GENERAL:
This bulletin is issued to define the scope of revision in drawings and/or specifications for a contemplated
change. The work required by these revisions shall be in accordance with the general requirements of the
original contract documents. This bulletin is not a change order and work shall not be started without
written authorization to proceed by Owner. The Contractor is requested to submit an itemized proposal
for the revised work and identify the effect this change will have on construction cost and schedule if any.
DESCRIPTION OF REVISION:
The scope has been changed to indicate the compliance of the existing plywood deck with IBC
2603.4.1.5 as noted in section B.2.e :
B. SCOPE OF WORK
1. Furnish and install specified roofing and related components to AT&T totaling approximately
12,444 square feet.
2. Work Includes: BASE BID - FULLY ADHERED, REINFORCED, EPDM RUBBER
a. Roof areas 2 & 3
b. Removal and replacement of designated roofing and insulation.
1) Remove roofing and insulation down to structural wood deck, flashings to substrate.
Note: Owner requests that Contractor take all precautions to reuse the existing
gutter edge system, if possible.
2) Electrical heat tape system will be disconnected by others. Roofing contractor to
remove heat tape system and reserve for re-installation on new roof system (See note
below).
c. Removal of Owner designated equipment and equipment supports.
d. Localized substrate repair as required.
e. Installation of the following over the existing, %" tongue and groove plywood deck (in
compliance with IBC 2603.4.1.5):
I) I-Layer of 1.5" Polyisocyanurate roof insulation.
2) I-Layer of .5" woodfiber roof insulation.
3) Crickets installed in designated areas
4) Rework existing drains.
5) Install new, reinforced EPDM rubber membrane, flashings and accessories per
manufacturer's specifications.
6) Specified metal flashings and accessories.

7) Clean, prime and aluminize all existing sheet metal roof projections.
8) Install compatible walkway protection pads around all rooftop vent units.

NO - we can not issue a permit yet The document you sent does not address how you are complying with the thermal barrier
requirements, and does nothing to tell us what the roof assembly is going to be.
I contacted Ann Hanna, and discussed these issues with her, and she will be looking into this and providing me with additional
information. Until I receive that information and have reviewed it, we are not able to issue a permit, and no work is permitted to
begin.

systems in specific constructions. It has been classified by UL as an approved roof insulation in many Class A roof
constructions and Roof/Ceiling hourly fire-rated assemblies, and is classified by UL Canada.
Since the roofing system specifications were designed by the owner, the information you requested for compliance with IBC
Chapters 15 & 26 will be forwarded by them to you.

Subject: RE: Roofing permit for 830 Witzel Ave Oshkosh
The re-roofing specification for the AT&T building at 830 Witzel A venue is from the
American Institute of Architects (AlA) Masterspec@ program. The elements of the AlA
master specification meets or exceeds the IBC codes minimum building standards. The
roofing system specified follows the requirements of Chapter 15 Roof Assemblies and
Rooftop Structures.
The foam plastic insulation specified is polyisocyanurate (with a flame spread rating of
less than 75) which meets the requirements of material and installation of Chapter 26.
CWS Source Inc. (RCI #28816) has been hired by AT&T to monitor and inspect the
work on the project to insure that the specification is followed during the re-roofing
process.
