1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
OSHKOSH YACHT CLUB REGATTAS

Request permission to grant approval to the Oshkosh Yacht Club to utilize Menominee
Park, Millers Bay and facilities from Thursday July 13, 2006, through Tuesday, July 18,
2006, from 7:00 a.m. to 7:00 p.m., for their two sailing regattas, in accordance with the
attached letter of request.
3. WALK FOR LIFE '06
Request permission to grant approval to Labor of Love, Inc. to utilize Menominee Park,
city streets and facilities on Saturday, September 30,2006, from 9:00 a.m. to 11 :00 a.m.,
to hold their fourth annual Walk for Life '06, in accordance with the attached letter of
request.

Request permission to grant approval to the Wednesday Farmers' Market to utilize the
400 Block West parking lot every Wednesday, from June through October, 2006, from
7:00 a.m. to 12:00 noon, for their Farmers' Market, in accordance with the attached letter
of request. Also attached is a letter from the BID Board regarding this request.

Dear Mr. Wollangk:
The Oshkosh Yacht Club will be hosting the ILY A E Invitational which runs from
Thursday, July 13,2006 through Sunday, July 16 and the X Boat X-treme Regatta which
will run from Monday, July 17,2006 through Tuesday, July 18,2006. We expect 40 E
Boats and 40 X Bo~ts to sail in Oshkosh. On those boats will be approximately 240
sailors and watéhihg the races will be 100 spectators.

The Oshkosh Yacht Club was chosen to host these regattas because of the tradition that
sú1tdUrldSilie city and scow sailing. The OYC was founded in 1869 and is one of the
founding clubs of the Inland Lakes Yachting Association.
The E boats will be launching at Miller's Bay on Thursday, July 13. The X Boats will be
launching on Monday, July 17. They will be racing on Lake Winnebago directly east of
Menominee Park. . We have requested the following items from the Parks Department:
trailer párking in the field north of the boat ramp, placement of a small tent on the
northeast corner of the parking lot, and to allow mooring of sailboats along the shore line
in Miller's Bay. We have been working with Tom Stephany in the Parks Office to ensure
success of the event. We will be serving beer to legal adults Thursday and Friday
afternoons immediately following the races. .
We request that the city approve our plan. This event will bring many to the city to sail
or spectate. We are able to showcase our most valuable asset; our water. There will be a
great deal of media coverage from the start to the fmìsh of both regattas.'

Dear Richard Wollangk and all Council Members,
We are putting in a request to hold our Farmers Market at the Church and
Division lot again this year. I know we had a problem last year, but it was
resolved and we were allowed to go back there and sell again.
We got a letter from the BID saying the business people there didn't want us
there. They were named in the letter. We went and talked to all of them and that
is not true, they all want us there and they were not contacted about this matter.
Some of them were upset about it and want us to show them the letter, which we
will do. One of them was Pearson's Pig and Poultry. I talked with Melissa Hunt
from the chamber and she told me she should not have put the names of those
business's in that letter without getting their permission.
We feel that we are helping them get more business by getting more people
downtown. We are an asset to the downtown. We have been there many years
and nobody bothered us until now, and I don't see any reason why you want to
get rid of us now. The people all like coming there to get their fresh vegetables
every Wednesday. Our WIC paper was sent in March 14, and the insurance is
ready to go. Mr. Wollangk sent us a letter stating that the BID invited us to the
Opera House Square location on Market square. They have been trying to get
that going and it's not working out. We are turning your offer down as it is not a
suitable place for us. None of the sellers want to sell there and the people don't
care about it ëither.
Our hope is that you will reconsider and please leave the market where it is.

Dear Mr. Wollangk,
I am writing in reference to the Farmer's Market that has previously been located in the
parking lot behind the 400 Block of North Main Street on Wednesday morning's. At the
BID Board meeting on January 17, 2006, the BID approved a motion to forward a letter
to you stating the merchants' need for the parking spaces where the Wednesday
Farmer's Market has been locating. Unfortunately, the spot that the Farmer's Market
uses encompasses monthly spaces, metered spaces and 90 minutes spaces in a lot
that services downtown's businesses and customers. Nearby merchants including
Salon Mode', Village Market, Karla G's, Friend's Unique Boutique, Race Office
Products, and the new Pearson's Pig and Poultry are all affected by this use. The
farmers bring in their trucks and stands, remain for four to five hours, and are not cited
for parking violations or required to purchase a permit. Other shoppers and merchants
in the area are subject to fines if they remain more than 90 minutes.
The Downtown Oshkosh Business Improvement District Board would like to invite the
farm~rs to locate at Opera House Square I Market Street for the summer of 2006. There
is adequate space and the Downtown Oshkosh Business Improvement District would
support it as an event (including insurance and advertising) since it would be a part of
the Wednesday Noon Concert Series in the Square.
