HomeMy WebLinkAboutMinutes PCC ROCEEDINGS OF THE OMMON OUNCIL CO, W ITY OF SHKOSHISCONSIN REGULAR MEETING held Tuesday, April 11, 2006 at 6:00 p.m. in the Council Chambers, City Hall. Mayor Castle presided. PRESENT: Council Members Paul Esslinger, Frank Tower, Shirley Mattox, Meredith Scheuermann, Burk Tower, Bryan Bain, and William Castle ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren Kraft, City Attorney and David Patek, Director of Public Works Council Member Esslinger read the Invocation. The Pledge of Allegiance was led by Justin Freund and Zachary Stowe from Grace Lutheran School, and; Ashlyn Abraham and Jacob Abraham from St. Elizabeth Ann Seton Elementary School. A proclamation was presented by Mayor Castle declaring the month of April 2006 as “Fair Housing Month” in the City of Oshkosh. Public Hearing The Mayor ordered the following Public Hearing: Final Resolution / Concrete Paving, Utilities, Sidewalks / Various Streets Jorge Poppi, 1502 N. Main Street, expressed his concerns regarding the notification process for street improvements. Henry Noffke, 2200 White Swan Drive, stated his concerns regarding the addition of sidewalks on Nevada Avenue. There were no other appearances and the Public Hearing was CLOSED. Consent Agenda The minutes of the March 28, 2006 meeting were presented as written. The Report of the City Manager was read. John Pearson, representing Pearson’s Pig and Poultry, explained he had no issues 1 regarding the farmers’ market. Proceedings of the Common Council – April 11, 2006 Council Member Bain questioned the concerns of the local business owners and if they had been resolved. Council Member Esslinger explained the parking concerns had been resolved. Council Member Mattox questioned if the parking issues from last year had been resolved. Mr. Wollangk responded. Council Member Scheuermann questioned the number of parking stalls used during the farmers’ market. She questioned if there was a better location. Council Member Esslinger stated that Mr. & Mrs. Nelson who organize the farmers’ market would not be interested in moving it. Council Member Mattox questioned if fishing promoters paid extra for utilities. Mr. Wollangk responded. The bills were presented in the amount of $3,518,179.16. The Report of the City Clerk was read. Resolution 06-130Grant Conditional Use Permit; Approve Final Planned Development / W. Murdock Avenue, East of 1800 Jackson Street (Fair Acres Center) Council Member B. Tower expressed his concerns regarding increased traffic flow and questioned if there would be changes in how the traffic was routed. Council Member Mattox questioned the safety around the retention basin. Jackson Kinney, Director of Community Development responded. Mr. Patek responded. Resolution 06-131Approve Final Resolution / Concrete Paving, Utilities, Sidewalks / Various Streets Mayor Castle questioned if specific streets were being approved in this resolution. Council Member Bain questioned why both sides of Nevada Street included new sidewalks. Council Member Mattox expressed her concerns regarding future development in the area. Council Member B. Tower questioned the safety issue regarding sidewalks and the future 2 development plans. Mr. Wollangk and Mr. Patek responded. Tower Council Member Esslinger questioned how many proposals were received for the development. Mr. Kinney responded. Council Member B. Tower stated he would vote present due to his family’s involvement with the development. Resolution 06-142Approve Salary / City Manager MOTION:ADOPT (F. Tower; second, Esslinger) CARRIED:Ayes (7) Mattox, Scheuermann, B. Tower, Bain, Esslinger, F. Tower, Castle Council Member F. Tower reviewed the City Manager’s goals. Citizen Statements Ken Bender, 806 Oak Street, stated his various concerns in the community. Bill Hawk, 1616 Covington Avenue, expressed his concerns with various fees. Sue Becker, 847 Oak Street, stated her concerns regarding helicopter rides during Sawdust Days. 4 Mark Madison, 619 W. New York Avenue, explained he would like to see the Saturday farmers’ market at Grand Opera House square. Gordon Doule, 1225 Summit Avenue, congratulated Oshkosh Cable Access Television for their hard work. Proceedings of the Common Council – April 11, 2006 Eric Reese, 501 High Avenue, questioned bus route changes during the farmers’ market. Richard Wilkins, 2340 Geneva Street, expressed his concerns regarding future garbage fees. Council Member Statements Mayor Castle stated he would like to propose during the organizational meeting to limit Citizen Statements and Council Member Statements. He stated he would support Council Member Scheuermann for Deputy Mayor. th Council Member Bain stated there would be a Town Hall Meeting on April 18 at 6:00 p.m. in the Council Chambers regarding future garbage pickup fees. Council Member Mattox invited citizens to an endowment fundraiser for the museum on April st 21 featuring a Titanic dinner, the menu would feature the last meal served on the Titanic. She thth reminded citizens the Titanic exhibit runs through April 30. She stated April 19 Joan Mueller would present a lecture at the Grand Opera House, featuring “The Legacy of John Hicks”. She nd explained the Roseanne Hoeful 5K Run/Walk/Roll for Diversity would take place on April 22 at Opera House Square. She explained www.oshkoshevents.com unveiled their new website yesterday, listing Oshkosh activities. Council Member Esslinger thanked the citizens who voted during the past election and congratulated the candidates. He thanked Council Member F. Tower for his service while on Council. Council Member F. Tower thanked the Council, city staff, and the citizens of Oshkosh for their support over the years. Whatever Else is Pertinent or for the Good of the City Mr. Wollangk requested a workshop after the next Council meeting to view the new city website. He explained the forestry division would be doing work on the corner of Algoma Boulevard and Congress Street to enhance the area. There was no other business before the Council.
