A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
FISHING DERBY
Request permission to grant approval to the Georgia-Pacific Corporation to utilize
Rainbow Park and facilities on Saturday, June 3, 2006, from 5:00 a.m. to 5:00 p.m., for
their Fishing Derby, in accordance with the attached letter of request.
3.
CHILDREN'S DAY PARADE
Request permission to grant approval to the Oshkosh Jaycees to utilize city streets and
facilities on Sunday, August 6,2006, from 9:30 a.m. to 11 :30 a.m., for their 74th Annual
Children's Day Parade, in accordance with the attached letter of request.
4.
SUMMER FUN FAIR
Request permission to grant approval to Jefferson Elementary School to close the 1000
block of Minnesota Street, between 10th Avenue and 11 th Avenue, on Thursday, June 1,
2006, from 5:00 p.m. to 7:00 p.m., for their Summer Fun Fair, in accordance with the
attached letter of request.
5.
ALCOHOL & DRUG FREE STREET DANCE
Request permission to grant approval to the Kornerstone Recovery Club to close 1 th
Avenue, from Oregon Street to Arizona Street, on Saturday, June 3, 2006, from 12:00
noon to 10:00 p.m., for their annual Alcohol & Drug Free Street Dance, in accordance with
the attached letter of request.
6. WALLEYE WARM-UP TOURNAMENT
Request permission to grant approval to Walleyes for Tomorrow to utilize Menominee
Park and the sailboat docks on Saturday, May 27, 2006, from 5:00 a.m. to 5:00 p.m., for
their 11th Annual Walleye Warm-up Tournament, in accordance with the attached letter
of request.
7. CLOSING OF RAILROAD CROSSINGS
Request permission to grant approval to the Canadian National Railroad to periodically
close various railroad crossings in the city, from Fugleberg Trial to Harrison Street,
beginning on Wednesday, May 24,2006, to upgrade the rail and switches throughout the
city, in accordance with the attached e-mails of request.
8. SHAKESPEARE IN THE PARK
Request permission to grant approval to Rebel Alliance Theatre to utilize South Park and
facilities on Friday, July 28,2006, from 4:00 p.m. to 9:00 p.m., for their "Shakespeare in
the Park" performance, in accordance with the attached letter of request.
9. MEMORIAL DAY PROCESSION
Request permission to grant approval to the Oshkosh Patriotic Council to utilize city
streets, facilities, Riverside Park and Riverside Cemetery on Monday, May 29,2006, from
8:00 a.m. to 12:00 noon, for the Memorial Day Procession and Ceremony, in accordance
with the attached letter of request.

This letter is to request a reservation at Rainbow Park for Saturday, June 3, 2006. Weare
planning a fishing derby for that date and would like to have it at Rainbow Park.
The derby will start at 5:00 a.m. followed by prizes for largest fish in each group and then
a cook out for the participants and family members who wish to attend. We expect
approximately 20-30 people, and we should be finished by 5:00 p.m.

Dear Mr. Wollangk,
As summer approaches, the Oshkosh Jaycees are planning to once
again host the annual Oshkosh Children's Day Parade. This year marks
the 74th annual parade. We are requesting permission to utilize city
streets !~~.~~l'..a~ade route. Following are the parade specifics:
. ~August 6th, 2006
. 10:00 am parade assembly
. Parade route (see attached map)
The parade would assemble in the Library parking lot and enter
onto Jefferson St. south to Washington Avenue. Heading west,
the parade will continue for one block to Main St., and then turn
south for three blocks to Ceape Avenue. The route continues
east on Ceape for two blocks culminating at the Leach
Amphitheatre.

I will be in contact with the Oshkosh Public Library Director, Jeff
Gildeson-Duwe, to obtain authorization and coordinate usage of the
public library parking lot.
The Oshkosh Jaycees are also working with PM I to coordinate the after
parade event to be held at the Leach Amphitheatre.
The Children's Day Parade is a fantastic tradition in Oshkosh and one
that we hope to continue into the foreseeable future

Dear City Council Members,
Please accept this letter as a request to close the 1000 block of Minnesota Street (between 10th and 11 th)
from 5:00 PM to 7:00 PM on the evening of Thursday, June 1st, 2006.
Our school is hosting a "Summer Fun Fair" in which Sergeant Steve Sagmeister from the Oshkosh Police
Department will be hosting a "bike rodeo", John Holland from the Oshkosh Fire Department will be
bringing the safety house and possibly other fire department personnel and vehicles, and we will be doing a
bike helmet fitting and sale. In addition to these activities, other organizations and providers will be doing
demonstrations and handing out literature to students and parents regarding fun and educational activities
that families may wish to experience during the summer.
Have the street next to our school available to use will allow us enough space to accomplish our activities
and will also give Sergeant Sagmeister a more realistic environment in order to simulate road conditions
with our students in the bike rodeo. Please contact me if you have any questions regarding this request.

Street on Saturday June.3rß.2006, as we are would like to hold
our annual Alcohol and Drug Free Street Dance and cook-out.
We would like this to be in effect from noon to 10:00pm that
evening.

We are writing to request Menominee Sailboat docks forthe II th Annual Walleye Wann-
up Tournament being held on May 27, 2006. This tournament has been successfully held
for over 20 years. We are a small tournament of local résidents and boost on our success
of a high percentage of fish returned into the local system with the assistance of the
Walleyes for TomolTow release efforts. With the use of the sailboat docks this can be
done very quickly allowing our tournament a successful release. Immediately following
the contestant's fish being weighted they head to tournament headquarters for the
presentation of awards.

Subject: Oshkosh constuction moved up
Dave, Jackie, the below constuction I sent you earlier, dates have been moved up .
The gangs plan on starting around May 24 starting South around Fugleberg going North.
At times downtown we will want 2 or 3 xings temp closed for good part of the day while they lay rail thru and close
the xing back up again.
I hope everyone is tuned in to this to minimize traffic disruption.

To advise the following update on work in the Oshkosh area will begin approx June 1, 06
CN will be upgrading our rail and Switch's thru Oshkosh from 115LB to new 136LB basically from Fugleberg to
Harrison street.
And request permission from the Oshkosh city council for the following road closures starting in a few weeks.
Will maybe have to close 1 or 2 xings at the same time but will do our best to keep that to a minimum.
We have worked together well in the past and look foreward to the same this year.
Ceape Ave, Sterling, Nevada, Murdock, Pioneer, will be doing a total renewal of ties rail plank blacktop.
Otter, Waugoo, Merritt, Parkway, will be closing at times to lay rail thru and open up again with new rail, plank,
blacktop.
Washington, Irving, Fugleberg have the upgraded rail in already so will just lay the rail from the xing out.

Greetings,
I am contacting you today on behalf of Rebet Alliance Theatre. As you know, Rebel
Alliance is an all-volunteer, nonprofit educationaltheatre program based in the Oshkosh
area. This July 28 we are planning a "Shakespeare in the Park" performance of '
Midsummer Night's Dream in the large Pavilion in South Park. We will be setting up
during the day, and the performance will begin at 7 pm. The performance will be free to
the public. We will be seilling soda and packaged snacks in our concession area. The
cast of the show will be comprised of area young people, and we feel this will be a great
experience for our cast and crew, as well as for our audience.
This will be our 4th South Park performance, and our second consecutive free"
Shakespeare in the Park" production. We are very grateful for all the cooperation and
help we have received from the Park's Departmentand'the City in making these
performances a successful. Please review these plans and let us know if they meet
with your approval. We will be sending out final press releases about the show the .
week of June 13. '
