Regarding the water heater and electric bill, it is clear to me that the way the water heater is connected to heelectrical system, the tenants in 811 are unfairly paying for ail heated water usage. This was not a code issue, but being the ervice requires repairs, a house meter is needed for the water heater, or the upper unit needs their own water heater.
