June 27, 2006 Oshkosh Common Council Dear Council Members, In my professional capacity as an aquatic ecologist, I have reviewed to Wisconsin DNR decision on the proposed fishing pier in Menominee Park. The DNR reviewer's claim that no adverse effects are expected from the new pier contradicts research done by the DNR and other agencies. For example, the most recent study by Garrison et al. (2005) concludes with the statement that: "This study has confirmed other work that found an adverse impact of shoreline development upon fish communities. ... The current study indicates that placement of piers alters macrophyte growth and ultimately habitat for macro invertebrates and fish." They cite five other published studies, dated 1996 to 2004. These studies point out the importance of conducting environmental impact studies to inform decisions that can balance the positive and negative aspects of development. Sincerely, ~~ Michael P.
