BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. BLOCK PARTY Request permission to grant approval to the Park Avenue Tavern to close Iowa Street, between South Park Avenue and 12 Avenue, on Saturday, July 15, 2006, from 11:00 a.m. to 1 2� a.m ., 11:00 p.m. for a neighborhood block party, in accordance with the recently submitted Block Party Request Form. 3. EAA AIRPLANE Request permission to grant approval to the Cirrus Design Corporation to utilize city streets on Friday, July 21, 2006 and on Sunday, July 30, 2006, from 4:00 a.m. to 5:00 a.m., to move an airplane for display at Fratello's, in accordance with the attached letter of request. 4. FAMILY AFFAIR FESTIVAL Request permission to grant approval to the BID Marketing Consortium to utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Saturday, August 12, 2006, from 7:00 a.m. to 3:00 p.m., for their Family Affair Festival, in accordance with the attached letter of request. 5. CLOSING OF PEARL AVENUE Request permission to grant approval to CD Smith Construction to close Pearl Avenue, from Rockwell Avenue to Osceola Street, from Monday, July 17, 2006, to Friday, August 4, 2006, to install a steam tunnel and electrical duct bank at the UW Oshkosh Student Recreation and Wellness Center, in accordance with the attached letter of request. • 6. BLOCK PARTY Request permission to grant approval to the residents of Evans Street to close Evans Street, from Nevada Avenue to Custer Avenue, on Saturday, July 22, 2006, from 1:00 p.m. to 11:00 p.m., for their neighborhood block party, in accordance with the attached letter of request. • Indicates revision ** Bold & italics indicates amendment BLOCK PARTY REQUEST FORM FOR STREET CLOSURE The purpose of a BLOCK PARTY is to provide social interaction among block residents in order to strengthen a neighborhood. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. We have done this the past 3 year. We typically move the airplane early in the morning (4 -Sam) when traffic is to a minimum, and have had police escort at all times. The suggested route we have used in the past is: Wittman Airport to W. 20th Ave. right on W. 20th Ave. to Oregon St. left on Oregon St across the river. (Street name changes when crossing the river to Jackson St.) continue on Jackson St to High Ave. left on High Ave. (High Ave is a one -way street. We will be going the wrong way on High Ave. High Ave has fewer obstructions and is a little wider making movement easier and faster.) High Ave to Congress Ave. left on Congress Ave to the side lot of Fratello's Restaurant (This portion of Congress Ave. is also State Hwy 21). The return trip from Fratello's to the airport will be the same route (except reversed). Here is a contact with the Oshkosh police department, she has worked with us past 3 years moving the airplane. The 13ID Marketing Consortium have planned four events to be held in downtown Oshkosh. We are requesting the following for approval: On August 12, 2006 from 7 AM — 3 PM we would like to setup a Family Affair Festival site on Opera House Square. We are asking non -profit organizations to have booths on the square hosting food booths and or game booths. All monies raised by these organizations go directly to their causes. The BID Marketing Consortium will not be receiving any monies from these groups. We will also be asking the police and fire department for their participation along with many other civic groups demonstrating various family safety and activities. There will also be a puzzle board contest and the registration for this event will be on the Opera House Square. WI 54903 Re: Proposed Street Closure — Pearl Avenue Dear Mr. Woltangk: C.D. Smith Construction is the general contractor for the UW Oshkosh Student Recreation & Wellness Center project located at 735 Pearl Avenue. Associated with this project is a steam tunnel and electrical duct bank that crosses Pearl Avenue just west of the intersection of Pearl Avenue and Osceola Street (see Attachment #1). In order to complete our work in Pearl Avenue, we will need to close Pearl Avenue. We request to close this section of Pearl Avenue for approximately 3 weeks, from July 17 — August 4 See Attachment #2 for our proposed detour and barricade plan.
