COMMON COUNCIL MEETING

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. FOURTH OF JULY PARADE
Request permission to grant approval to the Oshkosh AMVETS to utilize Menominee
Park, city streets and facilities on Tuesday, July 4, 2006, from 7:30 a.m. to 12:00 noon,
for the annual Fourth of July Parade, in accordance with the attached letter of request.
3. BREAST CANCER AWARENESS WALK
Request permission to grant approval to the American Cancer Society to utilize
Menominee Park and facilities on Saturday, October 7, 2006, from 9:00 a.m. to 12:00

noon, for the 6 Annual Breast Cancer Awareness Walk, in accordance with the attached
letter of request.
4. WEDNESDAY FARMERS' MARKET
Request permission to grant approval to the Oshkosh Downtown BID Board to close
Market Street, from High Avenue to Algoma Boulevard, every Wednesday, from June 28
through October 25, 2006, from 6:00 a.m. to 2:00 p.m., for the Wednesday Farmers'
Market, in accordance with the attached memorandum from Principal Planner Kristi Bales.
5. INTERSECTION CLOSURE
Request permission to grant approval to AT&T to close the intersection of West South

Park Avenue and Knapp Street on Sunday, July 9, 2006 (rain date July 16), from 8:00
p.m. to 6:00 a.m., to install wires to the telephone poles at that location, in accordance
with the attached letter of request.
6. DB DRAG SHOW
Request permission to grant approval to the Exclusive Company to utilize the Washington
Avenue parking lot on Sunday, July 9, 2006, from 11:00 a.m. to 4:00 p.m., to conduct a
DB Drag Show, in accordance with the attached letter of request.

We welcome you as a participant in the 2006 4th of July Parade here in Oshkosh, and thank you for your entry
form.

Parade Start:

Line-up Position:

We will assemble in the Main St. I Otter Ave. area as indicated on the enclosed map. Please be PROMPT.
Enclosed is a card with your line-up position number, this card MUST be displayed on your windshield
at all times. Enter the line-up area on Waugoo Ave. if your position is NORTH of Otter Ave. or enter on
Ceape Ave. if your position is SOUTH of Otter Ave. You will be directed to your proper holding area, where
you will wait until you are instructed to proceed in the parade. If you have animals, you MUST have
someone picking up after them before AND during the parade. It is not fair to the people following you to
have to avoid stepping in anything your animal may have left behind.
The parade route will be north on Main Street to Irving Avenue - then east to Menominee Park. Trophies will
be awarded for the Best Youth Entry, Best Theme Entry, and Best Patriotic Entry. Judging for these awards
will begin at 8:00 AM. If you are not in your line-up position at this time you may be overlooked. If you are
awarded a trophy you must display the banner provided and return the banner at the conclusion of the
parade.
All participants are asked to disband their group at Webster Stanley School. Please do not have anyone stop
at the corner of Hazel St. and Irving Ave. as this causes a back-up for the remainder of the parade.
All Veterans are invited to the AMVETS tent, next to the Gazebo, for refreshments and entertainment.
If you have any questions or need additional information, please call Anne Hauch at 426-1355 and leave a
message. We will call you back as soon as possible!

Dear Mr. Wollangk,
On behalf of the American Cancer Society and our volunteers, this letter is being submitted
to request approval by the Oshkosh City Council for the American Cancer Society's 6th
Annual Breast Cancer Awareness Walk to be held at Menominee Park. The walk will be held
on Saturday, October 7,2006 beginning at 9:00 am. This event has been held in Oshkosh for
the past five years and has been a success in creating community awareness and raising funds
to help fight breast cancer.
Nearly 1.3 million Americans are estimated to be diagnosed with cancer this year, and
11 ,000 are expected to die from the disease in the state of Wisconsin. With your help, we
plan to change these figures and save lives. Your American Cancer Society has set the
following aggressive goals for the year 2015:
. reduce cancer incidence by 25 percent,
. reduce cancer mortality by 50 percent, and
. measurably improve the quality of life for cancer patients and their families.
We will achieve these goals by funding Research to find a cure, Education for cancer
prevention and early detection, Advocacy to enact laws in support of cancer related issues
and Service to help patients through their journey. The fundraising efforts of your residents
at this event will help the American Cancer Society to meet these goals. Together, we are
making a difference.

Wednesday's Farmer's Market
On June 19, I received a phone call from Mrs. Nelson, organizer of the Wednesday's Farmer's
Market. In light of the recent decision by the Parking Utility, they have agreed to move the
Farmer's Market to Opera House Square/Market Street on Wednesdays.
On June 20, the BID Board approved expenditure for a newspaper advertisement and to
distribute flyers to the farmers at the local Saturday and Sunday Farmers Markets to invite the
sellers to Opera House Square on Wednesdays.
A request for Live at Lunch already has Market Street closed on Wednesdays from lOam - 3pm.
This needs to be revised so that the closure begins at 6am to accommodate the sellers. The
sellers would be gone by 2pm, so the time limit does not need to be extended further into the
afternoon and the portion of the street closed does not need to be revised. The alley on the north
side of the Grand Opera House and the northern portion of Market Street between High and
Algoma will be accessible in the morning hours in order to avoid disruption of the businesses
along Market Street. This portion of Market Street will then be closed as has already been
requested for the Live at Lunch concert series.

Mr. Richard Wollangk,
I would like to formally request to be put on the agenda for the council
meeting on June 27,2006. AT&T has some aerial work to be done at the
intersection ofSTH 44 (W. South Park Ave.) and Knapp St. The poles have
been replaced and as such AT&T needs to be attached to the new poles.
In order to complete the work we will need to close the intersection for one
night. We propose a Sunday night from 8:00 p.m. to 6:00 a.m. or whatever
times or day you think would work out better. The time is approximated and
is assumed to be less than the hours listed. We would like to do the work
July 9th, 2006 and if the weather doesn't cooperate July 16t\ 2006.
I am currently working with Mr. David Patek on the traffic control and will
have the plan pre-approved by him prior to your council meeting.
Both David and I have checked the City's web site and have determined
these two dates in July to be the best due to the festivals in the area.
AT&T will provide 1 week in advance warning signs at the designated
positions on the map. They will also notify neighbors on the comers and 3
to 4 houses in each direction when the work will be taking place; as the
aerial crew will need to run generators for lighting etc.

We would like to utilize the Washington Avenue lot on Sunday, July 9,
2006, from 11 :00 a.m. to 4:00 p.m., to hold a DB Drag Show. This
show consists of people bringing their cars and demonstrating sound
systems throughout the period.
