IT IS FURTHER MUTUALLY AGREED that no improvements by Grantor are allowed within areas reserved for public utility easements. Improvements include, but are not limited to, building structures, driveways, parking areas, landscaping or fences. Any improvement shall be allowed only by special exception of the Board of Public Works.
