CERTIFICATE OF OCCUPANCY
An Occupancy Permit is hereby granted for the new single family residence located at
3275 Casey Trail, Oshkosh, Wisconsin 54902 as described in Building Permit
Application number(s) 117691.
This building is to be used only as a single family residence and is located in the R-1,
Single Family Residence District.
LIMITATIONS:
Maximum persons and/or living units: One living unit
CONDITIONS:
1) The handrail for the basement stairway is required to be continuous for the
entire length of the stairs. The handrail installed at the inspection is compliant
with code requirements, however, it appears that the handrail will be removed
once inspection approval has been granted. Please note that if the handrail
located on the wide side of the winders to the basement is removed, Occupancy
Approval will be void.
2) Final grading must be done in accordance with the approved subdivision drainage
plan. This plan is on file in the public works office, 3rd floor of City Hall.
3) Erosion control measures must be maintained until the lawn is established.
Note: Final grade must be a minimum of 6" below all siding.
NOTE:
1) Copies of inspection results are available upon request in room 205, City Hall.
2) Future permits may be required for additional work to your property.
A new Certificate of Occupancy shall be required prior to occupancy, should additional
building{s) be erected, or should any buildings mentioned above be altered or moved.
The use of land, or buildings, shall not be changed until a Certificate of Occupancy is
issued for that occupancy. All conditions noted above must be complied with in order
for this certificate to be valid.

Attached you will find a copy from the 2004 UDC. I have bubbled the section
that allows for the handrail to be on the narrow side of the winders, We will install
a handrail on the outside of the winders in the basement. We are working today
on satisfying all other items noted.
Please plan on coming back for a re-inspection first thing Thursday morning ond
issuing an OCcupancy permit at your earliest convenience.

2. The allowed variation in unifonnity under subd- 1. may not be used to exceed the
maximum riser height under par. (b) or to decrease the minimum tread depth under par. (c).
(f) Open risers. Stairways with open risers shall be constructed to prevent the
through-passage of a sphere with a diameter of 6 inches or larger between any 2 adjacent
treads.
(3) HANDRAILS AND GUARDRAILS- (a) General. 1. Stair flíghts with more than
3 risers shall be provided with at leàSt one handrail for the full length of the stair flight.
2. Handrails or guardrails shall be provided on all open sides of stair flights consisting
of more than 3 risers and on all open sides of areas that are elevated more than 24 inches
above the floor or exterior grade.
), Handrails and guardrails shall be constructed to prevent the through passage of a

4. Handrails and guardrails shall be designed and constructed to withstand a 200
pound load applied in my direction.
5. Exterior handrails and guardrails shall be constructed of metal, decay resistant or
pressure treated wood, or shall be protected from the weather.
(b) Handrails. I. Height. Handrails shall be located at least 30 inches, but no more
than 38 inches above the nosing of the treads. Measurements shall be taken from the hard
structural surface beneath any finish material 10 the top of the rail. Variations in unifonnily
are allowed only when a rail contacts a wall or newel post or where a turnout or volute is
provided at the bollom steps.
2- Clearance. The clearance between a handrail and the wall surface shall be at least
I 1/2 inches.
3. Winders, a. Except as provided under subd,3, b" the required handrail on winder
steps shall be placed on the side where the treads are wider.
4- Projection. Handrails and associated trim may project into the required width of
slairs and landings a maximum of 4 1/2 inches on each side.
5. Size and configuration. Handrails shall be symmetrical about the vertical centerline
to allow for equal wraparound oflhe thwnb and fingers.
