HomeMy WebLinkAboutMinutes.organizational PCC ROCEEDINGS OF THE OMMON OUNCIL CO, W ITY OF SHKOSHISCONSIN ORGANIZATIONAL MEETING held Tuesday, April 18, 2006 at 12:05 p.m. in the Council Chambers, City Hall. Mayor Castle presided. PRESENT: Council Members Bryan Bain, Paul Esslinger, Shirley Mattox, Dennis McHugh, Burk Tower, and William Castle EXCUSED: Council Member Meredith Scheuermann ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk and Lynn Lorenson, Assistant City Attorney NOTE: The three newly elected Council Members (Paul Esslinger, Dennis McHugh, Burk Tower) took their oath of office which was administered by the City Clerk before the start of the meeting. Mayor Castle called three times for nominations of Deputy Mayor for the Common Council. Mayor Castle nominated Council Member Scheuermann for Deputy Mayor. Council Member Bain nominated Council Member B. Tower for Deputy Mayor. MOTION:CLOSE NOMINATIONS FOR DEPUTY MAYOR (Bain; second, Esslinger) CARRIED:Ayes (6) Bain, Esslinger, Mattox, McHugh, Tower, Castle Bain voted TowerMattox voted TowerTower voted Tower Esslinger voted TowerMcHugh voted TowerCastle voted Tower VOTE FOR DEPUTY MAYOR: Tower - 6 The Council seating assignments were decided as follows: (starting with the seat farthest to the right of the Mayor) Shirley Mattox, Meredith Scheuermann, Burk Tower, William Castle, Dennis McHugh, Bryan Bain, Paul Esslinger Mayor Castle stated he would like to see a limit of once a quarter for citizens to speak at the Council meeting. Council Member McHugh stated the rule was in place and needed to be enforced. 1 Proceedings of the Common Council – April 18, 2006 Council Member Esslinger suggested that Citizens Statements could be amended to address items the Council would vote on in the future. Council Member Mattox explained the Council was there for the public and should not be limited to items to be voted on. Mayor Castle stated his proposed change for Citizen Statements would pertain to a small group of individuals that abuse the system. Council Member Bain stated the information from the citizens was important and he supported the current rule. He also explained he would support the Council Member statement rule as is. Council Member B. Tower explained is was a privilege to speak at the Council meeting and would not support a change. Council Member Esslinger agreed after listening to fellow Council Member’s limiting Citizen’s Statements to items being voted on would be difficult. Council Member McHugh expressed his concerns regarding candidates speaking at the meetings just prior to an election. He stated he was pleased to see Council rules enforced and stated he would support a three-minute limit for Citizen Statements. Council Member Mattox suggested amending Citizen Statements to a three-minute time limit. MOTION:AMEND COUNCIL RULES REGARDING CITIZEN STATEMENTS TIME LIMIT FROM FIVE MINUTES TO THREE MINUTES (Mattox; second, McHugh) LOST:Ayes (2) Mattox, McHugh; Noes (4) Bain, Esslinger, Tower, Castle MOTION:DELETE COUNCIL RULE REGARDING COUNCIL MEMBER CASTING A NEGATIVE VOTE – GIVE A REASON (Esslinger; second, Tower) CARRIED:Ayes (4) Bain, Esslinger, McHugh, Tower; Noes (2) Mattox, Castle Whatever Else is Pertinent or For the Good of The City There was no other business before the Council.
