A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
BLOCK PARTY
Request permission to grant approval to the residents of the 700 block of 4th Avenue to
close 4th Avenue, from Dakota Street to Idaho Street, on Saturday, June 10, 2006, from
12:00 noon to 4:00 p.m., for a neighborhood block party, in accordance with their recently
submitted Block Party Request Form.
3.
WALK FOR LITERACY
Request permission to grant approval to the Winnebago County Literacy Council to utilize
city streets and facilities on Saturday, September 23,2006, from 9:30 a.m. to 11 :00 a.m.,
for their Walk for Literacy, in accordance with the attached letter of request.
4.
STREET CLOSURES
Request permission to grant approval to Emmeline Cook Elementary School to close
Hazel Street, from Nevada Street to Huron Court, and Bent Avenue, from Oak Street to
Hazel Street, on Friday, May 26, 2006, from 8:15 a.m. to 10:30 a.m., for a memorial
ceremony, in accordance with the attached letter of request.
BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.

Dear Council Members,
The VVinnebago County Literacy Council is planning to have our first annual mile walk
entitled "Exercise your Mind: VValk for Literacy." This fund-raising event would take
place on September 23, 2006. Registration would be at 9:30am with the walk starting at
1 0:00am. The route should be completed by 11:00am.
The walk will start and finish at the Oshkosh Public Library. VV e are anticipating
approximately 100 walkers. The walk will start at the library, using the sidewalks
beginning at Mt. Vernon street, turning right on Merritt street, turning right on Hazel
street, and then turning right on VV ashington street and coming back up towards the
library.
Please give us your permission to have this event and thank you for your support.

Dear Oshkosh Common Council Members:
Emmeline Cook Elementary School will be hosting a memorial service on Friday May 26, 2006
in honor of Andrew Wallace, fanner physical education teacher, who lost his life in Iraq last
September. During the service, we will be dedicating a new flag pole in front of the school in his
honor. We are expecting hundreds of people in attendance that day including Governor Doyle.
We are requesting to have Hazel Street closed off that morning from Nevada St. to Huron Ct.
and Bent Ave. from Oak Street to Hazel Street. The nature ofthis request is to allow for crowd
overflow from the front lawn of the school during the ceremony.' The ceremony begins at 9:00
A.M. We request for the streets to be blocked off immediately after students arrive that day until
after the ceremony concludes. This timeframe would approximately be from 8: 15-10:30 A.M.
This promises to be a very memorable and emotional day for our school community and we wish
to accommodate our guests as best as we can. Furthennore, rerouting traffic will eliminate
traffic noise protecting the dignity of the event. Thank you very much for your thoughtful
