.

Dear Oshkosh City Manager,
The residents of Laager Lane have planned our 14th annual block party
for Saturday, September 9, 2006. This neighborhood event is
scheduled to begin at 3p.m and in the past has ended just after sunset.
It is our request to have the entrances to Laager Lane barricaded during
the time of the party... on Knapp St. and Orchard Ln.
If you have any questions or need further information please feel free to
contact me at home, 426-4535. We look forward to receiving a positive
response to our request and the city's provision of barricades to block
the street during our party on Saturday, 9/9/06.

The purpose of this letter is to inform you of our intent to conduct our annual Vietnam Veterans
of America POW /MIA Ceremony on September 17th, at 1 :OOpm in front of the War Memorial in
South Park. This will be a small gathering of less than fifty people. We have not been required
to secure special permission in the past, but if there are new requirements, please advise us as to
what the new procedures may be.
You are cordially invited to attend as well. This is a short, but very meaningful ceremony
dedicated to sustaining the memory of those men and women who were unaccounted for in the
wars our country has fought.

To Whom It May Concern:
I am writing on behalf of Cumulus to request the use of Menominee Park
on September 11th, 2006. We would like to hold a candlelight vigil for the
victims of 9/11 from 7:30p-9pm. We would like to invite all members of
the community to gather in the park to show support. We plan to ask the
Fire Chief, a representative from the Police Dept, and the Mayor to speak at
the vigil. We also plan to ask the Oshkosh Youth Choir to sing the
National Anthem. Thank you for your time and consideration.

Goodwill Industries of North Central Wisconsin (NCW) will be holding its annual Oshkosh
"Sack It to Goodwill" donation drive on Saturday, Sept. 23. The donation drive allows Goodwill
donors in and around the Oshkosh area, the opportunity to drop off their gently used donated
goods at a variety of drop off sites, as well as the Goodwill Store. This event also includes
students from a number of area schools who are learning the benefits of volunteering and giving
back to their communities.
Last year, Oshkosh donors helped 76 people with special needs receive training and work
experience through Goodwill programs and 885 individuals received over $30,000 in emergency
clothing and household items in their time of need.
Weare requesting permission to place a Goodwill trailer in the parking lot of the Safety Building
(across from the Farmers Market) from 9 am to 12 pm, on Saturday, Sept. 23. The trailer would
be dropped offlate Friday afternoon or early Saturday morning, whatever is most convenient,
and removed Saturday afternoon. This site would be a convenient drop off site for donors and
would provide great visibility for the Goodwill mission. There will be Goodwill team members
and student volunteers at each of the drop-off sites.

On behalf of the Winnebago County Wisconsin Labor Council I would like to reserve South Park and its
facilities for our annual Labor Day Celebration and Car Show, September 4, 2006.
Our Labor Day Celebration is an event open to the community. We will again be serving food, drink and
refreshments, and the proper city permits will be obtained. Live music will also be provided.
We would need the large park pavilion for set up the night of September 3rd, and the park from 8:00 a.m.
to 6:00 p.m. on Labor Day, September 4th.

Subject: Lourdes High School Homecoming Parade
On Friday, September 22, 2006 Lourdes High School will be holding its an-
nual homecoming. As part of the festivities, we would like to have a small
parade. Step off would be 7:00PM from the Sacred Heart Parish parking
lot at 1020 W 6th Ave. It would proceed on 6th Avenue and turn north
onto Knapp st. It would then proceed north to Durfee to cross Witzel Ave
and move to JOsslyn Street. The parade would end into the parking lot of
Lourdes High School. From step of to the end of the parade should take
no more than 30 minutes. The parade would consist of a band, 4 floats
representing the 4 class levels at Lourdes and 5 cars with Homecoming
court members.
