A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. OSHKOSH COMMUNITY DRAGON BOAT FACE & FESTIVAL
Request permission to grant approval to the Grand Opera House, YMCA and UW-
Oshkosh to utilize Riverside Park and facilities on Saturday, September 23, 2006 (with
set-up on Friday night), from 9:00 a.m. to 4:00 p.m., for their Oshkosh Community Dragon
Boat Race and Festival, in accordance with the attached letter of request.
3. 3 ON 3 BASKETBALL/WIFFLE BALL TOURNAMENTS
Request permission to grant approval to the Oshkosh Morning Rotary Club to close
Commerce Street, from Marion Road to 83 feet north of Pearl Avenue, and Pearl Avenue,
from North Main Street to 120 feet west of Commerce Street, on Saturday, September 16,
2006, from 6:00 a.m. until dusk, for their 3 on 3 Basketball/Wiffle Ball Tournaments, in
accordance with the attached letter of request.
4. INSTALLATION OF PARISH LEAD PASTOR
Request permission to grant approval to Peace Lutheran Church and First English

Lutheran Church to close Minnesota Street, from 8 Avenue to 11 Avenue, and to allow

traffic to be temporarily halted on 9 Avenue, on Sunday, June 25, 2006, from 5:30 p.m.
to 6:30 p.m., for the installation of a Parish Lead Pastor, in accordance with the attached
letter of request.
5. BLOCK PARTY
Request permission to grant approval to the residents of Crystal Springs Avenue to close
Crystal Springs Avenue, from South Westfield Street to Reichow Street, on Saturday,
August 19, 2006, from 4:00 p.m. to 10:00 p.m., for their neighborhood block party, in
accordance with the recently submitted Block Party Request Form.
6. BAYSHORE 5K
Request permission to grant approval to the Movin' Shoes Fox Valley and UW-Oshkosh
Cross Country Teams to utilize Menominee Park and facilities on Saturday, July 15, 2006,
from 7:30 a.m. to 10:00 a.m., for their Bayshore 5K race, in accordance with the attached
letter of request.
7. FARMERS' MARKET
Request permission to grant approval to the Wednesday Farmers' Market to utilize the 90
minute and 10 hour metered spots in the Jefferson Street lot (the middle of the parking
lot) every Wednesday, from June 14 through October 25, 2006, from 6:30 a.m. to 1:00
p.m., to hold their Farmers' Market, in accordance with the attached letter of request.
8. LAKE FLY WALK/RUN FOR WELLNESS
Request permission to grant approval to the Oshkosh Seniors Center to utilize city streets
and facilities on Saturday, September 9, 2006, from 9:00 a.m. to 10:00 a.m., for their Lake
Fly Walk/Run for Wellness, in accordance with the attached letter of request.
9. UW-OSHKOSH HOMECOMING PARADE
Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize
city streets and facilities on Saturday, October 14, 2006, from 8:00 a.m. to 10:45 a.m., for
the UW-Oshkosh Homecoming Parade, in accordance with the attached letter of request.

Dear Tom,
The Grand Opera House, the Oshkosh YMCA, and UVV Oshkosh would like to request your approval, and to be
recommended to the Council, for an event in Riverside Park on Saturday, September 23,2006. Our plan is to use
Riverside Park for a new community festival- the Oshkosh Community Dragon Boat Race and Festival. Races will be
held on the Fox River all day, with festival activities held at the park between races.
The Dragon Boat Race and Festival is an event designed to celebrate education, community, family, culture and the
waterways of Oshkosh. As part of the UVV Oshkosh Fall Fest on the Fox, and in partnership with the YMCA and the
Grand, the Festival also seeks to:
. Support the educational activities of the University and its partners.
. Provide a fun activity for people of all ages.
. Enhance the appreciation of our waterways.
. Develop an Oshkosh tradition.
. Build on the partnerships between the campus and the community.
. Provide opportunities for organizations and businesses to become involved.
. Increase business and energy in the downtown.
Initial plans are to begin setting up on Friday, Sept. 22nd, to have the park ready for the Festival right away Saturday
morning. The event itself is tentatively scheduled to run from 9:00 a.m. to 4:00 p.m. on Saturday.

Dear Mr. Wollangk,
On behalf of the Oshkosh Morning Rotary Club, I am requesting the closure of
Commerce Street (from Marion Avenue to 83 feet north of Pearl Avenue) and Pearl
Avenue ( from N. Main Street to 120 feet west of Commerce Street) on Saturday
September 16, 2006 from 6:00 am till dusk. Please note that we will maintain access
to the parking lots for City Center, M& I Bank, and Great Estates Furniture so that
their business is not interrupted.
The purpose of the closure is to host and coordinate the Second Annual 3 on 3
(street ball) basketball tournament and 3 on 3 Wiffle@ Ball tournaments. After the
initial success of the 2005 event, we are confident of the continued interest in this
type of event for the downtown Oshkosh area. Proceeds of the event will be used by
Oshkosh Morning Rotary to grow the event, support downtown beautification, and
contribute to community organizations. We also will be asking for a food item to
benefit local food banks as part of the entry fee.

RE: Street Closing
Dear City Manager:
The congregations of Peace Lutheran Church and First English Lutheran Church would
like to request the Street of Minnesota between 11 th Ave. and 8th Ave. be closed on
Sunday June 25lh from 5:30-6:30p.m. .
Weare installing a Parish Lead Pastor between the two sites. The service will start at
First English and continue at Peace Lutheran Church. We are expecting between 500 and
600 people walking from one church to the other church. Weare not sure on the exact
time that we would need to have Ninth Street traffic halted. I would guess about 5:50p.m.
for about twenty minutes to get everyone across the street in a relatively short period of
time so that we can continue the service in Peace Lutheran's Sanctuary.
We are installing Pastor Tim Greenwald. The contact person for this event is Jerri

We would appreciate any help we can get in making this a smooth transition.

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.

I am writing in regards to the Bayshore 5k. This event is in its 4th year and is put on by Movin'
Shoes Fox Valley and the University of Wisconsin-Oshkosh cross country teams. The race will
be held on July 15th at Menominee Park. VVe would like to request the use of the pavilion at
Menominee Park for this event. The pavilion will be used to check in athletes and distribute race
numbers along with serving as the site for the awards ceremony.
This year's course will run around the Zoo and out onto Hazel St. for short while before turning
back into the park on Siewert Trail. Attached is a map of the course. We look forward to
receiving your approval on the course and usage of the pavilion for July 15th from 7:30 a.m. until
10:00 a.m.

We would like to request permission to utilize the north end of the Jefferson Street parking lot
every Wednesday, from June through the last Wednesday in October 2006, from 6:30 am to
1 :OOpm, to hold our Farmers Market.
We were not going to have a market this year, because of what took place this year, but the
customers have been contacting us and feel bad about the market closing over at the Church and
Division Lot, and ask u.c; to please have one. Our venders also have been contacting us and want
a market. We will give it a try and see what happens.

5K route for a walk/run event for the "Lake Fly Walk/Run for Wellness" on Saturday, September
9,2006 from 9:00 - 10:00 a.m.:
. Route begins at the Oshkosh Seniors Center Annex
. Route continues on paved trail behind the Oshkosh Seniors Center Main Facility and FVTC
to the VVisconsin Street bridge.
. Route will then take a LEFT onto the VViowash Trail along the river to New Y ork Ave and
turn RIGHT.
. Route to then turn RIGHT onto High Ave.
. Route to then turn RIGHT onto Rockwell Ave.
. Route to then turn LEFT onto Pearl Ave. and follow to the trail after UVV Oshkosh Parking
Lot #5.
. Route to then follow trail back over the VVisconsin St. bridge, continuing back to the trail that
leads behind FVTC & OSC Main Facility.
. Route will then end at Oshkosh Seniors Center Main Facility.

Dear Mr. Wollangk,
The University of Wisconsin-Oshkosh will celebrate its annual Homecoming on
Saturday, October 14, 2006.
As in the past, a parade is one of the highlights of our festivities. Therefore we
are requesting your approval of the following route through the City of
Oshkosh.
Parade Assembly: From 8:00 - 10:00 a.m. Winnebago Courthouse parking lot.
(Pending approval given by County Executive Mark Harris.).
The parade will proceed from the Courthouse parking lot onto Algoma
Boulevard, down Algoma Boulevard to Woodland Avenue where the parade will
disband. This route will alleviate using High Avenue and Wisconsin Street.
The parade will begin at 10:00 a.m. and should reach the disbanding area by
approximately 10:45 a.m.
Upon your approval of this route, we will notify and work with Police Captain
Jay Puestohl regarding supervision of the parade.
