REGULAR MEETING held Tuesday April 25, 2006 at 6:00 p.m. in the Council Chambers,
City Hall.
Mayor Castle presided.
PRESENT: Council Members Shirley Mattox, Meredith Scheuermann, Dennis McHugh,
Bryan Bain, Paul Esslinger, Burk Tower and William Castle
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member Mattox read the Invocation.
The Pledge of Allegiance was led by Caralyn, Cullen, and Clayton Grunewald from Emmeline
Cook Elementary School; and, Priscilla Fisher and Kenneth Beasley from Oaklawn Elementary
School.
A proclamation was presented by Mayor Castle declaring May 4, 2006 as “Day of Prayer” in
the City of Oshkosh.

A proclamation was presented by Mayor Castle declaring the week of May 1 – 7, 2006
as “Elks Youth Week” in the City of Oshkosh.
A proclamation was presented by Mayor Castle declaring March 13, 2006 as “Oshkosh
Letter Carriers Food Drive” in the City of Oshkosh.
Public Hearings
The Mayor ordered the following Public Hearings:

Mr. Wollangk explained the revisions to Chapter 23.

Frank Tower, 1369 W. South Park Avenue, encouraged Council to keep the revisions in the
program.
Karen Thon, 2280-A Patriot Lane, expressed her concerns regarding the proposed garbage
fees.
Robert Cornell, 548 W. Smith Avenue, explained he would like to see the garbage issue
back in the budget and not fee based.
Marilyn Anderson, 2540-G Havenwood Drive, stated the collection of garbage was a need
and should be paid through taxes. She urged Council to redo Chapter 23.
Don Tripp, 2336 Wisconsin Street, expressed his concerns regarding who received
garbage pickup and who did not.
Donald Lillibridge, 12 Chateau Terrace, expressed his concerns regarding the proposed
garbage fees and changes.
Jeff Robl, 114 W. Custer Avenue, questioned if downtown businesses had been considered
in the proposed changes.
Joan Abraham, 2360 Patriot Lane, stated she would like Council to review the procedures for
garbage pickup. She stated condominium owners should get the same services as any other
taxpayers.
Robert Wilcox, 681 Frederick Street, explained he disagreed with the fee and that it should
be included with the budget. He suggested other ways to raise revenue.
There were no other appearances and the Public Hearing was CLOSED.

Virgil Neubauer, 126 W. 22 Avenue, expressed his concerns regarding the farmers’
market being moved.
Norm Packer, 4041 State Road 91, representing the Business Improvement District,
explained the reasons for wanting to move the farmers’ market.
The bills were presented in the amount of $9,779,517.75.

Council Member Bain stated this was a great opportunity and thanked the family for their

Ed Wilcox, 535 Monroe Street, gave various reasons why Council should allow his claims.
Council Member McHugh questioned why the city was disallowing the claim if the
procedures were followed by Mr. Wilcox.

CITY MANAGER’S REPORT / REQUEST FOR WEDNESDAY’S FARMERS’ MARKET
MOTION:ADOPT (Bain; second, Esslinger)

Council Member Scheuermann asked various questions regarding the request for the
farmers’ market. She stated her support of the farmers’ market but it would be better
situated in a different location.
Council Member Bain explained the Business Improvement District was willing to work with
the farmers’ market group.
Council Member Mattox explained the Grand Opera House Square was a gathering place
for the community and the farmers’ market would be better suited there. She stated she
would not support the current location.
Council Member Tower stated he would not support the farmer’s market in the parking lot.
Council Member Esslinger stated he would not support moving the farmer’s market.
Mayor Castle explained he would not support the current location.
Public Agenda Discussion
Resolution 06-163 Solicit Chamco Proposal / Economic Development
Melanie Bloechl, 2388 Abbey Avenue, expressed her support of CHAMCO taking over the
economic development for the city.
Thomas Beck Jr., 1275 W. Smith Avenue, explained the need to move forward with economic
development. He urged Council to support the resolution.
David Borsuk, 1970 Cliffview Court, stated he would like to see a middle ground between
CHAMCO and the City of Oshkosh.
Doug Pearson, Executive Director of CHAMCO, explained it would be for commercial
development and suggested various options.

Council Member Esslinger asked Mr. Pearson various questions regarding the Oshkosh
Community Development Corporation. He stated he would be in favor of a workshop in the
future.
Council Member Scheuermann questioned the resolution and the process for an agreement.
She stated she would like to see how other communities handle their commercial development
and requested Mr. Kleman be at the workshop.
Council Member Tower explained this would be for commercial development and would
like to see future proposals from different groups.
Council Member Bain stated he would like the Council to discuss the guidelines and open the
offer to other groups.

Mayor Castle stated he would like to have a workshop to see structure in what the city is
looking for.

Council Member McHugh explained he would also like to see a workshop to set some
perimeters.
Council Member Mattox questioned if the city had paid Oshkosh Community Development
Corporation in the past. She stated she would also like to see a workshop.
Mr. Wollangk responded.
Citizen Statements
Rick Wing, 923 Taft Avenue, gave a history of the Fourth of July parade and welcomed
everyone to participate in the event.
Dan Rylance, 602 E. Parkway Avenue, expressed his concerns regarding the recent recount
and explained errors do happen. He stated there was no fraud and the poll-workers work a
long day.
Dan Lynch, 310 S. Eagle Street, expressed his concerns regarding underage smoking.

Larry Spanbauer, 842 Eckardt Court, explained there would be the 4 Annual Antique

Appraisal Show at the Senior Center Annex on April 29.
Gordon Doule, 1225 Summit Avenue, stated his concerns regarding voter turnout and other
issues in the community.
Robert Cornell, 548 W. Smith Avenue, expressed his concerns regarding communication
between taxpayers and Council.
Ken Bender, 806 Oak Street, stated his various concerns in the community.
Patti Dehner, 30 Eveline Street, stated her matter of concern had been taken care of and
she was grateful that Council Member McHugh was elected.
Todd Sohr, 530 Grand Street, expressed his concerns regarding high water bills considering
the city was located on a lake. He questioned what the fire protection fee was for on his water
bill. He stated he would like Council to be more open with citizens.

Council Member Statements

Council Member Bain gave a brief follow-up of the Town Hall Meeting regarding future
garbage pick-up fees. He stated a revised Chapter 23 would be available on his website.
Council Member Esslinger explained Oshkosh Community Access Television was funded
through cable TV customers. He requested the City Clerk for a follow-up on the School Board
Recount.

Council Member Mattox explained April 28 the city would celebrate Arbor Day with the City
Forester, Bill Sturm, planting a tree in Menominee Park near the corner of Hickory Street and
Menominee Drive at 9:00 a.m. She reminded citizens to contact the city if they would like trees

in their terrace. She stated the Gallery Walk would be May 6. She stated there would be a
contest for the kick off of a Community Pride Project called “Our Town”, an exhibit of 50
photographs of architectural details from Downtown buildings. She stated May was Historic
Preservation Month. She informed citizens about the mis-print in the paper regarding the
closing of the post office. She explained it was a study that was being conducted to consider
consolidating the outgoing mail function and that postal workers would not lose their jobs,
although some may have to relocate in the area.
Mayor Castle informed citizens that the Miles Kimball building was donated not purchased.
Whatever Else is Pertinent or for the Good of the City
Mr. Wollangk explained the riverfront development area for the leach amphitheater was
mentioned in three publications. He stated the company doing the Riverwalk plan recently won
an award for the Oshkosh Riverfront Redevelopment. He stated Dumpster Day was a
successful event.
